During the last six election cycles dating to 2009, turnout has ranged from 5% to 13%. In the most recent election, in 2019, turnout was 6.54%. The city has long hoped to increase turnout in its municipal elections, and began discussing vote-by-mail shortly after Rockville conducted its 2019 election by mail. The concept has become more popular lately due to the need to accommodate voters during the pandemic. The cost of holding the 2019 election was $53,945, Board said on Monday. A hybrid election model, such as the one proposed by the Board of Supervisors of Elections, would increase the cost to $143,950, she said. But the city might be able to save money by borrowing ballot boxes form the state, she said.
