The court ruled in favor of the DLNR Division of Conservation and Resources Enforcementâs decision to board a vessel to address safety concerns. Former Chief Robert Farrell and Lt. Carlton Helm boarded the vessel after receiving reports of a fight onboard and the extensive use of alcohol by adults and underage participants. The officers also boarded the vessel due to concerns of high seas.
