Thats about it. Another spare the air alert today has been issued. East bay and the south bay will have the poor air quality and were already 6 to 7 degrees warmer than yesterday, even in the city 5 degrees warmer. Look at all the sun. Cloudy here just a few moments ago. 63 in the city. 70 Mountain View. 71, san jose. We have mid70s in livermore, 78 by the delta. If youre not under an advisory for excessive heat warning, probably on the coast or the san mateo coast, everyone else will experience excessive heat today. So 60s to 90s by noon time. 106 in livermore. Relief for the week ahead. Ill tell you when and how much the temperatures will come down coming up. In berkeley today, police are preparing for the final act of what could be a violent weekend that so far has been peaceful. An antimarxist rally is scheduled at Civic Center Park. Police are familiar with that location. Thats where demonstrators clashed over President Trump back in april. Cornell bernard joins us live with the very latest. We know the barricades are in place, but has anyone showed up yet . No one has shown up yet. But the berirthplace of the fre Speech Movement is preparing for possible clashes with demonstrators and couldnt demonstrators today. Seeing a heavy Police Presence at Civic Center Park and lots of orange barricades, banner there. Bay area stands against hate and white supremacy. There is a number of scenarios that police are preparing for including possible violence. Even though organizers of todays event have canceled the event. Camber cummings say she will come to the rally alone and on facebook last night, she requested a Police Escort to and from her car because shes worried about her safety. Police say they will try to accommodate her, but may have their hands full. Authorities say they have a plan to keep the peace. We have instituted the barricades here that you see around the park for one reason, for safety reasons. Some of the other things we have a larger number of officers that are present here. We have Alameda County sheriffs, Oakland Police coming in. We have a lot of mutual aid linn go bad. Reporter certainly hoping that they do not go bad. But Berkeley Police hoping to avoid violence like this at a rally on april 15th. Dozens of demonstrators were arrested. If youre coming to the rally today, you may want to know there will be a screening here at Civic Center Park. There will be a bag screening and a number of items have been banned, basically anything that can be used as a weapon. Police officers standing here, this is one of the screening areas here at Martin Luther king jr. Way. And center street. We also want to show you a banner that is now unfurled here at one of the city buildings, berkeley stands against hate. A lot of people expected at this park today. We will see what today brings. Counterprotesters still turned out in full force. The good news, police say they were able to keep everyone safe. Abc 7 News Reporter Lisa Amin Gulezian has more from San Francisco. Reporter the fencing and barricades went up and heavily armed police were on the streets and rooftops. San francisco was ready. Im very proud of how we have communicated and how we responded to the will of the people to get out and express themselves but do so peacefully. Were here because the racists arent. Reporter earlier counterprotesters chanted in unison as word spread. Spread. Sp. This after canceling the chrissie field rally too. Im not here to fight them. I want them to see i am a career white woman not here to take their crap. Reporter at alamo square, there was one arrest and people had to push the crowd back. One person was detained after jumping a barricade, while one group disperse d, another grew. Hundreds marched through the castro and eventually arrived at civic center plaza, joining a second group for the peace, love and understanding rally. Wanted to show up, but also show up in a place that would be safe for our family. Reporter children played and families gathered for the shared message, which the mayor supported, while continuing to denounce the Patriot Prayer rally. If people want to have a stage in San Francisco, they better have a message that contributes to peoples lives rather than find ways to hurt them. Joey gibson said he wanted to hold a press conference at alamo square after canceling the groups rally at chrissie field. That presser was moved to pacifica last minute when police shut down the park. Gibson blamed the media and politicians for misrepresenting the Patriot Prayer movement. It made San Francisco way more dangerous than it could have. And you have a mayor who says were hateful and were violent, okay, doesnt bring up any specific examples. Gibson eventually went to chrissie field and met with dozens of supporters. He left as tensions grew between a few members of the crowd and counterprotesters. In houston, a flash flood emergency, manholes overflowing, streets turned into lakes, nearly impossible to drive through. The citys mayor urging residents to stay home. The streets are treacherous. This morning the Alameda County Fire Department posted this picture on instagram. These firefighters are members of task force 4. They left for texas last night. The Piedmont City Council will hold a special meeting tomorrow to consider removing the mayer from his position. Mayor jeff weiler has come under fire in the past week for his alleged comments and posts on facebook. A member of the Piedmont Community claims weiler posted facebook statements such as black lives matter encourages cop killing. And transgenders are all mentally ill. The east bay times who reported the story could not verify those statements. Council members add the city has been swamped with calling expressing outrays over weilers alleged comments. Police released this mug shot of one of the suspects, 18yearold Daniel Borden has been charged with Malicious Wounding and is now being held in a cincinnati jail. A second suspect isacing a charge of discharging a firearm. Authorities are looking for a third suspect who will also be charged with Malicious Wounding. A Multiracial Coalition of faith, student and Community Activists are getting ready to step off tomorrow on a ten day march from charlottesville to our nations capital. The coalition includes the womens march on washington and the movement for black lives. Members say the march is in response to President Trumps failure to confront white supremacists, the march is expected to stop by confederate monuments along the march. A crowd wanted to fight i did vidivisiveness and speak against hatred. In spain, a 16th person has died following the terrorist attack in barcelona. Health Authorities Say a 51yearold German National passed away this morning from her injuries. 14 people are now dead from the van attack. Another died in a carjacking when the van driver stabbed him as he was making his getaway. And one more person died in an attack in a nearby town. More than 120 people were wounded. Authorities say 24 remain hospitalized with five in critical condition. President trump faces a new wave of controversy following his pardon of former arizona sheriff joe arpaio. The controversial law man was facing jail time for aggressive tactics against immigrants. The pardon has critics on both sides of the aisle. Mary bruce has the story. The 4,000 Square Foot Center is located at the california museum, dedicated to states Diverse Group of people, customs and culture. The museum encourages visitors to take an interactive stance on hate and intolerance. The mayor says he got involved with the idea early on in response to a wave of hate crimes in the area back in 1999. We wanted a unity center where the kids that come to the capitol every year from around the state could walk across the street and have an experience that would affect their hearts and minds. The mayor also says the timing of the Centers Opening couldnt be better because of what is going on across the country. The center plans to host several discussions about civil rights. Happening now, thousands of runners on the streets of San Francisco for the eighth annual giant race. The first runners took off at 7 00 this morning. You can see them running down the embarcadero from at t park. A half marathon, 10k, 5k and family rely. The race benefits the nonprofit project open hand. The dew points at around 80 degrees. And the storm is not moving. Still circulating at about 45 miles an hour. And it is just getting abundant gulf moisture. So looks like even friday theyre going to see more rain. So certainly very dangerous and catastrophic situation there. Reporter that rally ises supposed to happen this afternoon, but already were seeing people streaming in to Civic Center Park. Berkeley, the free speech capital of the world, really, preparing for possible clashes with demonstrators and counterdemonstrators today. Were seeing a large Police Presence around the periphery of the park, even on rooftops here at Civic Center Park. Lots of barricades as the organizer of todays event canceled the event on friday. Amber cummings say shell still come to the rally alone, and on facebook last night, she requested a Police Escort to and from her car. Police say they will try to accommodate her, but may have their hands full. Police say they have a plan to keep the peace including extra officers on duty and if you are coming to the park, keep in mind there are a number of items that are banned. We do have Access Points into the park, so there will be officers that will be asking people if they do have those prohibited items, people will be allowed to get rid of them essentially if they do. Even a flag, a flagpole. They dont want to see anything like that. And they say you will be arrested if you are found with it inside the park or at least detained. Berkeley police, of course, were criticized back in april for not doing enough to stop the violence at that rally on april 15th. We asked them about what their plan is today, they say they have been training for the last couple of weeks. And they will they will deal with violent scenarios if they happen today. Yesterday protesters marched through San Franciscos mission district, sky 7 was over the crowd at they staged a diein at 21st and mission. After blocking the intersection for a brief time, they continued marching through the neighborhood. A group also burned a pinata that was designed to look like President Trump. Now to Tropical Storm harvey, where hundreds of people are stranded in floodwaters this morning. In houston, coast guard says it received more than 300 calls for search and rescue. First responders from the bay area are headed for texas to lend a helping hand. Alisa harrington has the story. Reporter these firefighters from agencies all over the bay area are packing up. And heading out on a 30 hour drive to texas. The 70 person task force activated by fema will provide support in the disaster zone of Hurricane Harvey. I suspect we will be doing some search and rescue operations in water inundated areas, well be providing mass health care. Reporter at a warehouse in oakland, they pack up food, medical supplies, and life saving equipment like saws and rope. Task force 4 helped out in other disasters like 9 11 and hurricane katrina. One of the most important tools, canines. Well take four dogs with us down there to try to help locate trapped victims, live victims in any of the destruction. Reporter this is the first time 11yearold keino will be deployed. Theyre priceless. They can search an area much faster and more efficiently than any human or any scientific tool. Reporter firefighters could be in the hurricane zone for weeks. This is where theyll stay. Theyre bringing dozens of shelters, this is where rescue teams will sleep. The tents are also used as medical clinics and for office space. Pick that one up. President trump is thanking the volunteers who are helping in texas as he keeps a close watch on the developments with Tropical Storm harvey. The white house released these photos showing officials listening to the president on a Conference Call from camp david. A senior white house official said mr. Trump had numerous questions about emergency response, flooding and mass power outages. Trump says he wants to travel to texas as soon as possible to show support. New details this morning on what police are calling a terrorist incident outside of buckingham palace. It happened on friday, police have now arrested a second man on suspicion of involvement in terrorism. Three officers were injured as they arrested a 26yearold man who drove up to a police car, then reached for a four foot sword. No member of the royal family were inside the palace at the time of the incident. In the north bay, high temperatures expected today prompted officials to open a cooling center in santa rosa. The center will be open from 11 00 this morning until 6 00 tonight at the Finley Community center on west college avenue. Officials say water will be available and people can bring in food ready to eat as the kitchen will not be accessible. There will also be free wifi, but no tv and the only animals allowed inside the building are service animals. Still ahead on abc 7 mornings, the families of two missing hikers are holding out hope to find them. The reward now being offered one month after they vanished. But first, as we head to break, a live look outside from our east bay hills camera. You can see no traffic issues now on the bay bridge. People make their way in and out of San Francisco. Meteorologist lisa argen will have your full accuweather forecast i the Border Patrol found a new illegal tunnel that was used to smuggle people from mexico into the u. S. The tunnel was found near the a o otay mesa crossing. They encountered chinese nationals and mexican nationals. It now has been shut down. Authorities believe it was a branch of another tunnel that was discovered recently by the mexican government. An amtrak train hit and killed the driver of a pickup truck in rodeo. The collision happened yesterday at the Railroad Crossing at san pablo avenue at california street. A sacramento bound capital corridor train hit the truck, which was stopped on the tracks. Railroad police are investigating why the driver stopped. The families of two missing hikers hope a 10,000 reward helps them find them one month after the couple vanished. 20yearold rachel wynn and 20yearold Joseph Orbeso disappeared in Joshua Tree National park. Searchers found their car near a rugged area of the park called the maze loop trail. If joseph and rachel can see or hear this message, we want them to know we love them very much. If joseph and rachel are held against their will, and are trapped in any way, please we ask you to release them. Trained dogs are also part of the search efforts. We are bringing you breaking news the disaster in texas and now Tropical Storm harvey is deepening at this hour. National Weather Service releasing an incredible tweet saying this event is unprecedented and beyond anything experienced. Houston, which is americas fourth largest city, is in crisis. Heavy rain falling overnight. And now flooding large parts of the greater metropolitan area. More than 1,000 rescues already taking place. The 911 system there overwhelmed. Teams from around the country are rushing to help. Three people thus far have died. Lets start with victor who is right there in houston. Victor, what are you seeing . What are they telling you . Reporter well, dan, right now we are getting hit by one of those bands. That has been the case all day long. Houston under water at this moment. We watched the situation go from bad to worse. We were walking through a parking lot and within an hour being able to walk through clearly. In an hour it was up to our knees just in that parking lot. Roads turned into rivers. Water basically waist high. The situation has been bad here. We heard from the coast guard saying they have rescued 100 people from the air. 500 distress calls have come in. That is the situation where it has been an unprecedented amount of rainfall in a short period of time. Given the fact that you have this heavy rain moving through, what is that doing to the ability of rescue workers to do their job and to safety . Reporter got to imagine it is only making their jobs even more difficult in an already dire situation here. Thousands of rescues taking place as we speak. The roads are an absolute nightmare. Everyone has been warned to stay inside, stay off the roads. People have been told, and coast guard reiterated this moments ago, do not try to hide in your attic. If your house is compromised, mark the roof or get out and stay on top of the roof so crews can be able to see you and get to you from there. As you just mentioned, with one of these heavy bands raining down on us right now, it has to make the job even more difficult. What makes this even more complicated and dangerous, there are tornado watches and warnings that have been popping up throughout this area. Going into the attic from a flooding perspective could be dangerous because thats the first part to be destroyed when a tornado moves through. Victor, before we let you go, the mayor phased questions about the fact that he told people not to evacuate after the governor recommend they do. What is the mayor saying about that right now . Reporter well, the mayor is basically defending his position to tell people not to evacuate. At least part of the reason he said people should not evacuated, he cited 2005 and hurricane rita and the nightmarish deadly grid lock when so many people tried to flee the city. That led to accidents, medical emergencies. And 100 people ended up dying while evacuating. More died from evacuating than from the hurricane itself. We knew this was going to be a flooding event. However, this amount of rainfall, im not sure if anybody could foresee something this strong. Up to 40 more inches in the coming days. We have been covering harvey since it made landfall friday night. Rob is in rosenberg, texas near a giant sinkhole. Let me ask you about the forecast at this point. What makes this storm so dangerous when compared to other hurricanes is that it is still stuck in place. That doesnt appear to be leaving the neighborhood any time soon. What is the forecast for the already waterlogged houston at this point . Reporter multidays of more rain, to give you the easy answer. Were stuck in between steering currents. Were always comparing this to Tropical Storm alice in 2001 which set all the records here in houston. It was chutely devastating. It was absolutely devastating. This storm was a category 4 when it came onshore. So it is that much stronger, has that much more expanse and flow and rainfall to it. We expect to see another foot, maybe two more feet before its all done on wednesday. We will have things like whats behind me, a sinkhole, happen a lot more off. We just came upon this when we were riding up here with the help of our abc 13 ktrk. They are letting us borrow their equipment to show you this. We dont want to get too close. Were hearing, and you can hear again, a sloughing off of the dirt and pavement. This is a growing sinkhole. What is usually just a small creek that comes underneath this road. It has a pipe, culvert that is about four feet wide that has broken loose. And this piece of infrastructure is done. So of greater concern beyond this, we will see more of this in the coming days, is that this area of houston is between two large rivers. Is and as they rise here, we get more rain the incomes couple of days. The creeks will then kind of succumb to the larger rivers, which will then swell. They may combine down to this area. They may be under completely under water. This water has no place to go. One of many reasons it floods so easily. And two, three, four feet on were top of that, its a nightmare. Thats what weren during right now. Just to put a fine point on this, rob, you dont think that the city and the surrounding area is going to get a break from this rain any time soon . Were looking at the end of the day wednesday . Reporter thats right. Hopefully the tkpweupblg of the day wednesday. There is a chance that we start to see some of these bands shift. We will see intermittent breaks. Generally speaking its going to be on and off periods of heavy rain. Where the circulation of harvey goes, were not quite sure about that. But it is where these bands set up. For the past 12, 18 hours they have been set up directly over houston. They have been very, very wide. We need them in the strength and the shift. Other Mother Nature can tell us in the next 24, 48 hours. Lets quickly get over to eva who is on the road about 40 miles outside of houston. Eva, what are you seeing . Reporter dan, well, we are seeing a lot of water. Im trying to give you a perspective of the water were seeing. Its not on the road where were driving right now. But you can see the water is pushing up to the edge of the road. A lot of areas have have dried out again. But all along the journey, from san antonio now to houston, we have seen water crossing the road. One lane down. Were being very careful. Were not crossing through any water. We have been very careful about that. But we are seeing water right up to the edge of roads and right to the edge of homes. We are seeing people who are still in a lot of those homes. This massive influx of water is not stopping. More than we saw in Tropical Storm alice, which is the storm of record. We are seeing the levels in the rivers and bayous. They are overtopping that. We dont know what to expect because we have never seen flooding on this level. National Weather Service saying we have days to go with the rain bands off the gulf into the same area. It will keep dumping rain in houston. The only chaps for a break in between rain bands. Thats it. This is a dire event.
