Finger Lakes state worker admits he lied about asbestos test, exposed others to pollutant Updated Feb 11, 2021; James S. Marshall, 68, of Farmington, pleaded guilty to negligent endangerment under the Clean Air Act. Marshall was a maintenance supervisor with the Finger Lakes Office for People with Developmental Disabilities. In that role, he was involved in the cleanout of the Hillcrest Building, a OPWDD-owned facility in the village of Newark, in Wayne County, according to federal prosecutors. The agency solicited bids for the project in November 2014 and awarded the project to a third-party contractor the following month. Marshall was not involved in the awarding of the bid, nor the approval of contract documents, court records said.
