Reporter the heavy downpour over the weekend had nowhere to go once it hit wawona street and 15th avenue. Water was gushing out from underneath these homes. Sewage spread across this road. Shes wearing a hazmat suit to suck up the stuff in the intersection. That stuff was a foot deep in my master bedroom. Why am i not in a hazmat suit . Reporter these residents are dealing with the aftermath and paying up to 5,000 to clean up. It takes 24 hours, especially with the water that came up from outside, it takes 24 hours to get mold inside. If we dont do that right away, theres a lot of damage in their homes. Reporter they had crews working over the weekend but only deal with whats on the surface. Our crews came out with a sweeper truck and helped clear up that debris after the incident. Reporter we questioned the San FranciscoPublic Utilities commission. They are in charge of the drains and responsible for areas prone to flooding. Their answer, the drain system was not big enough, but they say they have a plan. Were in the design phase of a program that will increase the size of the drain, storm drain system in that neighborhood. We expect that to begin in 2021. And again, that will bring it up to the level of service of the fiveyear storm. Reporter meanwhile norman yee said the city has to do more and speed up implementing the 700 million that we already allocated to make improvements to upgrade our storm drains and sewer systems. Answers that are not good enough for many. My biggest concern is that this neighborhood gets ignored and taken for granted. Thats not right. Reporter and that drain system the city is working on wont be implemented until 2021, which means if more rain falls here, the chances of this getting flooded again are extremely high. Back to you. Now, luz, who helped those neighbors during the flood, and what are the options now . Reporter yeah, so we were here saturday and the only people that we saw here helping were the neighbors. They were helping themselves and San FranciscoFire Department. Now, the options they have now in case of another flood that we expect for it to happen is basically to brace themselves with more sandbags and to claim with the city for any property damages. It was the intensity of the rain on saturday that caused that localized flooding like you saw in west portal and parts of San Francisco. Were not expecting that intensity of rain with our next storm system but rain totals very impressive. Santa rosa, more than 2. 5 inches of rain, close to 1. 5 in San Francisco. Livermore and san jose coming in with just about half of an inch of rain. Theres our next storm system. Were tracking a cold front on live doppler 7. That will move in here tomorrow night. Ahead of it, though, well have some issues with fog once again. We had that dense fog this morning. It will repeat tomorrow morning. Visibility and miles for the Tuesday Morning commute. You can see a lot of places with zero, that is very dense fog. Use caution again tomorrow morning. We will track areas of dense fog. Add a little extra time and extra distance between the cars in front of you. That camera belongs to this flower shop. The owners told me that the thieves took off with at least 10,000 worth of their belongings, including a clients valuable heirloom. They want the publics help to identify these thieves. Take a closer look at the footage. They ended up opening this loading dock. Reporter this is what was caught on their Security Camera, two people scoping out the back. The business posted this photo on facebook, a Woman Holding an urn. That urn is a valuable heirloom that belonged to one of his clients. Were talking about 4 40 a. M. When they got here, they were able to get into the space. They went straight to my office. Containers were in this particular spot. Whatever they can ended up taking from here, went into my drawer, got stuff from here. Went inside the printer where i have the rest of the files and computers. They took as much as they could. Reporter the owners say at least 10,000 worth of items were stolen. They filed a police report, but its their Facebook Community thats been more helpful with tips an leads. Everybody is texting me. Today we got a hint of the names, possible names for the people. Theres another person that ended up calling us. She works with the homeless and with the people in need and shes like im familiar with who that person is. Reporter escalante says the been in his store before. He worries for this complex hes in full of independent businesses. In october their neighbor, good karma bikes, was hit twice by theft. We spotted broken glass in the parking lot and he says theres been a number of breakins and vandalism the last year. In the east bay something went wrong during a lab test this afternoon in emeryville leading to a Hazardous Material situation. Sky 7 was over the scene and you can see all the First Responders off powell. We were told by the Alameda CountyFire Department that just before 3 00 p. M. , someone in a lab placed a chemical in a tub of water. It created a reaction and small fire causing the room to get hot. Firefighters were called in and evacuated everyone from the building. Fortunately, no one was hurt. In oakland today, abc 7 news was first on scene when a van full of stolen dogs was founding. Laura anthony tweeted this video showing petted carriers in the van as well as this video of an oakland animal control officer holding one of the rescued puppies. The van was filled with dogs when someone stole it from the parking lot of a hotel in fremont. Investigators used the vans builtin gps and tracked it to oakland with 24 dogs still inside. Police are still trying to determine if any are missing. Julie bingham runs a dog transport business and says at the time the van was stolen, it was locked with the Engine Running so the animals had ventilation, food and water. I gave the officer a big hug. I was literally away from the van like three and a half, four hours at the most. Reporter Oakland Police say the accused thief was trying to sell the dogs. A second man detained by officers says he was just trying to buy one. One of the most basic steps in building a better bay area of course is safety. The bay areas largest city hit an unfortunate milestone over the weekend. The number of pedestrian fatalities reached an alltime high. The latest incident happened on one of san joses most dangerous roads. Chris nguyen explains why the problem could get even worse. Reporter a tragedy in san jose has some people thinking twice before hitting the roads. Saturday night a man walking in traffic on story road near karl street was killed after being struck by a vehicle. In this case, the driver stayed and cooperated with police, who say drugs and alcohol do not appear to be factors. It gets you thinking and it makes you kind of aware of the potential that we are in a very shared space between pedestrians and vehicles. Reporter the incident marked san joses 25th Pedestrian Fatality of the year, an alltime high. Our challenge is to fix the environment so that everybody is equally safe. Reporter kelly snyder says the high fatality rate isnt a surprise given the citys overall growth and dependency on automobiles. We have more people, we have more pedestrians, we have more drivers. And that means statistically theres going to be a greater chance of conflict. Reporter san joses Vision Zero Program aims to eliminate all traffic deaths in the city, but city officials will be the first to admit they have a long way to go. Big infrastructure changes take a lot of time. Changing the way that roads are built is a long process. Reporter as the nights get longer and the roads get wetter, the city expects vehicle fatalities to go up. They have displayed signs like this asking drivers to be mindful. More motorcyclists are suffering severe injuries lately. They have hit in fact an alltime high. The report studies an eightyear period starting in 2011. Vision zero was adopted in 2014. Were not expecting anywhere near the amount of rain we expected the past weekend. The best chance is in the north bay. Scattered light showers, really minimumal rainfall and a low impact event. So well start the clock, 6 30 tomorrow evening. A lot of cloud cover, some drizzle close to ukiah. As we advance the clock into the Early Morning hours on our wednesday, you can find the chance of any wet weather really confined to the north bay and right along the coastline.
