Major General David Francis announced the new policy on Tuesday
All military personnel on base must prove they are vaccinated if not in face mask
Civilian personnel should not be asked unless the supervisor suspects they are not vaccinated, and the supervisor should take legal advice before asking
Unvaccinated military personnel face restrictions on their movement off-base
Francis said that the new restrictions would be enforced with disciplinary action, but he did not say what the punishments would be 
On July 6 the Pentagon said they were discussing compulsory COVID vaccinations for all military personnel once full FDA approval was granted
