Judge to rule July 12 on whether citizens' group should rais

A special judge appointed by the Indiana Supreme Court gave herself until July 12 to decide whether the Allen County Residents Against the Jail should have to raise millions of dollars to keep its lawsuit going against the funding plan for the new jail.
