Doesnt it make sense that if youre going to do more testing you will get more cases . It does, absolutely, but, you know, theres a lot of variables that have gone along with that. Certainly we are testing more and thats a natural given. Anywhere that youre testing more you will have more cases because youre able to find them but, you know, in many parts of the country the country has opened up as well, so another variable is we dont know how much opening the country has sort of impacted that and allowed transition to happen, we also know that recently weve had protests as well. How much has that played a role . Theres a number of valuables playing a role and why we have increase number of cases. Thats why i said regardless of the reasoning, underlying reasoning i think the message is clear here. Coronavirus has not gone away. Its here. It has the capacity to increase and in fact, doing that in some places. Hes trying to show leadership role when it comes to divisions that are happening in the country. He should be focusing efforts there. I think it was a measured plan, i think it was terrific. I was very happy with the president and also at the point that theres no benefit labeling racists or bigots. I as you know im a legal immigrant country in america, thats something that we have to remember. Cheryl on the other side of this, not joe biden, the democrats talking about defunding the police in some cities and even former Vice President joe biden says he doesnt support the plan, why are we still seeing call to defund the police . Well, i would like to comment first on President Trumps light suggestion to police that they not do what has been happening unfortunately for so long with African Americans being targeted, black americans dying in the streets and hes confronted it with a light suggestion. You know, i think that if you look at joe biden and what he wants to do and what youre seeing in cities like my city of san diego where youre looking at getting rid of the crowded restraint which was used in the george floyd killing, looking at the police holistically and change how policing is done so communities are protected and so that the police understands, you know, a lot of polices are taking directives so we need to make sure that racial profiling stops, systematic racism is cut cheryl laura, let me jump in here. But, laura, again, we will get more details from the white house, maybe today but probably next week about what that specifically means and that will be part of it. Certainly you have bad apples in police. At the same time when you look at what happened in seattle and you look at what happened in new york; the issue of defunding the police which keeps gaining steam in the liberal groups seems seems insane to me, laura. Youve got to have police. Think about how Police Budgets are spent, whether or not we are encouraging racial profiling and whether the priority should be investing in our communities to redirect people so that they have opportunities and and we have programs to make sure that recidivism and people committed crimes have opportunities to transition to a new life, all of these things, its about reexamination, cheryl, i think its not about communities versus police, this is about looking at the Police Budgets and its about looking at the structure of police as has evolved and make changes that we see thousands of american across the political spectrum marching to demand change. Cheryl i do see your point, nick, i do want to pivot to campaign trail obviously this is an Election Year and heck of a year so far, nick, even Vice President biden backing off of the idea to defund the police, hes not really supporting that at the same time President Trump hes hitting the campaign trail. Can the conversation be changed, weve had the pandemic, riot and peaceful protests. This country has been through a lot, nick. Its been a heck of the year. I do think the president can change the narrative. Me made America Great again like he promised it. I think he will make America Great again. When it comes to america its not black lives that matter but black votes that matter and they are using this as weapon against the president. I dont think its going to work when it comes to november. I think the president is being very measured in what hes done. I think he should be commended and we really need to be a very real about this. There are bad apples in the police force. At the end of the day there isnt systematic racism, false narrative and one that the president is doing a great job at shutting down. Cheryl laura, go ahead and respond to that. I think the false narrative is that the president is doing anything to unit the country. Thats what americans are reacting to. Hes done absolutely nothing. No National Address in the wake of mass civil unrests on the streets, people protesting for against Racial Injustice and for rights of black americans and i think his lack of response and really his only response is to encourage the military and police to use violence against protestors. Thats unrest and division. I find that laughable to suggest cheryl not encouraging violence i think law and order just trying to get order in the country. Maybe the military was not the right choice, but at the end of the day we still have a lot going on in this country and a lot of anger. Well, the mayor of seattle slamming President Trump for vowing to take back that city. Lawfully gathering and expressing First Amendment rights, demanding we do better as a society, and providing true equity for communities of color is not terrorism. It is patriotism. Cheryl protesters have taken over six blocks surrounding the Police Precinct referred to as capitol hill autonomous zone or chaz theyre calling it. They have a list of demands, including the city defund and abolish the Police Department. The police chief said it was not her decision to abandon the precinct. The department is warning Business Owners to not give money to the protesters after reports of extortion in the autonomous zone. Well, zoom video under fire for closing the account of a Human Rights Group saying it took that step at the request of the chinese government. At issue, a Video Conference marking the anniversary of the Tiananmen Square massacre in 1989. Zoom which has been criticized for its relationship to china has since reactivated that account. And twitter has shut down more than 170,000 accounts that it says were used to push prochina messages. The company says the fake posts spread deceptive narratives about the hong kong protests and covid19 pandemic. Well, florida seeing record high covid19 cases in a single day. The states Health Department reported more than 1600 cases, almost 20 higher than the previous record. Governor ron de santis crediting the increase in testing for the spike. Florida is in phase two of the reopening with restrictions eased on restaurants, gyms and beaches. There is no set date when the state will enter the third and final phase. Later this summer President Trump will accept the gop nomination in jacksonville. Well, the Senate Judiciary committee is giving senator Lindsey Graham the green light to issue subpoenas in its investigation into the 2016 russia probe. The list requesting documents and testimony from several high profile obama officials. Graham detailed his plans on last nights hand a hannity. Im going to call every person who signed the warrant and ask them, did you know about the doctoring of an email, did you know that the fbi had learned that the dossier was no longer reliable, and im sure most of them are going to say no. Well, funding Police Departments, President Trump speaking on what the white house plans to do regarding Police Reform during a roundtable in dallas, texas yesterday. Were working to finalize an executive order that will encourage Police Departments nationwide to meet the most current professional standards for the use of force including tactics for deescalation. Were not defunding police. If anything, were going the other route. Were going to have Stronger Police forces. Cheryl joining me now, texas congressman, medical dr. Michael burgues. Its great to have you here, sir. Thanks having me on. Cheryl this is the first time we heard the president dig into what he sees for Police Reform. What did you make of the plan yesterday and how was he received yesterday . In the event venue he was obviously received very well. I wasnt part of the motorcade so i dont know what the scene was like outside. But i will say this. I thought of course the president put down the marker that order is going to be maintained. I think thats important. He is the chief in a way, hes the chief Law Enforcement officer in the country. But he also it was a note of conciliation and certainly the panelists who were present and spoke very hel eloquently about things such as education and investment in the minority community, ways to bring people together, i thought that was an Important Message also. Wasnt exactly reported in the papers, the coverage i read. Cheryl he was in dallas texas. There were horrific scenes that came out of dallas during all of this. I want to bring in Jon Hilsenrath from the wall street journal. Hes got a question. Jon. Jon congressman, i want to ask about this idea of bad apples in the police force. I think most americans would agree that the vast majority of police officers, say, 99 , are good people doing well protecting the public. But this idea that maybe there are a few bad apples, i wonder if thats an acceptable idea. You know, we wouldnt accept a bad apple among pilots. You cant get in a plane if 1 are bad and might crash the plane. So what do you think of this and is there any way to just kind of get rid of the notion that its acceptable to of have bad apples . Its not acceptable to have bad apples in every profession, every profession, medical profession, certainly theres always a significant effort made on selfpolicing but also there are standards and there are outside reviewers, so its yes, there are people who end up being policemen who should not be policemen. The idea is you need to find them, find them quickly, find them another line of work or get rid of them. I think one of the points that the president did make yesterday was comparing with the va when he arrived in office, you couldnt find anyone at the va and he changed that and it helped the culture at the va. It made it better. So i dont i think acknowledging that, yes, there are some theres some people who shouldnt be there but it doesnt wor mean you dont workn continuous im provement. Cheryl instead of talking about defund, lets talk about maybe reform for police. Thats being talked about in congress. South carolina senator tim scott, hes got a draft of a proposal that we think would be ready by maybe next week. In the house youve got minority leader Kevin Mccarthy saying he disagrees with the dems, and he would support efforts like banning choke holds. Obviously the back and forth is going to start between the house and the senate of. Probably not a surprise here. What kind of meaningful reform do you think should be passed by congress . Well, i do think look, the discussion about defunding the police is one of those particularly troublesome to me because if anything, you want to increase the value for someone to be a policeman because you want the very best people to apply. If you dont have the best people applying to these Law Enforcement positions, youre not getting the very best people and we need them. The country needs them. The communities need them. So i think anything that embellishes and encourages a higher standard even upon entrance into the police academies, i think that would be a good thing. Cheryl its a conversation four years ago we had a terrible event in dallas where five Law Enforcement officers lost their lives providing security for a protest march and they were ambushed on the street and shot down. Chief renee hall who wasnt at the event yesterday admittedly but said Dallas Police force is down 600 officers. Its difficult to get your best people out when youve got those kind of constraints and paying benefits on top of it cheryl i dont have a lot of time this morning. There was definitely commentary in the dallas area about who was not with the president yesterday. Im glad you brought that up. I want to switch gears to whats happening in houston. What do you make of this talk that one official there saying they are the praecipes of a disaster for covid cases and there could be another lockdown there. Whats your reaction to that . Well, talk of a lockdown is way premature. When the governor began the phased opening that were doing now in texas, there was broad acknowledgement, that doesnt mean the virus is over, that there wont be more cases and it needs to be monitored closely and the one thing about this virus that we learned is that when a when theres a clues tieclusterof cases the virus hae ability to be a super spreader and where there is evidence of that youve got to be very aggressive and get on that quickly with isolation targeted in that whatever facility or area that is, ramp up the testing, and aggressive Public Health information to citizens. But its i think weve all learned through what weve just been through that you shut things down entirely and you hurt a lot of people. Theres a lot of Collateral Damage in that and certainly weve seen that throughout society. Cheryl you say that as a congressman and of course from the great state of texas, my home state as well. Cheryl oil is edging higher this morning, up about 16cents, were at 36, 50, this follows yesterdays steep slump for oil, we saw the biggest drop in the contract, we havent seen it since april 127th. Investor april 27th. Investors are worried about the spike of coronavirus cases. I want to bring in former Shell Oil President john hofmeister. What do you make of the concern about demand destruction because youve got the oil side of the story and then youve also got these incredibly low gas prices across the country right now. Well, this is a very, very uneasy season for demand and its going to continue, i think, as long as we have this uncertainty with respect to how much of the economy will remain essentially shut down. And so theres a big problem. And if you look at what opec plus did last week, when they extended the cutbacks of production of oil but only by a month, thats really to say to the u. S. Oil patch, dont get your hopes up of producing any time too soon because were going to if you do, were going to flood the market again. A month from now. And so everybodys on edge on the production side about not producing more than the economy can handle because what do you do with oil thats not needed . It just sits in storage and its not of any value to anybody. On the other hand, if youre a producing company, thats what youre paid to do, produce oil. So the u. S. Oil patch is in a dilemma right now, the price is high enough to begin some new production, just barely, but most everybody i thinks going to hold back because the demand is not there. Cheryl talked to the saudis and russians about that. Mattie duppler, youve got a question for john, go ahead. I would say its not just about production, its about investment. These are capital heavy industries, millions of jobs hang in the balance. Part of the cares act allowed for some tax treatment that allowed companies to smooth 0 losses because of the demand shock. What do you think Congress Needs to do moving forward and important is it to maintain tax treatment for companies so they can ride out this storm . Well, i think thats the best thing congress can do is provide some kind of tax relief, which means elimination of certain royalties and giving people a break on the cash that they have to to pay to the government. But youre correct, with this demand destruction, what comes with it is zeroing out or severely curtailing Capital Investment. We know from 100 years of history, every time we cut back Capital Investment a year, year andahalf, two years from now, theres not going to be enough supply. Because we arent finding new oil. We arent producing for the future. And so were going to face the inevitable, high priced oil, maybe its 2022, 2023, dont know for sure. But weve put down about 6 to 800 billion of capital has been deferred from this industry. And if you dont spend money for the future, in the future youre not going to have the oil. We know that for a fact. Cheryl john, that is an interesting, fascinating warning from you. Before we go i want to bring in lou. Lou you mentioned high prices, thats what you guys were experiencing during your tenure. Do you believe the addage that low prices are the cure for low prices, will there be a demand uptick or is there too much excess supply for that to happen. For right now, theres an excess of supply. Keep in mind, we lost about 12 to 14 Million Barrels a day of demand. Thats huge. Thats a 15 roughly a 15 reduction in total demand for oil and what do you do when you cant sell it . You just sit on it. And so i dont think low prices are going to help cure low prices in the short term. It may be by the fall well see a different scenario play out. But right now, i think its going to be a continued low price period through the summer months. Cheryl john hofmeister, im still stuck on the fact about 2022 and the issue of supply. Thats end credible. Makes me want to buy Energy Stocks today. Underhofmeister, thank you so much. Because they were left out of the almost 2 trillion Coronavirus Relief package. Allentown, its the Third Largest city in pennsylvania, a little bit more than 120,000 people but it still wasnt big enough to get funding from washington. Overall, you have cities, towns, they have to have at least 500,000 people in their population in order to qualify. That means roughly 36 cities across the country actually made that criteria which is why towns like allentown are begging for a cash infusion from washington. Listen in. Were in dire financial situation right now. A hungry mouth is a hungry mouth, no matter if its in a small city or a large city. And weve got a lot of challenges and very needy people here in allentown. Reporter its estimated that towns and cities in pennsylvania will see a roughly 40 revenue shortfall. In allentown theyre expecting a budget loss of 10 million. This is a time when allentown was trying to reinvent itself. It used to be a manufacturing hub. Now its trying to be a place where Small Businesses can thrive. You can see with the boarded up windows, forrent signs all across the city, everything like that is on hold. With the next round of funding relief stalled in capitol hill, a lot of towns will have to make some Big Decisions and that means budget cuts, cutting parks budgets or reducing the number of firefighters, et cetera. Thats because a lot of the towns, small towns across america feel left off, feel the money went to larger municipalities instead of small town america. Thats why theyre begging for help. Cheryl thats why billy joel wrote a song about allentown. If you listen to the lyrics, its what youre reporting on today, so thats crazy. Reporter its crazy. Its come back again. It is sad whats happening to small towns not small towns but smaller towns like allentown who arent getting the attention they need, jon. Jon i think thats a really important report. I hope the rest of washington is watching because theres this kind of debate going on in washington which is kind of painted as red versus blue, why should the government bail out these kind of blue states and blue cities. But the fact is that the shock thats hitting state and local governments right now is color blind. Its hitting red places, blue places and purple places like pennsylvania. And so i think thats really whats going to shape this next the state and local debate about giving support to state and local governments is a really important debate thats going to be happening in washington. I want to bring in Harvard GlobalHealth Institute director, dr. Aashish jah. Great to have you. You said this recently, that if states continue to loosen their restrictions we could see 200,000 deaths by september. That is a stunning number, doctor. Why do you say that . Good morning and thanks for having me on. Right now, about 800 to 1,000 people are dying every day from the coronavirus. And if you assume that we wont see any spikes, that we wont see any increases, that that number will just stay steady, thats 25 to 30,000 deaths a month and that means that some time during september we will cross the 200,000 mark and we wont be done. The pandemic will keep going. It was just my way of giving a reality check to folks that were not done with this pandemic. Weve got a long way to go and weve got to be careful. Cheryl weve heard dr. Fauci and dr. Birx say over and over again, wear a face covering, wash your hands, social distancing, a lot of the parts of the country were not seeing that and we really didnt see that during the protests. Did that factor into your prediction . Those things all worry me. I completely understand we cant be locked down forever so of ive been supportive of the idea of opening up but i said weve got to open up smartly and that means maintaining a certain amount of social distancing. If youre going to go out and go into crowds and i would prefer from a virus point of view that people wouldnt do that, but i understand people feel compelled to do that but if you do youve got to wear a mask and use hand takesanitizer. We need to get testing in the communities and the states. Thats not where it needs to be. Cheryl theres a piece in the journal this morning, im going to bring in Jon Hilsenrath from the journal, theres a piece that said basically because youre getting more testing, youre getting more cases. Obviously, the more you test, the more positive cases youre going to get. Thats why florida, arizona and texas are seeing this kind of buildup if you will. Let me bring in my colleague from the journal, Jon Hilsenrath. Go ahead. Jon two things, ill make a point and then ill ask a question. One is, testing means for cases. Thats why we have to look at how much death there is. Theres no fudging that one. My sense is that deaths are rising and i would like to hear the doctors view about that. I would also like to hear what lessons weve learned, what lessons youve learned about what works and what doesnt work in terms of trying to get this contagion under control. Yeah. So those are good questions. Deaths are not fudgeable. And hospitalizations as well. So if youre going to make the case that the number of tests increasing is leading to more cases being identified, that would not explain increases in hospitalization and wouldnt explain the steady or rising death numbers and remember, hospitalizations and deaths are lagging indicaters, take several weeks after people get infected before they get really sick and dying. In terms of lessons learned, theres a lot. This is a changing virus the virus isnt changing, our knowledge is changing. What we learned, i think theres more and more evidence that being outdoors is better than being indoors. Two months ago we dhiengt we didnt think masks were important. Now we have learned that masks are important. If you look at countries like gergermany, they have a vigorous testing and tracing program, if we could get that in america we could get virus levels down and get the economy going again. Cheryl we have companies that are working on vaccines or treatments for the coronavirus. I want to bring in lou basineste. These Major American Companies are pushing to find that vaccine. Lou two points. One i wanted to mention that i think theres i dont want to be insensitive to the value of a life but weve become accustomed to a certain number of flu cases each year, 30 to 60,000, want to know if the doctor thinks theres a level set number that we accept theres a number that will happen each season with the coronavirus. A followon, what happens if there is no vaccine. Theres tons of companies, moderna, regeneron, racing for a vaccine, what we if we dont have a vaccine in the next 12 to 18 months. People will say there are older people. I care about the lives of older people. There are a lot of older people that i love. If they died off i would be pretty unhappy. I think this idea that were going to have to live with 3 or 500,000 americans dying before the pandemic is over, to me its unacceptable, particularly because no other high income country, maybe except the u. K. Which is also bungling this response but countries like germany and others are not having to do this kind of thing so we shouldnt accept it either. If we dont get a vaccine thats going to be im pretty optimistic we will have one. The idea that we wont have one in 18 months i think is low likelihood. Lets play that out. We are going to have to figure out how to live with this virus, hopefully well have better therapies and a program that knows how to suppress the virus in terms of a vigorous testing and tracing program. Theres two ways to suppress the virus, shut the country down or have a vigorous testing and tracing program. Masks and social distancing helps but only so far. So i dont we dont have a lot of choices right now. You have one. You cant shut the country down again. Cheryl we all agree on that. Doctor, it was great to haveu on. And i hope youre wrong. I hope your your predictions ae wrong. I do too. We are all hoping that im wrong. Cheryl weve had so much heart break in this country already. Doctor, thank you very much, sir. Cheryl as states reopen, Many Americans are getting back to work despite rising coronavirus cases in some areas of the country. Many employees are fearful about returning to the office right now. Cheryl what are your clients telling you on the corporate side about bringing people back into the office . How worried are they about lawsuits . I think there is a general sense that there feels like theres no silver bullet, whether it be testing or masks or social distancing or thermometer screens. I think that the sentiment right now is, goodness, i dont know what to do with this uncertainty. Having a product like were doing that takes real data from studies thats been published, thats been updated on a daily basis to help employers understand if you can layer multiple solutions on top of each other, testing, contact tracing, mask wearing, social distancing, reducing the number of people who come back into the office, that actually can have real effects on the likelihood of something bad happening. So really shedding light on the decisions that theyre making. Cheryl i like the data. I want to bring in lou on this, from the tech perspective, this is what companies will have to deal with and this data can actually assist them. Lou it sounds like a practical tool. Cheryl lou, your mic is cutting out. Anyway, that would be my question, then. But again, technology, though, andrew, i mean our work environments are going to change, right, everything is going to have to change. Do you think it will be new jobs in technology . Do you think companies will cut back in other ways because they dont need as many employees as they thought they did in the office, maybe the work from home thing, what do you make of all that . Theres no doubt about it. Were building a product to help employers bring employees back into the office, i think the genies out of the bottle in terms of how productive people can be in a work from home setting. Theres a lot of new roles that help remote workforces, whether that be remote hr, remote recruiting, remote it to get people set up at scale. Or even having senior level positions that focus on operations of a remote of workforce. I really dont think were going to go back to the way things were. Cheryl i think youre right.
