Emphasising the need to address garbage woes scientifically, he said that municipalities and the government penalise people for throwing garbage or waste on the road. “I am of the opinion that dumping waste in an open ground or place by municipalities is also a crime. The sanitary landfills can be used for plantation after these landfills are full,’’ he further added.
