But there is also a twist. At the end of november, the ncaa review board is supposed to come back with new laws. If the implement changes, california has an amendment klaus in this new law which will allow for those changes, and also other states, new york, florida, south carolina, even at the federal level that theyre looking to change laws. The ncaa reported it generated more than a billion dollars in revenue in 2017. Thats the last year in which stats are available. Student athletes can receive yearly cost of living stipends from their schools. Those payments range from 2,000 to 4,000. Tennis players can win up to 10,000 in prize money per year. Tonight federal prosecutors are revealing detailses of a bay area spy Case Complete with secret dropoffs and double agents. Officials unveiled the espionage complaint against xuehua peng, a Tour Operator from hayward accused of spying for china. Evidence includes alleged dropoffs of which peng is accused of leaving cash hidden in hotel rooms in exchange for Sd Memory Cards filled with classified information. They say the information on the cards was provided to peng by a double agent who is cooperating with investigators. There are six dead drops in total that are alleged in the complaint. During these dead drops, peng would rent and then occupy a hotel room, tape an envelope containing cash to the underside of a dresser drawer in the hotel room, and then leave the room key at the front desk. The double agent would remove, would retrieve the key, retrieve the cash and tape the sd card to the same place where the money had been left. Agents claim peng ultimately delivered the cards to handlers in china. The feds say no actual classified information was compromised. Cameras were not allowed inside the courtroom today, but we can tell you that Freddie Graham has been accused of setting 13 fires over a twoday stretch while in town for his 50th High School Reunion. Late this afternoon, questions remain over the motive behind a series of fires that burned the milpitas foothills a little more than a week ago. The accuse ed arsonists, freddi graham is being held at the elmwood correctional facility. Supervising District Attorney bud porter. It was extremely dangerous to set fires up in the foothills at this time of year, at that time of day given the temperature and the location. Graham has lived in the kansas city area for nearly 30 years, but was in milpitas to attend his 50th High School Reunion at the sheraton. Investigators believe he intentionally set a total of 13 fires, including four on friday, september 20th, and then 9 00 the very next day before showing up at the samuel air reunion. We have no evidence that he came here to set fires. But according to a cal fire investigative report obtained by our media partner the mercury news, graham told investigators he set the fires while in an emotional state over his late wife who records showed died last year. They had apparently planned on driving along calaveras road together, which leads to a reservoir close to where the fires were set. In total, the reservoir fire burned 128 acres of grassland. Was this someone suffering from a Mental Health breakdown as a result of the loss of his wife, or was this someone that had a vendetta against his former hometown . South bay analyst Stephen Clarke says they will likely order a examination here. Certainly will be relevant to how this case gets handled if he is convicted. Before he was able to return home, graham was arrested at Mineta San Jose International airport while returning a rental car. His second of the weekend after he reportedly swapped out the one seen by a witness at the fires. Bail has been set at 2 million. Based on the charges, his maximum sentence and were not saying this is a maximum case, but his maximum sentence is 22 years. One San Francisco neighborhood took matters into their own hands by installing boulders. Over the weekend, the boulders were removed from the sidewalk on to the street, making this a Public Safety concern. And today those boulders were removed by the citys public works department. Luz pena has the latest for us. Luz . Last week when we covered this story many neighbors we spoke to were glad they bought the boulders. The main reason behind it was to push drug dealers off their block. Fast forward. Today many of the neighbors are concerned about their safety. 24 boulders, neighbors bought them and pced them silently on this sidewalk. Fast forward a couple of weeks later. This, the noise and attention brought to the neighborhood is louder than anticipated. People were getting harassed. People were out here on the streets in the middle of the night sometimes harassing people that were living on the street. Concerned for their safety, many neighbors decided not to give their names and remain off camera. After weeks of having these boulders out, they were threatened by people who disagreed with their solution to keep homeless and drug dealers off their block this way. Over the weekend, things took a turn. And Unidentified Group pushed the boulders on to the street. Living in the buildings on the street, and also online, a lot of people, peoples jobs were getting contacted. For the last six months, these neighbors say they tried to do things the right way, by contacting the city. Even San Franciscos public works director says he liked their idea of the boulders were not big enough and didnt have a permit. They want to do Something Like this, they need to buy bigger boulders . No, what were saying is if you want to do a project, come and give us a plan and we will work with you. Public works placed the boulders back on the sidewalk, but now neighbors dont want anything to do with them and asked for them to be removed indefinitely. We spoke with district 8s supervisor, who now not only has to deal with the public works issue, but a safety concern. What are you planning to do . But also to work with them on some kind of solution. Now i spoke to neighrs who said they filed over 300 reports through the citys 311 line and attended several city meetings, and in one of those meetings is where they got the unofficial idea to buy the boulders.
