Framingham mayor's aide calls councilor Cannon a 'schmuck' on hot mic


FRAMINGHAM The deep discord between Mayor Yvonne Spicer’s office and members of the City Council was on display again during a listening session on reimagining the city’s businesses post-pandemic.
At the conclusion of the forum which was broadcast Thursday on Zoom  a hot microphone picked up a conversation between Jennique Horrigan, Spicer’s executive assistant, and the mayor. During the conversation, Horrigan accused District 4 City Councilor Michael Cannon of flooding the Zoom chat with questions and comments.
“What killed me was Mr. Cannon flooding the chat room,” Horrigan said after the forum concluded. “This isn’t for you. You’re not a business owner.” ....

FinCom members move solar panel project forward, but say city must do better in future deals


FRAMINGHAM  Finance Committee members again expressed frustration with city officials for not seeking competing proposals for a solar panel project at the Christa McAuliffe Library branch.
City leaders worked with Hopkinton-based Solect Energy through the PowerOptions Program, an energy-buying consortium that operates a solar program available to municipalities, to secure a deal to install solar panels on the roof of the library.
Under the deal, the city would save more than $100,000 over the life of the 20-year contract with no upfront costs if it entered into a power purchase agreement, or save about $63,000 if the city opted to purchase the system. ....

Framingham health director on leave, citing physical, mental exhaustion

The descriptors assigned to Sam Wong by public health leaders throughout the state universally reflect a profound admiration of a man who likely spent his last day as Framingham’s health director this week. 
The city announced late Tuesday that Wong is taking an indefinite medical leave from his post, one he’s held since 2017. He is unlikely to return.
“I’m exhausted,” Wong told the Daily News by phone on Wednesday. “I’m physically, mentally and even sometimes spiritually exhausted. I have given everything I’ve got for the city for the past 10 months and then some, and it has taken a toll on my health and it is to the point where I have to take a step back.” ....

Framingham needs a new plan to fix a huge deficit in enterprise funds


FRAMINGHAM The state has rejected a plan to push off filling a $2.5 million hole in Framingham’s water and sewer enterprise funds that was meant to buy time for city councilors to fix structural issues leading to the deficit.
The enterprise funds, which pay to run the city’s water and sewer services used by every Framingham resident, went deep in the red when businesses which pay the largest share of fees stopped using as much water amid pandemic-related shutdowns and restrictions.
The state Division of Local Services recently told the city that if it wanted to send out certified third quarter tax bills by Dec. 31, the $2.5 million deficit had to be cured quickly. ....
