No place or at least no other place than the street. The city shelters cant go in there because they would be too close to one another. Instead, nonprofit organizations are giving them tents and tell them to shelter in place. And in this case, in the tenderloin, that place is the sidewalk. The idea is that theyre contained, not going to be spreading the virus. But theyre going to stay in the tents. But the reality is different. Just take a look. Theyre not staying in the tents. Theyre out on the streets. And with it are the other problems, the Mental Illness, the drugs, the other things associated with population that are going with them. Its one thing what youre seeing on the streets. The other thing is what youre not seeing all the time. Those are the people that are living in the hotels here and apartments here that are virtually being held prisoner because they cant go out on the streets and mingle with this. Theres tents right down there. Theres people passed out. Theres tents down there, theyre on the sidewalk. Its so bad that the university of california Hastings School of law which actually has its campus in this neighborhood has joined together with others and filed an unprecedented lawsuit against the city asking for the tents to be removed for safety of those in them and for the safety of those people who are living in it. The result is the mayor is ordered a cleanup of the area. A block by block plan to remove the tents and take them to parking lots or open spaces wherever they can find outside that they can set up the tents at the proper distance and monitoring them. Whether it works or not remains to be seen. Its going to be difficult to get these tents up and moved in a healthy manner. Its going to take time and manpower and its going to take the cooperation of the people in the tents. Theres another question at play as well. Once these tents are gone, whats to keep other tents from coming in and taking their place . Theres another issue here, dan. Its not just the tenderloin. Although that is the most dramatic and Health Crisis area, tents are popping up all around San Francisco. The encampments are spreading on sidewalks in neighborhoods that have never seen before, in part because they dont want to see it in the tenderloin. Not just spreading in San Francisco, its in oakland and other parts of the bay area as well. Its a bay area problem, but were focusing for the moment on San Francisco. Your heart goes out. Theres so much human suffering on the streets of the tenderloin and the other areas that youre highlighting. Its a terrible situation for all involved. As you point out, a terrible situation for folks who have to live and work and try to run businesses in this area as well. The question, it always comes back to why do we wait why is it a Tipping Point . It became a Tipping Point a year or so ago when they passed a proposition to double the funding to help the homeless in the city of San Francisco. Here we are again, i know were all distracted by the coronavirus and rightly so. But why do we keep getting to the crisis points . Thats a good question, dan. It was interesting, two weeks ago, three weeks ago, even a month ago i was in the tend tenderloin when this started. I was down there with the paramedics and the Fire Department and the police as they went out every morning to try to get the places cleaned up and distanced. Youre right. What happened was it reaches this point because no one makes a move in government nine times out of ten until you hit a crisis point. Whether its a budgetary, crisis, crime crisis, education crisis. There was a reluctance to go in and tell people to move. They didnt want to disturb them because they thought it might spread the virus. There was a reluctance to tell them to move because the rule was you couldnt tell them to move unless you had a place for them to go. I stood there and watched as police asked people to move their tent and whether its Mental Illness or drug dealing or other things that put people at a different level, all they got back were curses and they were going, theres nothing else we can do. Well try it again tomorrow. Now the city is saying, no, its got to happen. Why . Because its reached a crisis point. Sometimes that takes precedent. It takes a crisis for this for r happen. We saw a shot of city hall. You remember in the 80s, the civic center plaza. It was a homeless encampment that was shocking to a lot of people. Phil, let me ask you this. If they move those feex to a parking lot, its a bandaid. We have a huge Homeless Population living in close proximity in the city during this pandemic. Thats just a stopgap. Dan, lets be honest about it. We have a pandemic, now we have a crisis. Were moving them from the sidewalks. Lets see what you said we move them to a parking lot. When this is done, well still have a homeless crisis and housing crisis. Well have other crises as well. How do you get them to someplace else. Now wind up with just big camps around the city. Thats the real challenge facing the mayor in the months to come. Its a huge dilemma. Phil, great work as always you can read his columns every wednesday and sunday. It may not be more than a month away. We just want to make sure that we have a protocol in place to secure customer safety, employee safety and allow the businesses to thrive in a way that is sustainable. Another effect of the outbreak is on the state budget. The governor said today the state will need to tap into its reserves. In the bay area, three counties moving to stage 2. Napa and Solano County were doing so. Timothy patrick jewelers in santa rosa offered a sort of walkone window service. One customer checked on a necklace she ordered. I havent been down here in weeks. Im happy to see some are open. Life is more important than a piece of jewelry. If you do need a piece of jewelry, im here for you. Many downtown businesses chose to pass up the limited reopening for now. County Officials Say if necessary, they can put earlier restrictions back in place pretty quickly. Bookstores on the list of Retail Stores that can partially reopen today. But you cant come inside the store. The owner of a bookstore in napa explains how shes adapting. Today means that we are extending our curbside offerings so people can call us up and say that theyre outside, well bring them their order to the sidewalk. Maybe thats a customer. A customer can go inside businesses considered essential like this bicycle store. Those stores never faced orders to close. But they must adhere to certain rules, including social distancing. In addition to napa, solano and Sonoma County. With mothers day this weekend, a lot of people are asking about flowers. Can florists reopen . There isnt a simple answer, though. News anchor, dion lim has that story. Mothers day is traditionally the busiest holiday for florists. As flower mart, it might be their busiest week in their 65year history. Part of it is because restaurants arent open for mothers day and if you got to do something for mom, people are sending them flowers. But along with the satisfaction of being busy after weeks of being closed, confusion on how those flowers can get to the consumer. Theres been a bit of confusion on what they can do starting today. Earlier this week, Governor Newsom announced Retail Stores, including florists were on the list of businesses that could start Curbside Pickup friday, even doubling down on the message today. Look out for your neighborhood florist. Look out for your neighborhood business. They need your support. So the news of six counties in the bay area deciding on thursday to maintain shelter in place orders allowing for flower deliveries only was a blow. It was heartbreaking. A surprise to many. Im not aware of that. Thats horrible. Including miriam, a mother of five who was counting on sales at her shop to stay afloat. I do have pickup orders for tomorrow. I have to do what i got to do. Not just flower, drivers patiently wait for deliveries and theyve noticed confused customers too. Did you have a lot of people that thought they could pick up today. I felt it right away. Markets are a different story. They are classified as an essential business selling you groceries, they can sell flowers right here direct to customers. But despite the booming sales leading up to mothers day, florists are hurting. Trying to recover from canceled weddings and Everything Else during the pandemic. We have no idea whats going to happen and how fast things will turn around. In in San Francisco, dion lim, abc 7 news. In San Francisco, they were disappointed that her shop who sells fabrics and art supplies remains closed. A Clothing Store named cookies had windows repaired anticipating reopening soon. But neither is allowed because San Franciscos rules arent as relaxed as the states rules. There was confusion. My employees, my customers all kind of were confused about it. But i knew that it was local jurisdiction was going to take precedence. When theres a difference between local and state guidelines, you have to follow the more restrictive measures. Enforcing the rules is up to local businesses, not police. San Francisco May move to stage 2 may 18th, ten days from today. Theres a lot of confusion over who can reopen. A lot depends where the business is and what it sells. We talked to every single bay area county to get the rules. You can find the list on abc7news. Com. Your onl your onl your onl l messy. This shouting match is among public officials. Their problems started long before this. Im Spencer Christian. It was sizzling like summer in some locations today. High temperatures in the upper 90s. But it wont be that way for mothers day weekend. Ill have the accuweather in the midst of the coronavirus pandemic, a local elected official is stirring up unwanted attention in San Mateo County. It revolves around the San Mateo County harbor district. A publicly elected commission responsible for operating two popular marinas along the peninsula coastline. Tonight, abc 7 News Eye Team reporter is looking into accusations the commissions dysfunction is wasting hundreds of thousands of dollars, stephanie, in taxpayer money. Im holding in my hand grand jury reports from 2014 that pushed for the districts to be dissolved among allegations of poor leadership the their latest Public Meeting may just be the last straw. Credibility san mateo harbor district is criticized for lacking professional decorum to fiscal oversight and recommendations to improve in 2016 seemed simple. Number one, commissioners should develop a better working relationship in order to better govern the district. A pervert number 2, the district should engage a qualified consultant for them to develop conflict resolution skills. Quit lying, sabrina. This was a meeting held on zoom april 15th. The yelling goes on for three minutes until the board president leaves. You know he sent the photos long time commissioner Sabrina Brennan referencing accusations about tom ma tush. There was a Sexual Harassment claim alleging, he sent pornographic photos. Before being elected, he emailed over 40 people explicit photos including brennan. But he denies the harassment allegations and the attorney concluded they were unfounded. This meeting highlights whats been krit soozed by the grand jury as a 50year history of problems surrounding the district, including running multimillion dollar deficits and allegedly wasting taxpayer money. I hold all of us in the county accountable to some degree. State Assembly Member kevin mullen says the latest meeting is an embarrassment for san mateo toint. Especially during times of crisis, we need elected boards to work in a constructive and a civil manner. A 2014 civil grand jury report titled what is the price of dysfunction . Accused the commission of being in disarray and recommended the board of supervisors take action to address it. Documents obtained by abc 7 show a year later, in july of 2015, a local government Oversight Authority also urged the harbor district be dissolved. But supervisor don horsily said the district should be given 18 months to demonstrate a commitment to Good Governance and improvement. He admitted while initial progress was made to improve morale and reputation, it didnt stay that way. Do you think that last meeting was improvement . That last meeting was the worst i have ever seen. It was disgraceful. Peoples business cant get done. Its the most disgraceful performance ive ever seen on the part of an elected official. Its clear theres ongoing conflict with the district. But why did it take five years to be addressed . Thats a good point. You know, maybe in some ways we were a little a little negligent and i think we have a responsibility to eventually say enough is enough. I think for me, ive seen enough. I think it needs to be dealt with at this point now. I had an interview scheduled with the current board president. But she refused to speak on the phone and texted me the following statement. The majority of the board has to work very hard to accomplish the pressing business objectives of the district. At a a basic level, well ensure that the meetings adhere to the parliamentary procedures. All five commissioners are required to complete both an ethics and harassment training every two years. So should you, nancy wearing, shame on you. We reached out to commissioner brennan who didnt want to go on camera but shes disappointed the San Mateo County board of supervisors didnt take action after learning of the alleged harassment. But i do want to point out, she plans to continue bringing this up at future Public Meetings, saying she wont be silenced. For the iteam, stephanie sierra. By the looks of it, none of them want to be silenced. What do you expect to happen next . Dan, following our interview, the supervisor said hes going to bring up these issues surrounding the harbor trikt di at the next board meeting. Well stay posted on what happens.
