Drastic measures to combat the coronavirus are forcing dramatic changes across the country. Well bring you the very latest this morning. As we come on the air this morning, alarming and sobering numbers from across the globe. There are now more than 300,000 confirmed cases worldwide and more than 13,000 deaths from coronavirus. And in the u. S. , there are now over 26,000 cases and at least 340 have died. New york, the city that never sleeps has gone quiet. Now the epicenter of this crisis with more than 12,000 confirmed cases, one of least five states asking residents to stay at home. Those restrictions affecting more than 20 of the countrys population. Mic uncertainty the senate is expected to finalize a deal on Economic Relief later today. Senate and house leadership are set to meet to discuss that trilliondollar rescue bill. All of this has visibly changed life in america. Barely any cars on those normally packed los angeles freeways. The las vegas strip, usually buzzing with life now desolate. And in the nations capital, the Cherry Blossoms have bloomed, a sure sign of spring but no one knows what these next months will bring. Over the next hour, well break it all down ahead a crucial week in confronting this crisis from the emergency medical response to the economic fallout, to the many ways this virus takes a toll on all of us. Dr. Jen ashton will join us shortly on her take on what the latest numbers mean. And how you can protect yourself. But we begin this morning with fema director peter gaynor now in charge of governments response effort. Good morning, mr. Gaynor. I want to start right away with femas mission which is to lead america, to prepare for, prevent and respond to and recover from disasters. How did we get to this point where we have healthcare workers desperate for critical supplies . Its a great question, martha. My role today is about today, its about tomorrow and its about where we are in two weeks. My job is to bring together the whole of government, whole of nation, to include our Business Partners to make sure that we can navigate our way out of this and thats what were doing every day. So when it comes to things like supplies, we shipped supplies yesterday, we shipped today, and tomorrow, well try to meet every need in the nation. But a word of caution the supplies that governors are looking for are the same supplies that every other country in the world is looking for, so this is a global problem. Its a national problem. And again, were working hard every day here to meet those demands. We know youre working hard, the task force announced yesterday that 600 million n95 masks to protect healthcare workers have now been ordered but no one on that task force, not the president , not the Vice President , not you could answer the question, when they would be ready for use. Let me run part of that exchange beginning with our own trevor ault. When exactly can expect to receive these masks now . Every single governor across the country is looking for the same thing. Its a balance. Were examining the entire supply chain when will the masks start coming in . Theyre out there now. Theyre out there now. Can you tell us this morning, when those masks will be distributed and how many . They have been distributed. Theyve been distributed over the past couple of weeks. Theyre shipping today. Theyll ship tomorrow. We find more and more masks to ship because been developing great partnerships with the commercial sector out there through donations, ramping up production. So, again, they have been shipping. Were trying to focus those shipments on the most critical hotspots in the country, places like new york city, Washington State, california, thats our priority. But will the Healthcare Systems there be overwhelmed before masks get there . I know youve been shipping some masks, but these 600 million ordered are very important and critical at this point, will they get them in time before the Healthcare System is overwhelmed . Again, theyre shipping today, they shipped yesterday and theyre shipping tomorrow. And i think one of the things when you say they, how many, the new masks . There are hundreds of thousands of millions of things were shipping from the stockpile. I cant give you details about what every single state and what every city is doing. Were shipping from our stockpiles, shipping from donations. Its happening. The demand is great. The demand from the governors is great. The demand around the world is great. I have the best experts here. I have a twostar general from the joints staff here, logistics, thats helping me solve these problems. Plus many other from government, were in this 100 . How many masks were in the strategic stockpile, have all those masks been distributed . If not, why not . Again, there are still supplies in the stockpile, we are shipping all those supplies to all the demands, all the asks from the governors every day. We are were prepared to go to zero in the stockpile to meet demand. Again, this is a whole of government effort. This is shared responsibility, i know the president , dr. Fauci talked about testing, you know, if you dont need a test, if you dont have symptoms, please dont get a test because the demand for ppe on unnecessary testing is something thats working against us, so were all in it together. Every american has a role to play and we ask you, if you need to get a test and you have symptoms go get it. If you just want to get a test to make sure yourself feel better, please dont do that. You still got some in the stockpile, the masks, i wonder why that stockpile hasnt been depleted . Have you seen the urgent plea from healthcare workers . We have. I have talked to governors and emergency managers. We got updates through the task force. Im well aware for the high demand for these items. Again, why havent those been shipped to those urgent care facilities. If you have those masks in the stockpile as you say you have and theyre shipped, why werent they shipped before . Which really goes back to my original question, how are we in such bad shape at this point in terms of supplies . So, again, like i said at the beginning, my focus is today. Right, filling all the demands that have been in the queue, filling the demands that we get today and tomorrow and the next month to make sure we find and connect the supply with the demand and meet that need. You said your agency hadnt been invited to join the White House Task force until last week, should femas involvement ramped up sooner and why hadnt it . Not going to ok back on what should have been done, what wasnt done, and we can do that at a later time. Again, my focus as the lead in for coordinating federal operations is on today. We can look back at another date. My eyes are focused today, tomorrow, the next day in order to beat this coronavirus. The Washington Post just reporting that the u. S. Intelligence agencies were issuing ominous classified warnings beginning in january about the global danger of coronavirus, all this while President Trump and others were downplaying the threat, the post said according to an official, donald trump may not have been expecting this, but a lot of other people in the government were they just couldnt get him to do anything about it. The system was blinking red. The president said this report is inaccurate. So, did you know about those warnings and if not, why not . You know, when it comes to Public Health emergencies, hhs has been the lead for that. They kind of own that mission. I was not part of any of those discussions, whether theyre reported or factual. I want to go back to your mission again is, to lead america, to prepare for, you had no indication the worldwide threat assessment of 2019, we assess that the United States and the world will remain vulnerable to the next flu pandemic or largescale outbreak of a contagious disease that could lead to the massive rates of death and disability, severely affect the World Economy and strain international resources, is it really fair to say you had no warning about this really . Again, the Public Health and medical mission lies with hhs. My mission, fema, prior to this, National Disasters and those catastrophic events that happen. Now its a different world. Now hhs and fema are locked arm in arm, plus many other agencies around government to include private partners. Today, im trying to focus on today and tomorrow and where we want to be in a couple of weeks, that is my mission. What do you think well see in a couple of weeks, a big change . Again, i think every american has a role to play. I think the 15 days, do what you can do to help yours, your family, help your neighborhood and your business. Do those things that are simple. Governor, what finally made you tell your residents they have to stay home . Martha, weve been trying to get out ahead of this, we first started meeting in january, we formed a whole of Government Task force on on super bowl sunday. At every step of the way, weve been trying to get out ahead of this. Its quite clear that unless we cracked the back on the social distancing side, on that curve that were flattening the curve were taking about, well have an overwhelming pressure on our Healthcare System. Weve been taking these extra steps. My plea with my folks in new jersey is frankly just stay home. Unless youre essential and helping us in the fight, we need you to be at home and even at home we need to social distance. And give us a sense of whats happening on the ground there now. Listen, i think were the fourth state in terms of number of positive cases as of yesterday, 1327 positives, 16 fatalities. God rest their souls. Our testing regime is expanding dramatically. We now will open up our second drivethrough testing on monday, thats good news. The numbers are going up partly because were confirming the data. That will allow us to better and more proactively deal with this awful crisis. But folks needed to be jolted. You mentioned in the tape theres no time to panic but just the same its no time for business as usual. We won world war ii, not because we panicked we were smart, ersid hard. New jersey al ho ldinghe essentially saying in an interview that everyone in new jersey is going to get the virus but yet youre having nonessential businesses closed. What would you say to the businesses closing if the commissioner is saying everys going to get it anyway . We have the first nurse to serve in that position in new jersey. My view is, we die trying. I think the flattening of the curve, the social distancing, telling everybody just stay home gives us a real shot to keep the numbers down. To keep the pressure lesser than otherwise it would be on our Healthcare System. That will god willing save lives, have fewer sick folks, were not sitting on our hands by the way, were also working with the army corps to expand our healthcare capacity. My view, and i think Health Commissioner joins me, the more aggressive we are on the front end, social distancing, the better shot we have on the back end to keeping people safe. A package to address the the Health Challenges created by this virus, whats the greatest need for your state right now . So, we got a couple of things. Were desperate for more ppe equipment, personal protective equipment. We have had a big ask into the strategic stockpile at the white house. Theyve given us a fraction of our ask. We are as a state, public sector, private sector, nonprofits, turning over every stone. We need a lot more ppe, both to protect our healthcare workers and protect the sick. The Economic Impact is overwhelming for workers and small businesses. We need federal government, we need the congress and the president to send direct cash assistance. We think new jersey, new york, pennsylvania and connecticut alone, those four states, need 100 billion direct cash assistance to allow us to continue the fight. Id say, lastly, theres a cost share between the feds and states. Wed love to see that go to 100 for the feds. Take the pressure completely off the states. Those are three specific asks. Governor, i want to ask you very quickly if you wouldnt mind, what was your reaction to what the fema director said, you said you still need those masks . We sure do. We have had a good working relationship. Fema region 2 has been very good with us this week setting up our two drivethrough testing sites. Theres no question about it. We need a lot more ppe and we need a big slug out of that out of the strategic stockpile. Okay, we thank you very much for that. Lets turn now to michigan, at least 790 confirmed cases. Gornor g. Is something similar under co bnsideration r n agesve i was one of the first to cancel school, we moved forward with closing restaurants and bars pretty much at the same pace of my fellow Governor Phil Murphy and governor mike dewine, republican from ohio as well. Were continuing to analyzing and determining what our next move is. The fact of the matter is, were continuing to see these numbers go up exponentially. The problem that we have right now is, we dont have enough test kits. I heard your conversation with the man from fema, we need test kits, because these numbers are informative to only to a certain extent. We know that covid19 has infected a lot more people than just those who are being tested and testing positive. And thats why in order
