The city of San Francisco is Police Department and the police chief were slapped with a lawsuit today filed by officers who say they were discriminated against in the promotions process. Reporter ama, there was a similar lawsuit filed in the city against the San Francisco city and the San FranciscoPolice Department about 16, 17 years ago, which resulted in a 1. 6 million settlement with the city. Now, this lawsuit was filed by 13 white officers who applied for promotions as sergeant, lieutenant and captain. Appears that theres a lot of favoritism taking place and i think most of it is based on race and gender. Sergeant thomas walsh was passed over for promotion to lieutenant. In the top 20 names on the list. Ive been skipped twice. Sergeant brian greer ranked 17 on the lieutenants test. I was given no reasoning. I was given no information at all about why i was passed over for promotion. My clients are not mad at other Police Officers. Were upset with the system. We dont think its trans paint. Lieutenant rick schiff is ranked 12th on the captains promotion list. He too, was passed over. This is a 40year pattern of discrimination. Promotions to sergeants, lieutenants and captains are based on Civil Service exams. In certain cases the chief can factor in special skills like education, training, awards, something called secondary criteria. Gender and race cannot be considered. The lawsuit alleges chief William Scott has been doing just that. At the end of a lenl it mat promotionalal process, the chief administration bastardizes the process to pick who they want. Why give an exam in the first place . The officers in the lawsuit say this is not about race or gender, that its about a level playing field. The reason they came up with Civil Service exams like this was to avoid nepotism, favoritism and racial inequality to begin with. Police Union President tony montoya says his group is not a party to the suit but wants the exams to be the sole criteria in promotions. If you go rank order appointments, meaning you promote those who scored the highest first and move down the list, you cant go wrong. Reporter the San FranciscoPolice Department referred us to the city attorneys office. Its spokesman told us that they are reviewing the lawsuit and also that they use Civil Service exam and not age, race, religion gender as criteria.
