Francis, thank you. A big rig carrying diesel fuel caught on fire this morning shutting down part of highway 238. Abc 7 news was in hayward this morning where firefighters tackled this fire on the northbound side of the freeway near the 14th street on ramp. The chp says a semi truck caught on fire around 2 45 this morning. Developing news, at least one person has died in a magnitude 7. 1 earthquake. It struck off the coast of peru this morning at 1 18 our time. New video shows people standing on Higher Ground away from buildings for safety. Photos show others sifting through the rubble. 57 people are injured. Officials say there is no longer a tsunami threat. State lawmakers in hawaii have now scheduled a hearing to investigate yesterdays false alarm which warned a Ballistic Missile was headed toward the islands. This is not a drill. Take immediate active measures. Repeat, the missile command has detect aid missile threat to hawaii. That alert went out on tv and cell phone push alerts just after 8 00 yesterday morning hawaii time. As you can imagine, this set off a panic. Some people running in the streets, fearing a missile from north korea. 38 minutes later, another alert went out saying the warning was a fake. The governor of hawaii is apologizing. What happened today was totally unacceptable, and many in our community was deeply affected by this, and im sorry. I am, too, very angry and disappointed that this happened. The message was false but it might have uncovered a real problem that investigators are now looking into. The governor says some people did not get the message on their cell phones. Well, plenty of tourists were caught off guard by this missile warning. Abc 7 News ReporterAlyssa Harrington talked to a San Francisco couple who just started their honeymoon in hawaii. They went through the terrifying moments of what they thought was the beginning of the end. Reporter what started as a dream Destination Wedding in hawaii quickly turned into a nightmare for phil and katy pham. The couple from San Francisco was rattle bid a terrifying alert that a Ballistic Missile was headed their way. This is not a drill. Take immediate action measure. Reporter the phams spoke to us via face time yesterday afternoon. In the moment of anxiety, you just try to stay calm, you try to stay alert as much as you can. There is this feeling of helplessness like theres so much outside of your control. Reporter the newlyweds got the alarming news while eating breakfast at their hotel on kauai. They shot this video on their cell phones. Hotel guests filed into the basement to seek shelter. Phil says it did cross his mind that they could die. The couple just exchanged vows january 8. A wedding really symbolizes a new beginning, so theres so much to look forward to as we begin our life together. It was scary to know that perhaps that could be cut short, really, at any moment. Yeah, i think one of my first thoughts was, are you kidding me . This is like day 4. Reporter katy says they did their best to stay calm but saw other people crying and panicking. Finally hotel staff announced there was no missile at all, it was a false alarm. How did you feel . I think i said, whoo reporter katy and phil say the whole incident was confusing. They hope this serves as a wakeup call to be prepared in case of a real threat. The alert was an awakening way to start their life together, but theyre going to try to enjoy the rest of their honeymoon. This video shows more of the confusion and panic following that false alarm. Video shows one family putting their children into a manhole for safety. Well, cal oes says c says and balances are in place here to keep a similar mistake from happening. Statewide alert would require input from multiple individuals before anything is sent out. That means one person could not hit the wrong button and start a panic like we saw in hawaii. Abc 7 News ReporterTiffany Wilson has more on that part of the story. Reporter just the push of a button and a handful of words created panic for more than a Million People in hawaii. Spokesperson Brad Alexander said californias alert system could not be triggered by one person hitting the wrong computer key. There is no Single Person in a silo thats making a decision. Its a collaborative effort on any incident youre talking about. Reporter the multiple layers of accountability are a priority for state senator jerry hill. He recently made a new bill when people started getting warnings about wildfires. You need a couple people to make that decision so you dont have the chance of a false alarm. Reporter hill says the mistake in hawaii could reduce trust in Alert Systems in general. When the next one comes that is a mistake and is intentional, will people believe it . I think they lose a lot of credibility when you have just one false alarm. It will do that. Thats really a problem. Reporter hill says its a reminder that Everyone Needs to make an Emergency Response plan. Cal oes agrees. You should be aware of what are the first steps youre going to take . Where are you going to go . Does your car have gas . Do you have money in your wallet . Some of the infrastructure could be down during an emergency. We have all kinds of natural and manmade risks in california and we encourage folks to have an emergency plan. Better safe than sorry. In San Francisco, Tiffany Wilson, abc 7 news. Abc 7 news first alertlertlet that Ballistic Missile threat was a mistake. We sent a push alert yesterday y morning. People in oakland spent the night outside libby shafts front door demanding affordable housing. Abc 7 news was in oakland where advocates for the homeless camped outside the mayors home overnight. They say shes not doing enough to create affordable housing. Shaft challenged residents to offer spare rooms to people in need. Protesters say thats not a viable solution. The folks that are out here right now struggling as it is are not capable of opening up their houses, and if anything, if the mayor wants to open up houses, were right here. She can let me stay in there for a while, you know, let me get on my feet. Protesters say they want more funds redirected to social services to get people off the streets. Police have made an arrest in an attack on a popular walnut creek trail. Friday night Police Released this surveillance photo of the suspect. They say he grabbed a woman on the iron horse trail, that he dragged her, threatened her and tried to kiss her. An officer familiar with the case spotted 35yearold Jeremy Mickens yesterday at the South Broadway safeway. Police arrested mickens and the victim identified him. He has been booked on multiple carges. Two boys have been arrested for trying to steal a laptop from a bart rider friday night. Police say the suspects grabbed the computer from the victim at the Fruitvale Bart station. They dropped it, and then the rider snatched it back and then they swiped it again, but then they started to try to run from the station. They did not get far. They dropped that computer again. Police arrested both boys. One was cited and released to a parent. The other was booked into juvenile hall. Well, you will soon be able to enjoy more dungeness crab. The state department of fish and wildlife says crab season in parts of Northern California will begin tomorrow. Crab season in mendocino, humboldt and del were suspended. But they will be able to catch crab tomorrow. Its been suspended since november. It looks great. Unfortunately, im kind of allergic to it, but i love it. I take lots of been drill. And everywhere today throughout the bay area its going to be lovely. Temperatures a little bit above normal. Frances is in this morning. Shell have a full accuweather forecast in just a bit. Now to the deadly mudslide in southern california. The death toll stands at 19. The Santa Barbara county Sheriffs Office says they found the body of a woman one day after finding the body of her sister. Rescue crews are still looking for the five people who remain missing. Those involved in the search are still trying to wrap their minds around what happened and what theyre up against. That first day, Tuesday Morning, was very surreal. We werent couldnt really comprehend the devastation until we got to the area and saw areas of homes that were wiped out and just rubble and debris everywhere. Crews have now moved into montecito to begin restoring power. Many roads there remain closed due to all the mud. Crews in the north bay are making progress on cleanup and recovery after those october wildfires. According to the press democrat, state Officials Say cleanup in coffey park is expected to wrap up in about two weeks. The rest of Sonoma County should be cleared by the end of next month. So far 1800 lots have been cleared. About 1 million tons of debris. The north bay wildfires killed 40 people. More than 6,000 homes were destroyed. A large rescue effort helped save a young woman who got stuck on the side of a cliff at baker beach in San Francisco. Abc 7 news was there as firefighters used ropes and pulleys to hoist her to safety last night. That rescue started around 5 00. It took nearly 90 minutes to finish. She wasnt hurt. The Fire Department is warning everybody to avoid areas of danger when youre enjoying the outdoors. This is winter. Everything is moist, not as moist as it could be as we havent had a lot of rain. Had there been more rain, this could have been a lot more treacherous. Firefighters also say the rescues are dangerous to the welltrained personnel. They need to rapell down the tumbling cliffs to save people who might be stuck. The top candidates for california governor faced off in a spirited debate in los angeles. Health care is what ignited an Intense Exchange between Lieutenant Governor gavin newsom and former l. A. Mayor antonio viagosa. Cox tried to pitch his own plan. By the way, the press is here. He said hes always been for single payer. You are discussing it again and again and again because in Orange County you werent for single payer. The first time you went to the nurses you were for single payer, then you said you were against it. Three or four times in the last six months, you said you were for it or against it. Bay area members of congress met with their constituents to talk about what the democratic lawmakers call the negative impacts of the republican tax plan. Abc 7 news was at the university of San Francisco where House Minority leader nancy pelosi and congressman Mike Thompson called the gop tax plan a tax scam. Representative Thompson Says the rich will benefit the most at the expense of the poor and middle class. Any benefit thats going to accrue to individuals is going to sunset and be gone in a few years. And the richest people in the country are going to benefit greatly, and the Corporate Benefits are permanent tax benefits. Thompson says the plan adds 2. 3 trillion to the national debt. Abc 7 news was at Laney College in oakland where congresswoman barbara lee held an open house talk to go constituents about the gop house plan. She termed the tax plan a tax scam. Representative lee says whats included will hurt the most vulnerable americans. We have to get organized so that we can begin to try to unravel it, because its definitely going to hurt so many people, its also setting the stage now for deep cuts in medicare, medicaid and social security. Republicans argue the tax plans will give more money to the middle class. They point to major u. S. Companies like walmart and some airlines that are raising wages and giving bonuses to their employees because of the gop tax plan. Well, were going to have to wait just a little longer for the return of the famous mavericks big wave surf contest. Organizers were hoping they could hold the competition this coming tuesday, but theyve scrapped those plans because conditions along the San Mateo County coast just arent favorable at the moment. We have the fog and low clouds this morning, very typical like yesterday. Then well see a sunny and mild afternoon, well above average once again. The wet pattern starts tomorrow. Unfortunately, its not going to be happening on tuesday as carolyn mentioned. So areas of northwest, look out for strong rip currents and there could be localized beach erosion as well. Light to moderate rainfall, and really, less than a quarter inch for most areas. In fact, the way the timing works out, its actually better for all the events happening tomorrow for Martin Luther king jr. Day. So by 3 00 in the afternoon, well see scattered light showers mainly in the north bay. South of santa rosa through vallejo, it will just be cloud cover. Then through the evening hours well see showers slide south, so pockets of light showers along the peninsula coast, maybe in the east bay. The showers come in late monday night into Tuesday Morning.
