The chair directs the clerk to conduct the vote bid a call of the roll. The clerk will call the Roll Alphabetically by sur name. Youre watching history in the making. Im neil cavuto. Theres never been a successful effort to remove the Speaker Of The House. That could be happening. We dont know. This is putting up for a vote. A measure that was first sponsored by florida congressman matt gaetz to remove the speaker because he hasnt lived up to his job. Theyre going to do this verbally so we can hear from each and every member. Chad pergram on what is at stake and what is going on here. Chad . Good afternoon. Theyre going to go through this entire roll, 433 members and call their names and ask whether they support this motion to vacate the chair, to say theres no speaker or say they do support the fact that they have a speaker. This a definitive vote for Kevin Mccarthy saying were trying to oust him. Kevin mccarthy indicated earlier this morning he was confident that he would still be Speaker Of The House tonight. S i always say, its about the math. There were 11 members that voted against him on his side of the aisle. That just wasnt enough to put this off. Thats why weve had this debate for the past hour and 15 minutes here as to whether or not to oust the speaker. This gets very squirrely, neil. If this motion by matt gaetz to vacate the chair carries, theres no Speaker Of The House. Ill say that again. If this motion to vacate the chair carries, in other words theres more yays than nays, theres no Speaker Of The House. What happens then . This goes back to what we saw in january. January 3. The start of the congress. The congress, the House By Rules must vote over and over and over again to elect a new speaker. Remember, it took five days and 15 rounds back in january. If theres no obvious person to step in, how do you get the votes to become the speaker right now . There was a two week speaker race in 1849. The record was a twomonth speaker race that ran from 1855 in to 1856 before they elected Nathaniel Banks a republican of massachusetts. Again, the key here is whether or not Kevin Mccarthy can survive this vote. This is history that were watching on the house floor right now. We have not had a vote of this nature in the House Of Representatives since 1910. That was joe cannon, Speaker Of The House at that point. There were members of his party that were against him. Did not like how he ran the House Of Representatives. And they also had a motion to vacate the chair. What joe cannon did and this was artful on his part to survive, he moved the motion to vacate himself and survived. He was a weaker speaker. Regardless, even if Kevin Mccarthied is to survive this roll call vote, he will be a weaker speaker. He was considered to be many a weaker speaker coming in because he only had a fourseat majority. The fact that there were 11 republicans that voted against him. I cant tell you definitively here what the magic number will be to get across the finish line. Right now theres 433 members of the house. Magic number is 2017 if everybody votes. We dont know if people will be voting present. We know nancy pelosi, the former Speaker Of The House has been in San Francisco for the funeral of the late senator Dianne Feinstein. So shes not here. Theres another member, Anna Paulina Luna absent because shes had a child, this is complex math this afternoon trying to figure out if Kevin Mccarthy can continue as speaker. If he can win its basically a no confidence vote. You have that in European Systems and whether or not he can survive here, neil. Neil so it is the math as you often remind me. Lets say it takes 217 votes to kick him out. Then what happens . Lets say he doesnt survive. There would be no speaker. We would be in historic territory here. Yeah, theres a little bit of different here because what they did after they elected the speakner january, theres a secret list, yes, a secret list of speakers pro tem that they really put together in the post 911 world for continuity of government. We dont know who that is. I asked this morning. That person unlike in january, where you had the clerk of the house at that point, Cheryl Johnson presiding over that vote because the house was not constituted, here you have a constituted house, members sworn in. So the speaker pro tem would preside. By rule what theyre supposed to go to, the next act on the floor is to elect a speaker. The highest predense in the house is to elect a speaker. You cant do anything else until you get a speaker elected. Once you get that, you can go on. No legislative traffic. Does that take a couple days a couple weeks . We dont know. It took five days in january, neil. Neil yeah. 15 different votes here. I wondering, would they proceed to that vote tonight . This is in the event that the speaker loses his speakership. This is the fly in the ointment. Because you have the speaker pro tem, whoever that might be, they probably have more agility to declare a recess in the house, maybe adjourn the house for the day. They cant do anything else on the floor until they elect the speaker. Youre in the cryogenic freeze at that point until you get a speaker. That has to come first. Neil these 11 or so republicans that voted to bring us to this point, is it possible some of them peel off and having made the statement go back and stick with the speaker . Absolutely. I mean, victoria sparks, republican of indiana. We talked to her a few minutes ago. She said she was still willing to give Kevin Mccarthy a chance. There might be a handful of people there. But there with 11 nos. So Kevin Mccarthy said this morning, maybe he was telling us what he knew, he said if there are more than five republicans that vote against me, i wont be speaker. There were 11 on the pro procedure raleigh vote. If that number drops down to five or lower than that, then he probably survives. Sometimes members on a variety of issues, they do something to protest. A vote or something. They vote one way to make their point known and vote another way later on the actual issue. Maybe on the procedural vote, this is the equivalent of that. Because were in such unchartered territory, why dont know. I will say theres a lot of antipathy. Theres a reason why it took so long for him to get elected speaker in 2015. Neil thanks, chad. This is a roll call vote. 36 yays to keep Kevin Mccarthy in his job. 30 nays. I want to go right now to Governor Ron Desantis of florida, the president ial candidate. Governor, we had agreed to this interview. Very happy to have you sir, under different circumstances. What do you make of this . Well, you know, neil, down here in florida, theres a couple of things. One, when we take on issues, we dont do any political theater. If we tell you were going to do something, we do it. Its really all about that. The other thing is, its all about the results that you are able to produce. So weve been able to produce results by cutting taxes, by running surpluses, by paying down 25 of our debt. Were one of the few states where incomes are increasing. California new york are decreasing. So thats really what its about. What i see up there, i see a lack of leadership. I see a republican majority that hasnt delivered what they promised to deliver. I also see a lot of political theater and performative stuff a lot of chaos. You wont be successful if everything is constantly in a state of chaos. There needs to be leadership. There needs to be a common agenda. You have to martial people to get that done. So theres a lot of frustration. When im in iowa, new hampshire, south carolina, a lot of frustration with the state of the country. Really the lack of urgency that i think a lot of people In Washington have had for quite some time. The border haas never been worst. Inflation and interest have not been this bad in 40 years. We have crime infesting cities. Sandra i was in the west coast for this debate talking to people in southern california. I must have run into six or seven people that said they had been mugged in the last year and that that is normal in a lot of american cities. We have a bureaucracy out of control, weaponized against the American People. So we want to see leadership. I can tell you as president when i get there, well provide the leadership. We wont provide chaos and drama. Well provide an agenda that we can get done and turn the country around. Neil you said you would provide the leadership. Are you saying in the house Kevin Mccarthy did not and this is his compupance in. Opposed Kevin Mccarthy before it was cool. Now youre in a situation that they havent produced results. Thats just the reality. At the same time, i look at guys like chip roy, thomassy, jim jordan. Theyre saying theres not a plan to go forward with whatever matt gaetz is doing. So im somebody if i go down a road, i will deliver results for it. Im not just going to do it and flail around. Its not just about fundraising. I would have a plan in place to deliver what i promised to deliver. Im not sure theres a plan in place on a this. Well see as this vote unfolds. Neil you mentioned matt gaetz. He initiated this process. Looks like he might succeed in kicking the speaker out what do you think of him and this move . Well, look, when i see the republican congressman pointing out thats lot of fund raising going on around that, that makes me uncomfortable. When you do things, do it because its the right thing to do. Shouldnt be done with an eye of Generating Lists or generate fund raising. Thats not the way i would operate. When we operate, we do what we think is right and let the chips fall where they may. Sometimes you get more support that shouldnt be the nature of driving this. I hope thats not the case. Neil the reason why i mention it, governor, much has been said that, you know, republicans are risking grabbing the defeat from the jaws of victory here. They had tenuous control of the house and botching it right now, a lot of people are looking at mr. Gaetz for the reason for that hes already laid out the possibility that after your florida term is up and wherever you go after this, sir, that he wants to run for governor. What do you do think of that . Well, look, Leadership Starts at the top. So, you know, you have different members that go. The leader has to get people in line and try to deliver this the the victories. I look at an issue like the border and immigration. I think that the Failure Theater that weve seen out of republicans, oh, well, we only have the house. How can we do anything . You look, we have the mayor of new york city saying that the city is going to be destroyed because of bidens open border. You have the governor of new york now acknowledging that this doesnt work. The governor of illinois is writing letters. So i do think if leadership is provided, you can make head way when it comes to this border. You have very Liberal Democrat politicians acknowledging that this cant continue. What i want to see is republicans lead that effort In Washington to be able to give the American People relief from the border situation that is overwhelming, not just border cities, overwhelming cities all throughout the country, a country that cant even control its own border, thats a country that is in decline. We have to reestablish our sovereignty if we want to reverse this countrys decline. I think there should be a pathway to be able to get real serious about the border. I think youd have democrat support because their constituents are upset. The people in manhattan that are protesting aoc and these people over the border, those are not right wingers. Those are people fed up with bidens broken policy. Neil governor, id be remiss on this same day, the John Going Civil Hearing On Donald Trump and his Business Transactions and whether he inflated his real estate and other properties, the judge in that case had posted a gag order on him. Because the former president was posting online what the judge deemed to be dangerous comments about the judges clerk, his staff, what have you. What did you think of that . What do you think of that . I have not seen that. I knew there was something going on. What will say, when you have the Attorney General for office in new york saying that shes going to get trump, thats not the way justice is supposed to work. You do go after somebody and try to come up with something. What id say, are there other examples in new york of people being treated this way while theyre going around looking over every Business Transaction . I think probably not. So that is one of the problems with our justice department. The left has taken it and they have weaponized it. The question for Republican Voters and most of us are sensitive to that, who is best to deal with it. Im the only guy running that has done anything about it. Weve had two prosecutors funded by george soros in florida that werent following the law. I removed them from their post. When i become president , doj, fbi, youll see major overhauls. Well have a new fbi director on day one and well ensure if people are abusing their power, theyre fired from the fbi. I dont want to see parents scrutinized for going to school board meetings. So this trial with the civil with this partisan Attorney General, i do think shows a larger issue that why as republicans have to tackle. Ill be the guy to get that done. Neil still, the former president has used this civil trial to his advantage. Every day hes come out and spoken at least three times today to protest the new York State Attorney general in a system that hes called a scam and a swamp and a sham, i should say. Hes also said right now that this environment is what is bad in america. Given his lead in the polls, theres no reason to further this debate. Republicans have rallied around him. The polls reflect it. Hes gone own to say that we might as well cancel the third debate in miami for november 8. What do you think of that . Hes now saying look at my support, look at my poll numbers. Look at the governors. Its not worth it. Its over. Gee, neil, i could say Florida State, theyre undefeated. Why do the College Football playoffs . Thats not the way it works. Donald trump has gotten a lot of media attention, gets way more than anybody else. I think theres sympathy but i also think as we get closer, voters will decide, who do we need to nominate to one, beat the democrats at the ballot box and more importantly actually deliver victories once youre in office. Im the guy that has shown superior i can do that in florida, everything we promised, we delivered. I saw him in iowa sunday. He was talking about his promise to have mexico pay for the border wall. One of the most famous promises in political history. The centerpiece of his 2016 campaign. What he said is startling. People say mexico should have paid for the wall. He said theres no way he could ever have made mexico pay. Basically admitting that the whole promise was phony from the beginning. A i think thats really bad. This is a different guy in 23 than in 2016. The problem even better, you actually could have made mexico pay. No, theyre not just going to cut you a check. You impose fees on remittances for people sending money to mexico. Thats something that his staff was interested in doing and he didnt do. Thats why you have to go to the debates. You cant beat the democrats by running bidens basement strategy. You have to neil but he is i know what youre saying. Polls are polls. Doesnt count until people vote. I get that. But many people have given up on you. Im wondering if youre concerned about that. They have wrapped it up thats not true. Neil how do you respond to that and this push if donald trump were to succeed and have that third debate cancelled or push it in that direction, then what . So he is currently spending money against me in iowa. Hes campaigning in iowa. That is an indication yes, people will try to create whatever narratives he wants. Hes there attacking me. He spent over 25 million in this campaign attacking me, by the way. That shows you that they do view me as the threat. So you have to earn this. Im going to earn it. Ive done 58 of the 99 counties in iowa. I will go to all 99. I challenge donald trump to match me and show up and earn their vote. Thats what were going to do. Its a state by state process. Anyone can take a national poll. Ultimately you have to earn the votes locally. Theyre showing you they think its a race. They wouldnt be behaving the way they do. We should have that debate and more debates and donald trump should show up. They should narrow the debates with the candidates that have met the thresholds of really having a chance to compete in these early states. Im clearly one of those. I dont know that theres that many more. That would i think draw more interest from people and probably put more pressure on donald trump to show up and debate. Neil last question, governor. Youve been very patient. It appears to be bedlam of people looking at the plight of the republicans in the house and whether the speaker could be kicked out of his own party. Even though he has the overwhelming support, its about five to ten individuals that many say up to 20, 21 of them that are not in sync with him. If he keeps his majority and stays on as speaker and you become president of the Roll Alphabetically by sur name. Youre watching history in the making. Im neil cavuto. Theres never been a successful effort to remove the Speaker Of The House. That could be happening. We dont know. This is putting up for a vote. If he keeps his majority and stays on as speaker and you become president of the United States, all tall tasks, i grant you, could you work with him . I can work with anyone. Its not about personalities. Its about doing what the people want. The reason why president reagan was so successful is because he appealed to the people and they pressured their representatives to support his agenda. Thats why weve been so neil he had an overwhelming mandate. He had a landslide mandate. But he had a democrat house after 1980. He was able to enact his whole agenda with the Democratic House because a lot of those people were doing that. So i think the voters will expect certainly all republicans to support our agenda. I dont think well have any problems. Of all the governors in the country, i probably worked better with my legislature in florida. Weve had a run of success that is second to none. I understand that they get elected on certain priorities. I want to help them with their priorities. I want them to help me. So you Work Together to be able to advance a common agenda. Weve shown it can be done here. Washington is a swamp. Its more difficult. Theres no question about it. Its a town in need of leadership. Only the president can provide that leadership. We havent had a president with big success with Congress Since president reagan when he came in. We need to do it now because if we dont get this done, we only have a short amount of time, short amount of window to be able to turn the country around. You have to go in there january 20th, 2025, you have to be ready to go on day one. You have to have your appointments ready, the legislation lined up with the relevant congressmen and senators. You dont have a minute to waste. You need 10, 150 days where youre knocking out the countrys problems. Ill be ready day one. Well be on offense for a change. Neil when you talk about the fact that you are the one who is electable, you can win a general election. Lo and behold a poll comes out, could be and outlier poll that shows donald trump beating joe biden by ten points, so therein lies that argument doesnt hold water, right . Donald trump could win big. So neil, its no, the polls said we would have a red wave. Didnt happen. You look at every special election since biden was i collected. Hes unpopular. Democrats are winning the special elections. So Election Results over multiple cycles is a pretty good indicator what the will happen Going Forward if voters have consistently rejected voting for donald trump. The idea theyre all of a sudden going to start coming, thats not a thing you want to hang your hat on. Whereas in florida, we have actual Election Results where we won by 20 points, 1. 5 million vote margin. It was the largest republican victory for a governors candidate in the history of the state. This were polls that showed me tied, winning by one, winning by two. Some had me losing. Some had my winning significantly but not that significant. We were able to do it. We knew we were going to do it. We know how to evaluate these things. I guarantee you this, neil. If donald trump were to become the nominee, the Washington Post aint putting out polls showing him up ten. Theyll use the polls to suppress enthusiasm. Its clear two things. The Corporate Press wants republicans to nominate trump because i think they think it will be easier for the democrats to win and they want them to replace biden. So Republican Voters have to be prepared. Maybe Something Like a Gavin Newsome that i will be debating fox. May not be biden. We want to make sure to have a candidate that will handle any of those candidates. I can say we won florida, donald trump won florida by three. I won florida by 20. I think thats indication that we can get the job done nationally. Neil all right. Its still early as you said. Having recognized that, i want to remind you since my son goes to clemson that Florida State thing, i wouldnt make much of that, governor. Well leave it at that. Definitely wont in south carolina. You want hear a peep out of me. Dont worry about that. Z. Neil ouch. Thanks, governor desantis. We want to go back to washington. Could be on the precipice of Something Big here. We could be kicking a speaking out of his job. Where does that stand . Right now the vote is going on. Its dead even right now. That will indicate how much this is on the razors edge. The question is whether that test vote that they had a couple hours ago, there were 11 republicans that voted against Kevin Mccarthy. Does Kevin Mccarthy, is he able to peel some of them off . He told me this morning if he were to lose five votes, five on his side, always about the math, they have a 4seat majority, he will not be the Speaker Of The House tonight. He was pretty confident that he would prevail. This is a tight vote right now. We cant tell you the exact number because we dont know how many members might not vote. Might vote present, might not show up. As we said, just a couple of votes between the yays and the nays differentiating this right now. This will go on probably the next 1 1 2 hours. Theyre calling the entire roll by name. Were wondering if the Speaker Of The House might come by here to do a reset what happens at the end of this vote. Lets say that Kevin Mccarthy wins. The nays on the motion to vacate the speaker, lets say they prevail. Kevin mccarthy continues as the Speaker Of The House. If the yays prevail, Kevin Mccarthy is not the speaker. They must elect a new Speaker Of The House. That is something that we have not seen since usually at the beginning of a congress or we had this in the fall of 2015 when john boehner decided to retire and after a couple weeks they elected paul ryan, the republican from wisconsin. They have to elect a Speaker Of The House. Thats the first order of business. They cant do Anything Else Legislatively. Think about what this does off stage. Yes, committees can continue to meet and so on if you have if you tonight have a speaker what does that do to the Impeachment Inquiry . Other Routine Investigation thats the house is doing . Thats a problem for the house. Theyre not getting direction because at that point theres not a Speaker Of The House, neil. Neil in the event and still a ways to go as we go through the roll call and he loses, that doesnt mean he can leave. He can try because in the case of some of the other examples, a lot opt not to go through this. This is very different, i grant you. He can try as he did back in january and it went on and on. That could happen as well, right . There isnt a fallback alternative yet . Absolutely. That voted is as hard now as is in january. What it takes to elect the Speaker Of The House like Kevin Mccarthy or nancy pelosi, its an outright majority of all members of the house. So right now the membership of the house is 433 members. Theres two vacancies. There must be 217 members who support Kevin Mccarthy if all members vote. Its not the most votes win. If Kevin Mccarthy has 10, 11, maybe five people against him, that is very challenging. I would note that in vote after vote in january for speaker with the exception of one roll call vote, Hakeem Jefferys, he got all of his members to vote one time. There was one time when the maryland democrat was absent. He had surgery. But Hakeem Jefferys piece up this united front. If you dont have certain people there, you know, it would be very challenging for Hakeem Jeffries to become the speaker unless you throwered the threshold. You get down to the magic numbers, 214, 123, 212, thats why its hard to see. I say its like parliamentary algebra. You dont know what the number will because you dont know how many people are Casting Ballots until you get to the roll call vote. Its very sicomplicated. Weve had a surge. I told you even stephen. Now theres been a surge right now where Kevin Mccarthy was kind of ahead back and forth. Its going to be a very tight vote down to the wire here. We might not know until the very end. They might have to see if theres certain members that are not here, do they keep the vote open, try to get them to washington. I indicated former House Speaker nancy pelosi is out. She went to california for the funeral of the late democratic senator Dianne Feinstein in San Francisco. So again, you know a lot of it is who is here, who is sick today. Who has a doctors appointment. A lot of people didnt expect this to come down. We didnt know definitively until this morning that Kevin Mccarthy was going to allow this vote to go forth. Matt gaetz, the republican from florida, he initiated this process last night. We thought that this might happen. You have to do it within two days is the bottom line. So might have drafted too wednesday or maybe thursday at the latest. We didnt know until this morning Kevin Mccarthy said yet, lets go ahead. I say why . Just rip the band aid off . He said yeah, its the right thing to do. Kevin mccarthy might have told us something this morning that interview. Hes confident he would be speaker and he said i wouldnt be speaker if theres more than five. Maybe he knows some of these 11 maybe, maybe this was a protest vote. Victoria sparks said i could be won back. Members on this magnitude of a vote, they use every vote for leverage. Can i get something . Is there some promise i can extract from the leadership. Maybe something, the way i want things done around here. Maybe its something that they want nancy pelosi a bill. Maybe its a commitment for something with teeth. We dont know. Members hold out and say im not for this because theyre using that for leverage to get something to extract some concession in exchange for their vote. That is the Horse Trading as nasty as it can be. Neil if you can stay there again. It depends on the total number who are voting. We think its down to 432 members that are voting. A majority would decide where this goes. By that definition, youd need 216, 217 votes to decide this one way or the other. Theyre doing this via a roll call voted with about 100 more to be tallied. Lets listen in. No. Nay. Scanlin . Schiff . Yes. Yay. Yes. Yay. Skolten, yay. Swiikert. No. Nay. Austin scott. No. Nay. David yay. Yay. Scott of virginia. Yay. No. Nay. Sessions . Nay. Sewell . Yes. Yay. Yes. Yay. Sherrill . Yay. No. Nay. Slotkin . Yes. Yay. Smith of missouri. No. Nay. Smith of nebraska. No. Nay. Smith of new no. Nay. Smith of washington. Yay. No. Nay. Yes. Yay. Yes. Yay. Spanburger. Neil were monitoring this vote. Right now more in the United States Congress Want speaker Kevin Mccarthy to leave than want him to stay. That could change. Were not too early. Larry hogan is with us, the former maryland governor, what he makes of this. What do you think, governor . Well, its kind of a mess, right . Its a train wreck. Neil might be an understatement. I dont know how the vote will come out. Its very, very close. Its not looking great. I think were going to see shortly how it turns out. I think its a sad day. I think matt gaetz is a disgrace that has done more to damage the Republican Party with his actions today than any democrat ever could. I think it proves that washington is hopelessly divided and broken. Thats why people are so frustrated with congress and both parties. Its proving, showing that we cant lead. In the middle of an election year, to they already have 15 approval of congress, this will hurt our chances to keep the house and elect republicans in november. Neil i remember talking to you about the midterms. What you noted was the close terms. You were not expecting a red wave. You were concerned about this. This has come back to haunt republicans, the narrow nature of this. I remember that discussion. I was concerned. There was talk about how we would have a 40seat majority. Neil she would pro and should have been. We shot ourselves in the foot by this kind of stuff. By the far right fringes of our party, those were some of the ones that won the primaries, lost. We long the swinging neil who do you blame that on . Donald trump and a lot of the far right republicans. Hes the runaway leader for president. I realize. We lost the last three elections. We lost the senate, the white louis. We didnt get the senate back. Things like this today will make it more difficult in the next election. When you look, hes been dealing with this civil matter in new york, a judge has issued a gag order on him because of threatening comments he reportedly made concerning the clerk and what have you. Hes the guy and with all of these revelations and every time he appears before the press and to speak, his numbers go up. So that seems for the moment, governor, and youre right, i raised it with Governor Ron Desantis, for the moment, that seems to be the wind at his back. The more this comes up, the more republicans rally around him. Do you see that phenomenon continuing . You know, im afraid it is going to continue. Its not representative of the electorate at large. So its helping boost neil we dont know that. Its helping boost him in the republican primary. As it goes forward with all of these cases, swing voters, independents and discerning democrats and softer republicans, its turning off other folks. Neil i hear what youre saying. But not enough to hurt his lead over the president. Ironically, we have the two likely nominees, biden and trump, the two least popular president s in American History. 70 dont want either one to be president. Thats likely to be the choice that were faced with. Theres no telling at this point. Biden is very weak. Trump has a whole host of problems. So people dont want either one. Neil did Kevin Mccarthy screw anything up . Given the fragile margins anything can be exaggerated. There isnt a balance in your party to look at more conservative voices or to hear them out. They say that they were ignored. Well, i havent been always in agreement with Kevin Mccarthy. I didnt think that he was the strongest leader ever. But in this case, i think mccarthy showed leadership and stood up to try to resolve this problem. Neil is there anyone that could assume that post . They could come to you. I dont think theyll come to my. Whoever happens here, its a sad day for the Republican Party and a sad day for our democracy. Neil you think the argument had been made that the republicans have this uncanny knack for grabbing defeat from the jaws of victory . I agree with that. Were in the middle of an election year. Trying to convince biden is doing a terrible job. Theyre not focused on this Inside Baseball or what is happening. They find this all appalling. Were not focusing were not talking about the issues. Donald trump were focussed on sucking all the oxygen out of the room. Donald trumps trials and this clown show In Washington. People dont feel like theyre addressing the issues. Thanks, larry hogan. A very successful twoterm governor in a pretty blue state last time i checked. Lets go back to this count that is going on, this vote in the House Of Representatives. History is being made where for the first time in American History a Speaker Of The House could be thrown out. 216 to 206. The present breakdown. 218 presumably would do it. We dont know that for sure. Depends on the number voting. Chad pergram on that. Hey, chad. Well, 217 would do it for sure. The house only has 433 members. So in fact, they might be Over The Edge right now because we just dont know how many members are out as i indicated. Nancy pelosi, the former House Speaker, nancy pelosi is not here today. Shes attending the funeral in california for the former senator, the late democratic senator Dianne Feinstein. So if youre at 432 members, 216 gets you right there on the edge. Were right on the edge. We dont know definitively. If theres one more on the board, the gig is up for Kevin Mccarthy. He would be ousted. I would know that Kevin Mccarthy, when they wendt through the role earlier, he did not vote. Historically speakers do not vote. He tends to vote a little more frequently than others. If you see that board go for slur to 217 based on the math of the house because theres 433 members, they have effectively ousted the speaker. We cannot say that definitively right now because of these potential absences. You dont flow if Somebody Else might vote or change their vote at the very end. So that is why it could be the the goose could be cooked. We dont know. Thats why as they get down to the final bit here, susan cole, continues to go through the last names. She will call names and members that did not vote. We might see the speaker at that point, the former speaker walk by here in a few minutes. This is as high drama as you can get on capitol hill. This is higher drama than what we had this past january when it was very close, 15 rounds over five days to elect Kevin Mccarthy as the speaker. And i should point out when they do stop with this roll call vote, they wont close it immediately. They will probably be back and forth to make sure that the tally is accurate. This is going to be a nail biter, this is going to be close, neil. Indeed. They still have about a half a dozen or so members to go to here. Lets go back to this count here. 433 or something, 432 are in attendance here. So were still is shy of everybody. Lets listen in. Luna . Luna . Mills . Nay. Pelosi . Pelosi . Paltola . Paltola . Sykes . Sykes . Are there other members in this body that have not been recorded or who wish to change their vote . Ed. Neil were going to dip back in here. It appears six have not voted if there were 432 in attendance that could voted. 426 have. 432 means that six have not. Thats me doing the math backwards. Always dangerous. In that environment, it would take one more to cinch it that you need 217 votes either way, y yay or nay. Yay to get rid of Kevin Mccarthy. Right now half the number that we think is there have voted to remove him. Theres some confusion. Lets listen in. The yays are 216, the nays are 210. The resolution is adopted. Without option, the motion to reconsider is laid on the table. The office of Speaker Of The House of the United States House Of Representatives is hereby declared vacant. All right. That is a stunner. You have never seen what you see unfolding now in the well of the house in American History. A speaker kicked out of his job. We dont know the breakdown. The democrats and republicans, if any democrats at all have voted to keep Kevin Mccarthy in that position. We know here that this holds. 216, enough to say that Kevin Mccarthy will step down. What he does after that, anyones guess. Whether he puts his name back in the hat to try again for that job. Chad pergram, what do you think . Well, right now, we dont have a Speaker Of The House. This is an unprecedented stage. They had this back in the 1930s when a speaker died. What will happen next is they will appoint somebody, perhaps Patrick Mchenry as the speaker pro tem. This is something that youre watching history live on the house floor right now. Kevin mccarthy has been ousted as Speaker Of The House. So what has to happen now . You have a speaker pro tem, someone that will basically run the house from an administrative standpoint. They cant do Anything Else Legislatively until they get a speaker. What is unclear is whether or not they would come through and say, okay, were going to have a vote for speaker tonight. That is the way its supposed the be done by the book. You put a name and nomination for the republicans and a name for the democrats. Does Kevin Mccarthy despite what he said, does he want to go through this. Again, how challenging it is to elect a speaker. You need an outright majority of those Cast Ago Ballot by name. If youre at 433 and all 433 members vote, you need 217. They are in kind of a paralysis right now on capitol hill to figure out who will be the speaker. You could have the house adjourn and come back today. Probably have a Democratic Caucus meeting, a republican conference meeting, a lot of tension. We might have the former speaker come by, representative Kevin Mccarthy in just a few minutes. Keep in mind, hes still a congressman but not the Speaker Of The House. The reason you have a President Pro Tem or a speaker pro tem is because after 911, they wanted to make sure that they could have continuity of government. They wanted to have somebody that could act as speaker. The buzzers that your hearing behind me, that is signalling that the House Of Representatives has recessed subject to the call of the chair. You saw Patrick Mchenry, the republican from North Carolina presiding there for a moment. Right now theres no speaker. Im looking down the hallway here, the doors to the House Chamber are wide hop. Well see if we might have former speaker representative Kevin Mccarthy walk by in just a few minutes here. A lot of commotion here. Again, weve never been to this space in American History where weve had a speaker ousted like this. I compared this to what the lapse in European Systems, parliamentary systems. I see some members here that opposed Kevin Mccarthy coming out. Bob good, the republican from virginia. Also eli crane, republican of arizona. Andy biggs. These are some of the members that voted to oust him. It always comes down to the math, neil. Im going to check the math to make sure were on in terms of the members that voted against this. This is a historic day. They he didnt have the votes. Thats always been the problem for Kevin Mccarthy. He didnt have the votes back in 2015 when john boehner stepped aside as the speaker. He was supposed to be elected speaker. Didnt work out then. Took him five days and 15 rounds in january to become speaker. The longest speakers race since 1859 before he secured the speakership. This hats been a problem for republicans kind of landing on who is to be speaker ever since john boehner departed. Remember, it was mark meadows later President Trumps Chief Of Staff at the time, a republican representative from North Carolina who did something very similar to what matt gaetz did here. He offered a resolution to vacate the chair but never made it live. That was hanging over the head of john boehner. And boehner released it was best to get out of dodge. Thats what i we did. Kevin mccarthy was supposed to be elected. He stepped aside. Paul ryan said he didnt want the job and after an awful lot of arm twisting by republicans, they finally got him to serve as the Speaker Of The House. Of course, the house flipped back to the democrats. I continue to watch down the way here to see if we have any traffic, any members coming down the way here. Again, members of congress, they dont quite know what the to think at this moment. Weve not been to a stage like this where they voted out a speaker. Weve seen a lot of things happen the last few years, multiple impeachments and now an issue where they kicked out their own speaker. Its remarkable. The one time that they came close to this, this was in 1910 and joe cannon was the Speaker Of The House. You sometimes hear about the Cannon House Office building across the street. Its named after him. He had a lot of infighting with members of his own party. They threatened to vacate the chair. Joe cannon said, you want to kick me out, i can win that vote. He did. He put the motion the vacate the chair up on his own and prevailed with democrats. Neil matt gaetz is talking to reporters outside the capitol right now. If not mccarthy the people have called you a narcissist. They said its to your benefit alone. Is it to the benefit of you or donald trump . Its the benefit of this country that we have a better speaker than Kevin Mccarthy. Kevin mccarthy couldnt keep his word. He made an agreement in january and vail lated it. We are 33 trillion in debt. Faces 2. 2 trillion annual deficits. We face a dedollarization globally that will crush americans. Kevin mccarthy is a feature of the swamp. He has redistributed money in exchange for favors. We are breaking the fever now. We should elect a speaker that is better. So if not Kevin Mccarthy, then who . You said Steve Scalise was a name that you floated to be speaker. Where do things stand . If not mccarthy than who . The stages of grief are in progress right now. There was a stage of denial. I experienced a good amount of their anger. I think the world of Steve Scalise. He would be a phenomenal speaker. We have less than im afraid of 33 trillion in debt crushing the working people in my district. Im afraid of the Dollar Lotioning its status of the global reserve currency. If they want to expel me, let me know when they have the vote. We have less than 45 days left before you have to pass a budget, which is something that you been wanting to do. Doesnt this just completely paralyze the house . We could see 15 more rounds. I dont think we will. I think Kevin Mccarthy should take a hint after 15 ball lots to become speaker, after eight months of a failed speakership. After removal in this historic ma manner, we should find Somebody Else. What has paralyzed the House Of Representatives has been speaker mccarthy. We left for a sixweek vacation while the appropriations process hung in the balance. Because i forced these people to take a few votes, you think im paralyzing the House Of Representatives . I think the House Of Representatives has been paralyzed for the last several decades as we refuse to pass a budget and govern by c. R. This represents the ripping off of the band aid. How do you pass what do you say to your colleagues that argue you dont have another name right now . You dont have someone else that can get 218 votes . What do you tell id tell them for certain Kevin Mccarthy cant get 218 votes. Lets try the next person. How do you pass something how about the pro tem . There would have to be a real meeting of the minds there. Congressman gaetz, how do you pass something are you going to ask for a guarantee whoever is floated as a candidate the next speaker for them to move the appropriations process along in a speed that satisfies you . Yes. Congressman will you be putting yourself forward for the speakership . Absolutely not. I have no desire. How do you pass something if you dont have 20 republicans behind you . I think the world of tom emmer. He would be a great speaker. Have you spoken with emmer . I have spoken with him. Ill keep our conversations between us. What was going through your head when the vote gavelled down and mccarthy wasnt speaker . We have to move to the next step. Were not at the end of this process. At most, water approaching halftime. We have to assemble a governing coalition. We have to build from a place of trust. The reason that Kevin Mccarthy went down today is because nobody trusts Kevin Mccarthy. Kevin mccarthy has made multiple promises. When they came due, he lost votes to people that maybe dont idealogically agree with me on everything. Take my colleague from south carolina. Mrs. Mace. She has different views than i do on a variety of subs. What we had in common, Kevin Mccarthy lied to all of us. Youre saying nobody trusts Kevin Mccarthy. Youre talking ant including yourself seven republicans compared to about 200 and some odd rules committees that do trust him. Can you explain that here . As it turns out, getting 200 republicans to trust you isnt enough to stay speaker. Seven republicans here. Have you spoken to former President Trump about this since the ousting . Was he supportive of what you were do something. I have spoken to President Trump the last couple days. We have not spoken about the ousting. President trump said he didnt want to see other republicans fighting with other republicans. How do you respond . I would say that my conversations with the former president leave me with great confidence im doing the right thing. Did the former president call you today . What about those concern about the future of the conservative agenda . Id say the conservative agenda was being paralyzed by Kevin Mccarthy. Our oversight was lackluster, our Spending Priorities were misaligned. The Top Line Budget was going to lead to more inflation, more debt. More challenges. The best way to advance the conserve tiff agenda is move forward with a new speaker. What is the end game . Are you growing to require any future speaker to be stayed at a one person threshold . You think Steve Scalise would want the job after this just happened . Thats a good question you said hes not interested. I didnt say that. A lot of members are going to reflect on their thinking after this historic moment. I think anything that people have said before the mccare think ouster is probably bearing less weight than the way let is the endgame . Will you yourself nominate bickert for the Speaker Of The House . Gig i want to hear from him. Im not here to make a judgment on where he stands with his rehabilitation and recovery. I would give him the deference to be able to see if you would like to put himself forward for a candidate. He would be the type of person could see myself supporting. There are many people i could see myself supporting some member, Mike Thompson of louisiana, i could see myself Jody Arrington of texas fred i could see myself supporting kevin hearn of oklahoma. There are even people outside o the night States Congress brit. Before we hand this to the five, speaker kevin with her carthy is out. More than 70 to hours ago he seemed like the king of the world. He kept the government from going into shutdown at or aroun things giving, that was then, h is a former speaker now. They say that In Washington, Th Fall From Grace can be mighty and quick, even when you have the overwhelming support of you own party, until of you in that party revolt. Today they revolted. Matt gates left them and now Kevin Mccarthy will fight to get his old job back
@type":"Organization
archive.org
@type":"ImageObject
800
600
//ia800500.us.archive.org/3/items/FOXNEWSW_20231003_200000_Your_World_With_Neil_Cavuto/FOXNEWSW_20231003_200000_Your_World_With_Neil_Cavuto.thumbs/FOXNEWSW_20231003_200000_Your_World_With_Neil_Cavuto_000001.jpg
@type":"Organization
