Altamont pass was foggy yesterday, its wet today withstanding water. Between livermore and dublin, we have a downpour hitting that area. Another part of the east bay is getting a downpour, highway 4 from Discovery Bay to pittsburg. Lots of spinouts reported, standing water in the redwood city area, also san mateo as well. Be careful out there on the roads. Moving to the bay bridge toll plaza, metering lights are not on. You can see theres a backup beginning to form there. Again, its because things are slow because of our weather. Looking at mass transit, because that sounds like a good option if you dont want to walk to your car or out of it, the ferries with no delays. B. A. R. T. , ten trains, no delays there. Let me step out of the way so you can see this. They have blocked off this area. Were on san bruno avenue between glenside and crestmoore. Were at the top of the hill. They blocked off this sidewalk and this lane of san bruno avenue. San bruno has declared a local emergency. They say about 30 feet of hillside has eroded. It is not raining here right now. This is what theyre worried about. This is the rain in san jose this morning. We are expecting rain like this throughout most of the day. All of this rain could compromise this hillside and others even more. The declartion of emergency allows city crews in san bruno to work on the situation and to mitigate the slide. They say at this time, no homes are threatened. No people. Everyone is okay, but theyre keeping a close eye on this. As democrats move closer towards an Impeachment Vote that will likely take place before christmas, adam schiff says that his panel already has enough evidence to prove that the president abused the power of his office. This morning, the impeachment investigation entering a new phase as democrats prepare to finalize their case against President Trump. Chairman jerry nadler whose Judiciary Committee is in charge of drawing up articles of impeachment will hold the panels first hearing today with constitutional experts. Ahead of the hearing the Intelligence Committee voted along party lines tuesday to turn over its 300page report on the findings of their investigation to the judiciary panel. House intelligence chairman adam schiff telling reporters, following 30 hours of public testimony and 12 witness, the Intelligence Committee found the president placed his own personal and political interests above that of the united states. This is not about ukraine. This is about our democracy. This is about our national security. The ntsb has released its preliminary report into what it believes is a deadly plane crash even though no wreckage was found. On board was Justin Winfrey and kayla rodriguez, two friends from San Francisco. On thursday, october 24th, they flew in justins plane from novato to shelter cove. The two were seen having dinner at a local restaurant and left around 8 30. According to the ntsb report, a witness observed the airplane depart at 9 00 p. M. And reported that the sky was completely dark with no horizon. Searchers have found no sign of the plane or the two people on board. The ntsb report calls it a fatal incident. The hit and run death of a 72yearold woman and her dog on one of fremonts most dangerous streets sparks demand for action, but not everyone is on board with the proposed safety improvements. Changes could be coming to a stretch of road in fremont thats been deadly for pedestrians. Last night the city council met to discuss proposed changes to niles boulevard between the b. A. R. T. Overpass and nursery avenue between niles and riveria drive. Not everyone agrees on this effort. Abc7 News Reporter Lauren Martinez joins us live on niles boulevard with more on this. Lauren . Reggie and kumasi, the Public Works Department says niles boulevard races to the top of the priority list after fridays deadly accident. Some of the proposed changes include reducing lanes, creating buffered bike lanes, and constructing missing sidewalks, and also putting a traffic light at rock avenue. That was the site of friday nights hit and run. People who attended last nights meeting were passionate for and against the street changes. Those opposed said there are too many changes being proposed. They offered alternatives such as more street lights and signs and stronger enforcement of the current speed limit. We thought we were doing a great thing, but we heard a lot of concern from the community that this is a very old and drastic change. The majority of the City Council Supports the citys proposals. Lrsen says they hope to get a bid on the project by this spring and for construction to begin as soon as next summer. As for that most recent incident on niles boulevard there are new pictures of the suspects car that appears to be a 1990s buick lesabre. Last friday night 72yearold suzanne ogi and her dog were hit by a car and killed when crossing niles. The driver stopped briefly but then took off. The citys public works director says there is a heightened level of urgency since that most recent deadly hit and run. Lauren martinez, abc7 news. Thanks. Yesterday the house Intelligence Committee released its impeachment inquiry report. It says the president sought assistance from ukraine to benefit his reelection campaign. President trump is calling this a hoax. Abc news will have live coverage beginning at 7 00 a. M. Developing news from the live desk, President Trump is holding a series of meetings this morning with nato leaders in london before wrapping up the summit. Earlier this morning leaders posed for a group photo, then a public infighting between some of the biggest member countries. The leaders are due to publish a declaration underlining their commitment to nato on its 70th birthday. Also happening today, a decision is expected on whether to dismiss the remaining gun charge against the man acquitted of killing kate steinle. Jose Ines Garcia Zarate, an undocumented immigrant, was back in court yesterday. Two years ago he was acquitted of all but a gun charge in the shooting death of steinle at San Franciscos pier 14. The sole conviction was overturned by an appeal court which said the judge improperly instructed jurors. Now his attorney said a judge asked the District Attorney not to retry him. Jose Ines Garcia Zarate still faces federal weapons charges. Stanford Officials Say mastermind rick singer approached seven of the universitys coaches over the last decade. Thats according to a just released investigation. Only former head sailing coach john vandermere has been accused of accepting bribes. Stanford said it enacted new policies in the wake of the scandal. Singer admits offering money to coaches at several colleges in exchange for help admitting unqualified students. That will be the Biggest Issue with the morning commute. Stay inside on the ferries if you want to stay dry. And rainiest part of the day will be this morning for all of us commuting. East bay valleys, look at that. Steady rain through 9 00, then a chance of showers from 11 00 through 7 00. Temperatures in the mid 50s most of the day. It will be cooler than yesterday. Peninsula, mid to upper 50s with steady rain through 7 00. And then just scattered rain all the way through 3 00. We have the chance in the north bay of steady rain through at least 11 00. And then scattered rain at 1 00. A lesser chance during the afternoon hours as temperatures reach 57. For the south bay a chance of steady rain through 7 00. A sixcar crash, injuries have been reported here. This is northbound 280 just past the 10th street onramp. Emergency crews are on the way. It sounds like one of the people involved in this crash is trapped inside their vehicle right now. Well continue to monitor that for you this morning. Moving now up to the north bay here, this is southbound 101 past the waldo tunnel. Theres a spinout reported here. There have been spinouts all over this morning. Just be careful out there. Northbound 280, we have a car fire, one lane is still blocked. Crews are working to get all of that cleared up because there were two lanes blocked earlier this morning.
