Is police use of facial recognition technology an invasion of privacy?

Then-U.S. Attorney for Utah Brett Tolman announces a grand jury indictment return charging Warren Jeffs with unlawful flight to avoid prosecution in 2007 in Salt Lake City. On Tuesday, Tolman told Congress there is a lack of transparency, accountability and information about police use of facial recognition technology.
Congress is wrestling with how to govern police use of facial recognition technology as software to scan databases or find people in crowds becomes more prevalent among federal, state and local law enforcement agencies across the country.
