That could down some trees, power lines, that could help spark and spread fires if they do develop. Heres a look at some of the winds in the higher elevations. Still very manageable. The fastest is mount diablo, 3,800 feet at 36 Miles Per Hour. Lets look at the humidity. Still manageable. Just in the initial infant stages of this fire threat. Were doing well there. Let me tell that you things will get worse especially tonight. But during the day today if youre going to be out and eoy temperatures. Mainly in the 60s at noon. 60s at the coast. Mid 70s for the rest of us at 4 00. Not as warm as yesterday. Ill pinpoint the areas and the exact time when i think the fire threat will be the greatest comingup. Here is frances. We know about the Power Outages in the north bay. So treat some of those street lights that are out as four way stops especially along highway 29 and highway 12. Word of a new crash now in the Mountain View area. Westbound 237 near 101. You can see its slow as you make your way towards the intersection. Heres a live shot of the oakland maze. What youll notice is the carpool lanes are backed up heading to the bay bridge toll plaza, which is backed up now into the maze. There was an earlier accident on the upper deck and an accident in the backup. Ive been monitoring the w. They are supposed to have a map that shows us where all the customers are affected. Earlier this morning it was working, which was an improvement over yesterday. So many people had gone to this website that it continues to crash. I never got it yesterday afternoon. Some of you finally made it on. This morning, though, as i go on it at 6 03 this morning, they are showing no Power Outages, which i know not to be the case. We do know because weve been in contact with them over the phone, that about 180,000 people are without power. Most of that is in the north bay. Thats what you will find if you try and refresh the page. Actually that just happened. So, now i cant see anything. This is very frustrating for me. Im sure if you are trying at home to look to see if your neighborhood or where in your neighborhood the power might be off or on, that youre also experiencing that frustration. All i can say is i wish they would have been more prepared for this. It appears theyre not. Ive been trying to contact them on social media to see when theyll get this back up. So far no response. At the Marin Gateway Shopping Center, no lights there. That includes a target, cvs, a ross e. A section did have lights, a few intersections down did not. A gas station there, no power. The Marin County Sheriffs Department put out a tweet warning people that some traffic lights are out and you need to treat them as fourway stops. So, to be aware, if you come across one, dont just plow through it. You need to stop, look both ways and proceed cautiously through the intersection. Were pulling through downtown sonoma. Caltrans tweeted last night that drivers can expect the caldecott and devil slide tunnels to remain open during the power shutdown. Caltrans has installed four Power Generators for the caldecott. A similar fix is in place for the tom lantos tunnel. Officials initially said the cold the cocould clo caldecott could close for five days. B. A. R. T. Trains will continue to operate thanks to b. A. R. T. s Power Distribution system. If any b. A. R. T. Station loses power, there are generators. The escalators may stop working but lights should still be on. Im trying to see how many people are out in sausalito, and thats tough do this morning because their residential map is not working. It looks like the Small Business map is working. Im seeing at least hundreds of Small Businesses are out. We know many more people are out of power in the residential area. It look like it can change quickly from area to area areas down here, then just a few streets over, people are totally in the dark. Look how it goes from light to dark right there. The photographer who took this video said there is no gas west of fairfield. All 24 hour stations are in the dark. This is a popular stop for people who are going from the bay area east to sacramento. That outage is also impacting traffic lights including this one near the interstate 80 freeway entrance. Weve been telling you all morning, treat this one as a fourway stop as well as lights out that you may find. More than power could be affected by these outages. East bay mud is asking customers to be ready to reduce water use. You can check out their website to see if you are in a zone where water pressure could be affected. People are rushing to stock up on supplies as you can imagine. Check out this. This is last night at a costco in san jose. There is not much bottled water left. Workers do expect a new shipment today. And in pleasant hills, shoppers loaded up on bottled water in target. Most of the regularsized bottles of water were gone. As of last night large gallons of water and minisized bottles of water were still there. I have a feeling that wont last long. We are talking about it happening now, we dont know how long the outages will last. Thats the thing. Thats a good point. We have to reiterate that the best Case Scenario is some will be without jouout power for a d. Some could take 24 hours, 48 hours. They have to visually examine every power line in person, and they cant do it at night. One day equals possibly two to three days. Its important you stock up on the food and the water and everything you need. And you keep your refrigerators and freezers closed. They can survive a couple days without electricity because theyre that well built. If you open it, you lose 25 of the cooling every time you open the door. So just opening it once time could be detrimental. Make sure you have your food somewhere where you can get to it. The water also. It will be warm without the danger on friday and saturday. The front end of the sevenday forecast is wherell the activity is. Lets get the temperatures out of the way. 80 in santa rosa for the warm spot. Most of us in the mid to upper 70s. Upper 60s Half Moon Bay into San Francisco. Some parts of San Francisco will warm into the low 70s. Tonight, low to mid 50s. In the deepest valleys, the north bay, low to mid 40s. Up in the hills and mountains, upper 50s to mid 60s. As promised, the fire index, were already high at 7 00 this morning near napa, atlas and fairfield. Look what happens as we head towards noon. It hits, it pegs our extreme, our highest napa and fairfield. It doesnt stay there. Look as we head towards midnight. Lake, mendocino and sonoma counties. It stays red. The Altamont Pass and the diablo range will be high. That will continue through the morning. Notice as the winds start to move towards the north bay at 4 00 tomorrow, thats where the extreme fire danger will linger. By 5 00 it will be over. The difference between the pressure, the High Pressure and low pressure and how close they are to each other, thats why were getting such a rush of wind coming down from the north. Now, tomorrow, couple of degrees warmer. Warmest friday and saturday, still dry air lingering. Everything is back to fall,t n carpoanes if youre heading to the bay bridge toll plaza. Apparently theres some electrical issues at the toll plaza not related to the power outage, but it has the carpool lanes at red. So theres flashing red lights there. Thats why the carpool lanes are more backed up than the regular lanes and the fastrak lanes. We had an earlier crash on the upper deck and an accident in the backup. If you plan ahead you can store up electricity while you still have it. First thing do is charge your cell phone to the max while you can. Also charge up your laptops and tablets. Get external batteries for your phone and charge those fully as well. Also you can charge up old laptops and use them as extra charge for your cell phone. And dont forget to turn down the brightness on your cell phone because that will help to extend the battery life. If you have an electric car, dont forget to power that up now while you can. The four major phone carriers, at t, sprint, tmobile and verizon say they have backup generators that will kick in if the power goes out to their cell phone towers. And heres another important tip, unplug your Electronic Devices or have a surge protector because if the power suddenly turns back on they can get ruined. Well talk about what happened at 5 00, thats when the red flag warning began. That was for all the areas but the santa cruz mountains, that begins at 5 00 this evening. It fogoes through 5 00 tomorrow evening. They have a shorter duration of critical fire conditions. Those north and northeast gusts are not here yet of 45 to 5555 Miles Per Hour, but the beginning of the wind advisory started at 6 00. Expect increasing winds today and tonight. Downed power lines could create fires and spread them rapidly. Mount tam, about 17 to 22. Thats about as comfortable as it will get. Temperatures in the 40s to 50s through 7 00. Kind of chilly. Most of us in the 60s at noon. 60s at the coast. Mid 70s for the rest of us. It will feel comfortable today until the breezes kick in. Well talk about what happens tonight while youre sleeping. Thats when the danger is the highest. Technical problems at the bay bridge toll plaza. Apparently metering lights are cycling on for the carpool lanes as well, thats why the carpool lanes are backed up more so than the regular lanes as you make your way towards the bay bridge toll plaza. You can see the backup here. They have electricians at the scene to fix it and a crash on the upper deck as well. 101 in san rafael, southbound traffic on the right. Watch out for lights out in the Robin Williams tunnel making your way towards the golden gate bridge. Lights out in napa and causing heavy traffic on highway 12, 221 and highway 29. The second stage will happen at noon and later on throughout the afternoon. The midnight outages that continue on throughout this morning are happening primarily in the north bay. I would show you where on this map that pg e provided, right now its not working. It has not been working for at least an hour. So unfortunately im not going to be able to show you the specific numbers. But we do know that about 186,000 people are currently without power this morning. We think 140,000 more people will be without power starting at noon. That will be in the east bay and the south bay. We do know that more than 20,000 customers in napa are without power. That number is a little old because again this map has not been updating for quite awhile. We hope pg e is able to get this going again. I heard nothing back. If youre watching pg e, help. All right. Thousands of people are waking up without power. We do know this in the north bay. Sonoma county is one county where the planned outages started at midnight. Amy hollyfield is live good morning. Good morning. We are in sonoma, no lights at way, there are some lights. So maybe this store is open. But when you get closer to the door, you do see the sign that r notice. Peak inside, th peek inside they do have some lights. This wont be catastrophic for this store. One example of what many businesses are facing with this shutoff. We do see employees here working, so that is a bonus for them. They were allowed to come in and at least clock those hours that they were expecting and hoping for. Some people have locked the doors. They are not en working. And the word is to treat those as a fourway stop and to be cautious as you get there. One employee out here working on the sidewalk did make the comment that there is no wind here at all. It is not windy. So the question is on the mind of some people on whether it was necessary to turn the power off at this hour when people could use their electricity to get their day going. Laura is there looking at conditions there. The main condition we encountered so far is at the freeways. At the highwayswa is tacd up p is tryingafthsoajor thoughfare here. The Traffic Signals are supposed to keep working even when the power is out. Theres a battery backup system. That backup system is not working. So, the chp has had to stand out here and try to get cars to make it through the intersection. The issue is the traffic is backed up for miles. Lets show you whats going on over here. This is highway 29 coming up from the Fairfield Area of vacavil vacaville. Im told by chp, this is a major thoroughfare and major commute area for folks, especially this time of year. This is harvest season. There are a number of workers, many more actually than normal going through this area in the morning trying to get up valley to work in the wineries. Theres 200 wineries up the road here. These folks are backed up for miles. Y across the street. Thats an electrician trying to get the battery backup system back up so that these Traffic Signals will work as they are supposed to even when there is not power at the very worst im told by the chp what is supposed to happen is that the lights will flash red and so folks will know that they need to stop. Im asked to remind everyone if they remember from Driver Training that they are supposed to stop any way when there are no lights. Treat this as a fourway stop. They said earlier this morning around 3 00 in the morning before there was a lot of traffic people were blowing through this intersection at freeway speed. So it was an incredibly dangerous situation. So the chp said they will be out here for hours if necessary to try to keep this traffic moving even while the power is out. Power outages in the south bay are set to begin at noon. Well show you this map of Santa Clara County. San jose official also give us an update in about a half hour or so. Jobina fortson is live at San Jose City hall with that. Jobina . Good morning. We are expecting that outage to hit here in san jose at noon today. About 38,000 pg e customers across Santa Clara County could be impacted. Were talking about some far reaching effects. Everything from schools, businesses closing and traffic issues as well. A press conference will begin at city hall at 7 00 a. M. To address that. Pg e forecasts indicate shutoffs will happen in East San Jose along theoothil sth sajose. City s wioutn uld prepare shutoffs. 67 schools are in the outage zones. For people who couldnt get their hands on bottled water or if you need a cool place to rest or charge your phone, there will be three city Resource Centers available for impacted residents. At some level this is joust a power outage. This is not a big deal. We will be able to scale up and add capacity at Community Centers or bring additional Community Centers online to meet the needs of residents. In San Mateo County caltrans is working with pg e to install generators to keep tom lantos tunnel up. Caltrans tweeted last night that motorists can expect the devils slide tunnels along highway 1 to be open during the power shutdown. Previously caltrans said that tunnel would be closed until thursday afternoon. Back now live to sky7 in marin county where the power is out for some folks. That is our sky7 image. You can see there is a lot of there are a lot of lights out. There the backup is working. They do have those red flashing lights. People are treating this this is a threeway stop. Just being cautious and careful. The power is out. But luckily the backups are working for people and things are moving smoothly. We want to check in with mike nicco. A couple minutes ago we heard from Amy Hollyfield live in the north bay, she said some people are frustrated because theyre not seeing or feeling the winds up there, and theyre wondering so why is the power out . I agree totally. I think it was a little too early. We talked even yesterday and the day before that this is going to peak tonight while were sleeping. If they wanted to turn power off later on today, that would probably be a better move. They have different meteorologists than myself, and thats what theirs told them to do. Thats the way you can look at that. I agree with them. When you walk outside this morning, youre like whats the big deal. Theres not one just quite yet. It will change rapidly as we head into the afternoon. Right now winds are less than 32 Miles Per Hour. Thats on diablo. 3,800 feet. Above 1,000 feet, were as low as 6 Miles Per Hour in the oakland hills. So the event is not here yet. The humidity levels, while getting drier in the north bay, below 30 . Everybody else is above that heading deeper into the bay area. Our surface winds wither we live, about 12 to 14. Again, manageable. That 12 is in novato, that 14 is at sfo. Our 450u7humidity levels are no. Were just barely getting into this system. So we have a long way to go. Another 35, 36 hours until this is over lets talk about your commute. Fourway stops, if you come to an area without power. Check first. I have not heard about mass transit, but you never know. It will be windy north of the bay bridge, 9 00 this evening to 9 00 tomorrow morning. Thats when it will be most dangerous to be out on the water. In napa we expect to have about 32,000 customers out. And how about Sonoma County . In Sonoma County we expect to have 66,000 xhircustomers. Are those numbers currently out or expected to be out throughout the day . These are customers currently out. We did begin shutting off power for safety in those particular counties around midnight this morning. And additional counties in the bay area include lake, marin, and solano. How about in marin . How many people are out currently . In marin we have about 9,800 customers out. I do want to note we understand the effects of this event on our customers. We appreciate the publics patience as we move forward through this event to try to keep our communities safe and reduce the risk of wildfire. You talk about moving forward throughout the event. Today and even in the next few days as far as talking about restoring power for people . Yes. We expect to shut power off to additional customers around noon today, eies in our service area. We expect this severe wind event to last until about thursday midday, at that point we can go out to the infrastructure inspect all of the lines, make sure everything is safe, make repairs if necessary before we shut the power back on turn the power back on. People that weve talked to on the ground in the north bay and napa and sonoma counties are saying theyre barely feeling wind at all. Why wouldncouldnt this have be delayed past this morning. Our meteorologists did forecast a widespread severe wind event. Th National Weather Services Also issued warnings. We worked off those details and turned power off when we deemed appropriate for safety. The governor called this mass outage plan by pg e outrageous. What is the from pg e . We understand this is impactful to customers. We understand that, you know, its not a thing we take lightly. We want our customers to know that we have resources available. We are planning on Opening Community Resource Centers around 8 00 a. M. This morning in some parts of our service area where customers can go and have access to charging for their electric devices, Electronic Devices. Have bottled water. Have a place to sit. Have restrooms. But is the governor wrong . He is telling hes telling the residents of california that we should be outraged by your action actions. We understand this is impactful. I understand you understand this is impactful, but im asking a direct question. Shoot governor be outraged . We respect the governors opinion. We do see high fire risk in our service area. It peaks tonight. It linkers in the north bay tomorrow afternoon. After that we have warm weather, without the threat of fire for friday and saturday, back to average sunday, monday, tuesday. Kellogg and sonoma in the part of the extreme fire danger at midnight tonight. 3 00, when i think the winds will be fastest, the humidity will be low enough and our most extreme fire conditions will develop, thats when we have the Altamont Pass and the diablo range at very high conditions. Again, its tonight it wasnt last night, its tonight when were going to have the most dangerous conditions.
