How Kittery town manager wants to use $1M in federal funds

KITTERY, Maine — The town manager is proposing to prioritize federal funding from the American Rescue Plan toward assisting general property taxpayers, senior citizens and homeowners in need.
Town Manager Kendra Amaral announced Monday to the Town Council that Kittery expects to receive approximately $978,935 from the federal COVID-19 stimulus.  Town councilors unanimously voted to “conceptually endorse” Amaral’s allocation strategy.
Amaral’s proposed allocation strategy comes despite the lack of direction from the Treasury Department on how the funds can be used. Observing her colleagues in local municipalities divide up their funds, without specific guidelines from the federal government she is “not 100% clear” if her proposal and those of her colleagues will fall in line with what the Treasury will allow.
