FRAMINGHAM — Finance Committee members again expressed frustration with city officials for not seeking competing proposals for a solar panel project at the Christa McAuliffe Library branch. City leaders worked with Hopkinton-based Solect Energy through the PowerOptions Program, an energy-buying consortium that operates a solar program available to municipalities, to secure a deal to install solar panels on the roof of the library. Under the deal, the city would save more than $100,000 over the life of the 20-year contract with no upfront costs if it entered into a power purchase agreement, or save about $63,000 if the city opted to purchase the system.
