Federal judge approves settlement allowing panhandling in Cranston

THE ACLU of Rhode Island announced that a federal judge has approved a consent agreement that bars Cranston from enforcing an ordinance that prohibited any individual from entering a roadway “for the purpose of distributing anything to the occupant of any vehicle or for the purpose of receiving anything from the occupant of any vehicle.”
PROVIDENCE – A federal judge has approved a settlement agreement related to a Cranston ordinance that prohibited panhandling in the city, declaring that the ordinance was unconstitutional for violating the First Amendment, the American Civil Liberties Union of Rhode Island Inc. announced Tuesday.
