GOSHEN - Orange County District Attorney David Hoovler announced Wednesday that a Port Jervis man has been indicted on drug charges, including operating as a major drug trafficker. Richard McInturff, 30, of Port Jervis, was arraigned on the charges before Orange County Court Judge Hyun Chin Kim. In addition to operating as a major drug trafficker, McInturff was indicted on charges of first-, second- and third-degree criminal possession of a controlled substance, all felonies; and second-degree criminally using drug paraphernalia, a misdemeanor. McInturff was arrested March 18 after investigators from the Port Jervis Police Department and the Orange County Sheriff's office who executed a search warrant at his residence found 7,658 packets of suspected heroin and a scale commonly used to weigh narcotics when they are packaged for sale.
