Assistance. Back here in the bay area, the number of new infections continues to climb, along with the death toll there have been three new deaths today. Here is a look at the current number of cases throughout the bay area, which is now over 500. The deaths happened in Santa Clara County. One was a man in his 80s. Also, a man in his 70s. They both died from the virus. The county also reported ten new cases this afternoon, bringing their total count to just shy of 200. A Contra Costa County resident in their 70s passed away the hospital yesterday that was the first death in that county, and that person had Underlying Health issues and had recently been overseas. This week weve shown you scenes of empty streets with droneview7. There were few cars on the road. But is everyone following the rules . Abc7 News Reporter chris nguyen was in the south bay today where officials are stressing the need to stay at home or face firmer enforcement. Chris . Well, some good news, ama. The Police Department says the vast majority of san jose has been complying with the order. The focus has been on education, but that could soon change as enforcement ramps up. With the entire state under a sheltering order, officials in the bay areas largest city say firmer enforcement could soon be on the way if nonessential businesses ignore californias calls to close up shop. Were going to need to insure everybody understands what activities are permitted and whats not. Thats not always clear to folks. We want to do everything we can to educate. Abc7 news traveled throughout san jose today as members of the Police Departments health order compliance patrol team checked on businesses that were called in by the community. At this specific stop, a manager explained why his Telecommunications Equipment business is considered essential. Were taking this seriously. My officers are taking this seriously. And the vast majority of the city of san jose is taking this seriously. So far nearly 60 businesses and gatherings have been issued a warning. Hair salons, smoke shops and barbershops make up the majority of cases. Parks that maybe have 20 people, 30 people that are all playing a soccer game, a basketball game, hey, guy, the health order has been provided by Santa Clara County to disperse, and we need to focus on whats the greater goal of this. Starting next week, repeat violations could lead to misdemeanor citations, which is the strongest legal penalty authorized by the sheltering order. The health code sanctions are also a possibility. Our officers know theyre going to face dangers out in the community. But for one of the first times, if not the first time in my career, the invisible danger theyre facing they may have to take home. The city reminding residents if they see something thats not right, to say something. And yes, were going to depend on the public. Its simply informing authorities to insure that we can all be safe. Again, city officials are asking the public to call 311 if they stumble upon a nonessential business thats not complying with the order. Were live in san jose. Im chris nguyen, abc7 news. Chris, thank you. This is a really tough time for Small Business owners. Some are trying to find a way to stay at least partially open under the guidelines of what is or is not essential. Here is abc7 News Reporter. Bleach and sanitizer. Purell and beer. Not the usual combo at this tap room and brewery in the fruitvale area of oakland. Small breweries like our, over 2 3 of our profit come from our tap room. So, you know, thats what we use to keep our lights on and pay our folks. And thats gone . Its severely hampered. So with some painters tape xing off social distancing squares on a sidewalk and a table front with beer, theyre hoping to eek out an existence. Total closure they say would be a death sentence for them. The fear is one they cant pay the rent. They cant pay the employee, an. So those are realities. Oakland City Council Member noelle guy owe is handing out flyers detailing how to apply for unemployment, how to get help with the rent, how to access child care. He said his office is inundated with calls. Some of us have to survive. And we survive in many different ways in different communities. In walnut creek, there is plenty of parking to be had in the usually bustling downtown. People come and go from restaurants with togo orders, and the prime shopping district, its a ghost town. The police say theyve had a couple of complaints from concerned citizens about businesses still open that should not be under the shelter in place orders. They say theyve asked those businesses to close and received compliance. The challenge for everyone is timing. We dont know whether this is two weeks or four weeks or 16 weeks or, you know, 52 weeks. We have no idea how long this is going to be. Im leslie brinkley, abc7 news. Anyone tested for the coronavirus has to wait five to seven days to get test results back. Abc7 news multimedia producer Juan Carlos Guerrero has found that to be agonizing as he and his wife wait to hear for their results. Well, its friday, and were officially in the five to sevenday window of getting the test results back. Every phone call and every email causes some anxiety. Well, have i been selfisolating in the house, the wait has been tougher on my wife, who has restricted herself to the bedroom until she finds out if she is infected. Ive never picked up so many calls hoping its from kaiser. And there is another reason why the wait has been so difficult. I have been very private about a very difficult Cancer Treatment that i finished. I was home bound for a year and a half. But even through the most difficult times of radiation and chemotherapy, i always managed to go to the table to have dinner. I could once in a while go out. I remember you and some friends carried me to a friends birthday party. Now im isolated in this bedroom. It kind of sends me back to those day, and those are days i want to forget. So we kept your treatment private. We didnt really talk about it much. Have i been a public figure for over 20 years. It was painful to see a somewhat defeated side of me. With this, i guess we decided to go public because its affecting so many people in the community. Im just one more, and i can only imagine how many people are going through the same struggle that you and i are. That struggle includes my daughters at uc san diego, who need to move out of campus. We talked last night what to do. If im not cleared by tomorrow morning, my brother will go get them on saturda. But the statewide shelter in place order is a new concern. Im also worried about whether theyre going to do any more restrictions. Im hope thanksgiving wont do any roadblocks or anything like that. Im already packing. Half my room is packed. Hopefully well get the test results soon. I will say its good that she has juan carlos, because i know ive talked to him over the past several months. Even through all theyre going through, he always managed to keep like just a very positive and outgoing outlook about the whole thing and what they were going through. So its one of those times where at least they have each other. And it seems like theyre doing really the best they can. Yeah, but just watching that for like a minute and a half, i can feel my own stress increasing, just feeling what theyre going through. And i didnt even know about the previous Cancer Treatment. So were just hope and pray for the best and hopefully the whole family will be okay and re daughter dealing wit issues at school as well. So hopefully well get past all this. All right. Californias infection rates, theyre doubling every four days. At that rate according to the governor, the state could see the numbers skyrocket. We estimate in the united states, weve heard this number across the rest of the world that people 30 of the population as high as 70 of the population may contract the virus. In california, weve been working with those numbers. As a nation state, 40 million strong. Weve been organized around an attack rate, as we refer to it, of 56 . So what exactly does the morn mean right there . Kris reyes with an explanation. Make no mistake, the number is real and its scary. As soon as the governor said it, everyone paid attention. As nation state 40 million strong, weve been organized around an attack rate, as we referred to it of about 56 . That the virus will impact about 56 of us. But if there is one story where you have to read past the headline, its this one. And so we want to make sure that you hear exactly what the governor said right after that statement, and why that number is important. But not as alarming as it sounds. So lets start with what he says right after. That number in and of itself shouldnt be overly alarming. The vast majority of us, the overwhelming majority of us wont have symptoms. Well be perfectly fine. And thats because many people who are covid19 positive are either asymptomatic or have mild symptoms or need no hospitalization. The other thing to remember about this number, which amounts to about 20 Million People is that its a worst Case Scenario. Again, worst Case Scenario. The bay area has been under a stayathome order. Now the rest of the state is too, and weve all been social distancing. So why the worst Case Scenario important . Well, because the government has to be ready for it. Let me be precise. Its a number we have been using for the purposes of guiding our resource delivery and guiding our decision making. Here is an example of what that worst Case Scenario would look like for hospitals. 20,000 people would need hospitalization. Now according to the governor, the states Hospital System can handle a surge of about 10,000, but not more than that. After that, youll see the kind of collapse that we saw in italy. Were looking at a delta, a gap that requires about 10,000 10,000 beds, 10,000 members of the community to staff those beds. And thats currently what were up against. The big unknown is this. If what were doing work, what do those numbers look like . We dont know. But what we do know about this number is its a projection from the best Public Health experts in the world using the best available data. Its the reason why we can project our curve to be somewhat in line withal h been the worst Case Scenario so far. We can learn from those lessons. Thank you, kris.
