An expert says it will be almost impossible to make enough changes to please Governor Newsom. He rejected the utilities plan and says it doesnt do enough to improve management or beef up Safety Improvement procedures under procedures enacted in july. A professor of Bankruptcy Law at uc hastings says the company is focused on survival. It is fair for Governor Newsom to criticize this company and fair for him i think to criticize this plan, but i think its somewhat unrealistic to expect the bankruptcy process to fix all the problems the company has. Pg es power lines have been implicated in several deadly fires and the bankruptcy plans relies on the company tapping into a state fund to pay more than 13 billion in claims. Newsom appears to wants the option of breaking up the utility if the bankruptcy plan falls apart. He seems to be suggesting he wants the right if pg e leaves bankruptcy and not successful to perhaps seize its assets and give them to local entities, although thats not clear. Newsoms approval isnt legally required for the bankruptcy but his cooperation will be needed to tap into the state fund to settle with fire victims. In a statement, pg e says it believes the plan complies with the law and will work to resolve any issues. Dungeness crab season began at the stroke of mid neath.
