The trial went on for over ten months, but why were such atrocities able to happen . And atrocities able to happen . And what needs to be done to ensure that it can never happen again . Lets look at what we know from the doctors and paediatricians who repeatedly tried to raise concerns and their words were either ignored or fell on deaf ears. We will be speaking to a psychologist later about the mind of the murderer. And obviously lucys mind here. But do you think this case was so chilling because she managed to deceive so many people . She was not, as people would have perceived , as a murderer. Her perceived, as a murderer. Her friends were standing by calling her innocent. Lucy vanilla lucy. They were thinking that she was a wonderful nurse. A wonderful nurse. Any pragmatic and experienced detective will tell you that its large , a waste of time its large, a waste of time trying to get in the head of someone who is so disturbed that their actions make no sense to regular detectives. That would be more than spending on defence, on education and the home office combined. Its such a huge bill is potentially down to several things. People are living longer on average and the triple system has meant that pension payments rise by whatever is the largest inflation annual wage growth or 2. 5 this year. That rise was 10. Now its been reported that 30 of respondent to a new pension poll said that they do not think the pensions would exist in 30 years time. Many of those who took part in the poll also thought they would not retire until their 70s or doubted if they would ever be able to retire at all. Well, joining us now to look at this situation is steve webb, partner at former lib dem pensions minister and partner at lcp. Steve, thanks so much for lcp. Steve, thanks so much for joining us. Many people say that the triple lock is unsustainable. You were the you were the pensions minister who introduced the triple lock. This is your baby. Are people right is your baby. Are people right to say its no longer sustainable . Sustainable . I dont think they are. I dont think they are. I dont think they are. And if you go back to 2010, the reason it started in the first place was because of the previous 30 years. And over that 30 years, the policy was to link the pension just to inflation. So youll remember one year the pension went up £0. 75 and there was a big outcry because it was just inflation and the reason that matters is pensions are to replace what you used earn. Replace what you used to earn. You been used to you know, if youve been used to earning year, 30,000, earning 30,000 a year, 30,000, £30,000 and suddenly the pensions 10,000, thats a massive drop. Now. Yes, we hope people will have private pensions as but many pensions as well. But many dont. So the pension, the state pension to have some link to pension has to have some link to what earning. For 30 what people are earning. For 30 years, didnt. Point years, it didnt. So the point of lock was of the triple lock was a formula, ratchet. If you like, formula, a ratchet. If you like, to try and recover the damaged 1 in 30 years. And here we are 13, 14 years later and weve started to recover. But theres still some way go. Some way to go. Seems to me over the steve it seems to me over the years its always gone up years its always either gone up with wages or it went up with inflation. Then there was a triple lock. Are we saying were constant going to refine constant going to have to refine how pensions are uprated . I mean , did you think at the time that the triple lock would be a temporary measure . Temporary measure . It certainly needed to go on for a decent length of time. As i say, if youre trying to recover 30 years of damage, you know, stability. If you know, that was stability. If you like, but bad stability, in my view, the pension, you view, because the pension, you know, we have its often said, one lowest state pensions one of the lowest state pensions in world. There in the western world. And there is we needed this is a reason why we needed this ratchet and remember ratchet. And youll remember for the coalition if id the years of coalition if id had go to George Osborne each had to go to George Osborne each year and can i have a bit year and say, can i have a bit more for the pension, please . Like oliver twist, you know what the would have been . We the answer would have been . We needed formula. A needed a formula. We needed a rule. A ratchet. And rule. We needed a ratchet. And thats going thats whats been going on for the last years so. It the last 13 years or so. It shouldnt go on forever. What shouldnt go on forever. What should we should do is a should we should do is have a target, which should be, lets should we should do is have a target, ipension ould be, lets should we should do is have a target, ipension should, lets should we should do is have a target, ipension should be ts say the pension should be a third of the average wage or something and then Something Like that. And then you private you have a private pension, a workplace and workplace pension on top, and thats enough to live on. So lets decide the pension lets decide what the pension should get to should be. Lets get it to that level then can have a you level and then we can have a you know, more situation. Know, a more stable situation. Well youre youre an well steve, youre youre an experienced and wily politician i you know that as soon as youve introduced something, its virtually impossible then to remove for political reasons. So is it not a bit fanciful to think that once weve hit this sort of target that you think we should be aiming for, that any government will be able to get away with saying, well, thats it, there, now it, now weve got there, now were going to get rid of this triple lock. It it not . Triple lock. Is it is it not . Now, here to stay now, politically here to stay forever . Probably not forever. I mean, the fact that were having this conversation moment shows conversation at the moment shows the keeping it. You the tension of keeping it. You know, pressure there know, there is a pressure there are other things we want to spend on, including, i spend money on, including, i should things should say, money for things that care about. That Older People Care about. You if im waiting for you know, if im waiting for a hip replacement, if im waiting for social care and were told there for money that, there isnt the for money that, but every year the pension gets hiked, as a voter hiked, i might even as a voter say, you know what, if you say, well, you know what, if you said were going to pause said to me, were going to pause the lock hold, but the the triple lock or hold, but the money from doing that money we save from doing that will get hit will mean youll get your hit done get your done quicker. Mean you get your social assessment. Social care assessment. You know, you could know, so i think you could be clever about how you did it, but at it will have to at some point it will have to stop. Its how we get there. Now the 33 year old nurse lucy letby has been found guilty of murdering seven infants and attempting to kill six more whilst working on a Neonatal Ward at the countess of Chester Hospital, making her the most prolific child serial killer in modern british history i but what on earth could drive a young woman to commit such heinous acts and did the police act fast enough to prevent it . To delve into this, were now joined former metropolitan joined by former metropolitan Police Detective colin sutton, famed for catching the evil serial killer Levi Bellfield , serial killer Levi Bellfield, and the forensic psychologist , and the forensic psychologist, dr. Naomi murphy. So naomi, ill start with you. It seems that start with you. It seems that she managed to, i can only say, confuse people. Nobody thought it was her at all. Shes got friends coming out to defend or she did the managers at the hospital couldnt believe it was her at all. So lets get into the mind of her. Is she two people . Is that what it is . This evil killer and this person who seemed nice, innocent vanilla. Those are the words used to describe. Her describe. Her i think these kinds this kind of splitting and fragmentation of splitting and fragmentation of a person is not that unusual in people who commit acts of serious violence. So, you know, serious violence. So, you know, when people are emotionally disconnected from their feelings and not able to cope with their emotions, its possible for them to portray themselves as one thing in one situation and another person and another thing another person and another thing another person and another situation. You have assessed numerous people for acts of cruelty towards children , where theyve supplied lots of references from family, friends , relatives testifying that theyve been wonderful parents, when in fact the evidence has suggested otherwise. And i dont suggested otherwise. And i dont believe those people were lying. But i think these individuals can portray themselves as two very different people. And i think, you know, to some degree thats thats very accurate reflection of this person. And i think what helped the detectives say and find out and get the evidence, it was her. She had trophy at home. Shed kept no notes. Shed kept a diary. These kept no notes. Shed kept a diary. These trophies , why do diary. These trophies, why do they need them . They need them . I think this point of serial killing is extremely rare. Theres probably been less than 40 in the uk since jack the ripper. So 40 in the uk since jack the ripper. So were talking about a very, very rare kind of kind of murder. Most very, very rare kind of kind of murder. Most murders are carried out by people who are quick tempered, impulsive. They cant tempered, impulsive. They cant cope with their feelings and they lash out with rage. But actually, in the case of somebody whos killing repeatedly for theres a degree of thrill at these acts of murder means the incidents were very close to one another suggesting there wasnt a period of remorse or chaos afterwards, which is often what happens with people in murder under other circumstances. And so the idea circumstances. And so the idea that the act itself would potentially be quite thrilling and boost her narcissistic self esteem , its likely that self esteem, its likely that having these trophies at home was would serve as a reminder of that. Colin can i bring you in here . Obviously with your experience and expertise in these matters, the thing that struck me about this particular case was that to all intents and purposes, it seems that nobody could detect a motive for her committing these crimes. Could detect a motive for her committing these crimes. How rare is it for somebody to commit crimes of any level without any seeming motive for doing it . Doing it . I think everyone has a motive for what theyre doing. Whats rare is actually that we get to find out what the motive is because quite often these people are in denial they wont are in denial and they wont admit committed the admit that theyve committed the offences course, offences anyway. And of course, in case there never going in that case there never going to say why they did it. The to say why they did it. The important thing for investigators is often, and this may shock some people is that we are concerned with the who , the are concerned with the who, the where, the why, the who, the where, the why, the who, the where and the how and the why is kind of a secondary consideration for us. We dont need to know that to put them before the court and get them convicted. And, you know, were not were not psychologists and we dont need in the absence of sort of a being stuck and needing to look at motive as a potential indication of who might have committed it, which does sometimes happen when youve got your suspect and your interviewing youre interviewing and youre accumulating your evidence. The why isnt really that important i colin, you obviously he was a man who caught the serial killer, Levi Bellfield. What was it then with your i will only call it meticulous police work. Call it meticulous police work. How did you catch him in the end . How do you catch these serial killers . Serial killers . Yeah, i mean, this this , this yeah, i mean, this this, this there are some parallels between these cases, actually. As these cases, actually. And as naomi just said, you know, the most murders are committed spontaneously and not planned. And theyre the ones that generally you can throw you know, almost Infinite Resources and you will solve them. And thats why the conviction rate and detection rate for and the detection rate for murder is so high. Its those, you know, tiny percentage at the end where people go out intending to kill and therefore intending to kill and therefore intend to avoid detection that are the most difficult cases. And this case, you know, we had no there was no forensic evidence. There was no dna, no fibre, no fingerprints, none of that. What was needed was a meticulous and logical investigate to accumulate small pieces of circumstantial evidence that on their own perhaps might appear almost insignificant. But by the time they were put together, they can create a compulsive case. And thats what Chester Cheshire constabulary did. And i dont think we should underestimate the difficulty and the dedication and the skill with which they carried out this investigation over a long time. Investigation over a long time. And my niece turned them in the water and my nephew came and got me and obviously then i went into the pool and we stabilised him with the help of the complex community, and we held them in the pool for an hour and a half to two hours waiting in an ambulance. And it waiting in an ambulance. And it took to a public hospital. But he they told us it was going to take about three weeks for the operation, which obviously was too long. And so i contacted my Insurance Company to say, look , Insurance Company to say, look, theyve advised us to go private , please, can you authorise. And , please, can you authorise. And they then they reviewed the policy and came back the same day to tell that they were voided and my brothers insurance, which covered him for accident. Accident. And we bring you in here now because obviously they reached out to you at this desperate time , this time in need. What time, this time in need. What are you helping the family to do . Well, good morning and thank you for taking this story because it is very important and probably a salient lesson to anyone who has taken out insurance and it doesnt perform for them. For them. And thats exactly the situation the family have find themselves. And i thankfully with the generosity of thousands of people across north antrim and ballymena in particular, the money has been raised that has allowed the family to make sure that the operation is carried out now and hopefully will stabilise and theyll be able to end the flam home, repatriate them back to Northern Ireland hospital where he will be looked after exceptionally well and rehabilitate it. But this has been a traumatic set of been a very traumatic set of events. Whenever the Insurance Company said that they couldnt perform, recce reached out to me, as did daniel, chriss partner, and i made contact with both the Insurance Company and with the fco. And can i just say this, that the foreign and Commonwealth Office have been exceptional. They immediately knew contact , how to get knew who to contact, how to get things moving. They were very concerned about the insurance debacle. And they they debacle. And they they encouraged us to make sure that the public knew what was going on because of the warnings that are there. I mean, you know what its like after you pay for your houday its like after you pay for your holiday insurance. You think everythings okay and then a crisis emerges and suddenly some small print indicates that theres a problem. So this is a really salient lesson to people to check with their Insurance Companies and to be very, very clear about it. And ill continue to fight this Insurance Company on behalf of the loons to sure that do to make sure that they do ultimately covered. But in ultimately get covered.
