JULIUS JONES CASE: Julius Jones' supporters focused on hearing next week with Pardon and Parole Board

Supporters of death row inmate Julius Jones are focused on a hearing next week with the Pardon and Parole Board.Jones has been on death row for nearly two decades for the murder of Edmond businessman Paul Howell, but Jones still says he’s innocent. So, what will that hearing look like? When a prisoner files a commutation application with the Pardon and Parole Board, at some point they set up a stage-one review where they have a brief discussion before voting whether to move to stage two. That second stage involves a more in-depth review of the case. With less than a week before the Pardon and Parole Board hears Jones’ case, members of his legal team have released new evidence that will add to his application to commute his sentence to time served.“It certainly makes the case stronger,” Jones’ attorney Dale Baich said.Baich told KOCO 5 that they received a letter in July from a prisoner in Arkansas who, after watching ABC’s 20/20 special on Jones’ case, said he recognized Jones’ co-defendant Christopher Jordan. The Arkansas prisoner said Jordan admitted to him in prison that he was the one who killed Howell.“And what this shows is that another person has said that Christopher Jordan admitted to killing Mr. Howell and that Chris set Julius up,” Baich said.Jordan served 15 years for his role in Howell’s murder.Baich said for Jones’ stage-one commutation hearing Monday, there’s a brief review by the Pardon and Parole Board of the case before a vote on whether to move forward to the second stage. However, it does take a majority vote to move to stage two.“Where there is a hearing and a more in-depth look at the case or decide that the case doesn’t warrant further consideration, and then the application is denied,” Baich said.If a recommendation is given by the board, it would go to the governor, who has the final say. But if the board doesn’t recommend commutation after stage two, then the governor has no authority to act.If the application is denied, Jones will receive an execution date. Baich told KOCO 5 if that happens, there’s still a chance they can ask for a rehearing or for clemency.
