Survivors telling their stories. Hold onto that kid and dramatic rescues. Strangers banding together to help a family trapped by rising floodwaters. Stay there. Come over slowly. How they got them to safety. One of the heros describing those harrowing moments this morning. Go mning, america. Were going to start with the latest on the pandemic. As the world nears 20 million coronavirus cases, deaths here in the u. S. Are increasing in 28 states and the puerto rico. Hospitalizations are up in 27 states, d. C. And puerto rico. With the race on to develop a vaccine, a gallop poll finds 65 of americans would get the vaccine if it were fda approved and free. But more than a third of those polled said they would not. Expert and advisory member board dr. Paul offit joins us to discuss the importance of an effective vaccine. In south dakota thousands of people are gathering in what could be the largest event in america since the pandemic began. Abcs trevor ault is there in sturgis with the very latest. Trevor, good morning to you. Reporter good morning, whit. Here at the sturgis motorcycle rally the bikers are not oblivious to the pandemic. There are venders selling tshirts taunting the virus and these streets have been packed with people who either think the threat is overblown or they simply dont care. Now, thats happening as Health Officials worry that this could be a super spreader event as hospitalizations and deaths are on the rise in half the united states. With the u. S. Fast approaching 5 million confirmed cases and recording 2,000 more deaths in a 24hour span for the First Time Since may, hundreds of thousands of bikers are converging on south dakotas sturgis motorcycle rally, many aware but unafraid of the pandemic. The state is seeing a daily increase in both positive cases and deaths. It kept a lot of people away. I can understand their feelings. But for me, its a release. Reporter 250,000 people are o tend, the largt gathering the countrys had since covid19 took hold. Nationwide the horrors of the virus continue to add up. California now passing 10,000 deaths, and in georgia a heartbreaking loss, a 7yearold africanamerican boy with no underlying conditions dying from the virus. While in texas Vanessa Martinez is warning of the dangers for Young Children after her 2yearold and 8monthold tested positive. A lot of people here only thought it would affect adults and not children. This morning more states heading backwards. Hawaii closing oahu beaches. Oregon considering limiting interstate travel, and massachusetts cutting Gathering Sizes in half. People are simply not being responsible about face coverings, social distancing or any of the major metrics. Reporter with no concrete end in sight, dr. Anthony fauci continues to say hes cautiously optimistic about a vaccine and he had a similar feeling about the country if americans can unify behind basic health practices. I dont think we need to go into the fall and the winter thinking we could have a catastrophe. We could go into the fall and the winter coming out of it looking good. Reporter some areas are taking more aggressive steps toward returning to normal life. Baltimore has reopened Indoor Dining and new york Governor Cuomo says schools in every region can return to inperson learning. I just want to push it to as last minute as i could because really, as you see, there really is not a lot of specific information. Reporter some districts are already dealing with the impact of covid outbreaks. In alabama a slew of positive tests has forced the entire Football Team and band to quarantine. Here in sturgis the majority of residents said they wanted this rally to be canceled this year. Good luck telling hundreds of thousands of bikers what to do. The city figured that they would just show up anyway so they decided to continue t event. That way they could provide sanitation and hand sanitizer. When the rally ends next weekend, there will be mass testing for the population of sturgis. Eva . Trevor, thank you. Joining us now is dr. Paul offit, a vaccine expert at the Childrens Hospital of philadelphia and a member of the fdas advisory panel. Thank you for being with us. You raised concerns about the rush to have a vaccine by the fall, a timeline pushed by the president. Why in your opinion is that timeline unrealistic and what are you concerned about . As long as we do phase three trials and do them the way they should be done which is a placebo controlled perspective and tens of thousands will be tested, then i think the public will know whether the vaccine is safe for a certain period of time. As long as that doesnt get curtailed, were good. Thats what worries me. Its very attempt tempting now that we have millions of doses being made at warp speed which is essentially a manufacturing issue. The administration could pull out a couple vaccines and say so far theyre safe and they look like they induce a good immune response so lets put them out there. As long as the process plays out the way it should, i think the American Public will be well served. I think a lot of people in the American Public are skeptical. What role will you, as a member of the Fda Advisory Panel, have on giving a stamp of approval or raising concerns about a vaccine for the public . The public should be skeptical. Everyone that sits on that Fda Advisory Panel is also skeptical. They want to make sure the vaccines have been held to high standards of safety and then and only then should one get it. I think people should be skeptical of anything they put in their body. I dont think people should be cynical where they distrust everybody, including the federal government. So if it gets the fda approval, are you saying for people that it is safe for them to take . I think you know, its when you test a vaccine on 20,000 people, you can say it doesnt have a severe side effect but 20,000 people isnt 20 Million People so you want to make sure there are systems in place to detect rare events. And those systems are in place. Its a matter of risk benefit. If its tested in 20,000 people, shown to be safe, say its 70 to 75 from preventing serious disease, keeping you out of the hospital, keeping you from dying, then the benefits clearly outweigh the risks. Thank you, dr. Offit. We appreciate you. Dan . Thank you, eva. Well move on to new intelligence raising concerns that russia and china are meddling in the u. S. Election. Abcs rachel scott is in bedminster, new jersey where President Trump responded to this report overnight. Rachel, good morning to you. Reporter dan, good morning. Were less than 100 days out from election day and now a stark warning from u. S. Intelligence that foreign adversaries are at it again trying to undermine the election. Overnight President Trump downplaying new intelligence that russia is once again trying to influence the 2020 election. It could be. I could be very much. I think the last person russia wants to see in office is donald trump because nobodys been tougher on russia than i have, ever. Thats not what the intelligence says. I dont care what anybody says. Reporter hours earlier the nations top counterintelligence official sounded the alarm saying russia is working to denigrate joe biden and boost President Trumps candidacy. China views President Trump as unpredictable and wants biden in the oval office. You started off with russia. Why dont you start off with china . You think china is maybe a bigger threat . I think maybe it is. Reporter the president behind in the polls is facing a growing Public Health crisis putting the blame on china for the pandemic, insisting the virus will one day disappear. Reporter democrats say they offered to meet republicans halfway on the 2 trillion stimulus package, but the white house wouldnt budge. The president signaling he would sidestep congress to prevent evictions and provide unemployment aid. If democrats continue to hold this critical relief hostage, i will act under my authority as president to get americans the relief they need. Reporter the president said those executive orders were already being drafted. Rachel scott for us, thank you so much. We appreciate it. The breakdown of stimulus negotiations has real consequences for millions of americans desperate for a life line. New numbers show the economic downturn continues to hit communities of color the hardest. Abcs Deidre Bolton is in times square with a look at how many are struggling to get by. Good morning. Reporter good morning, whit. Well, more than a third of the American Workforce has filed for Unemployment Benefits since the coronavirus lockdowns began 20 weeks ago. Africanamericans and women are getting hit the hardest. This morning as pandemic relief talks collapse, the road ahead for americas economy will be bumpy. While the Unemployment Rate dropped to 10. 2 , better than forecast, it is still at levels not seen since the great recession. Many families who depend on unemployment assistance are struggling. That extra 600 has been a life line for us to keep a roof over our heads, keep food on the table. Reporter that federal supplemental 600 per week support is gone. It expired last week. As americans line up relying on food banks to get by, both the virus and the Economic Impact are disproportionately affecting some americans. 600 is important to a lot of households, especially my household that cannot go back to work. Reporter the gap between africanamerican and white joblessness hit a pandemic high in july, a difference of 5. 4 . Women are also suffering greater job losses than men. We cannot work. Its no fault of our own. Reporter individuals are getting squeezed and Small Businesses too. The Paycheck Protection Program better known as ppe is expiring today. Investigators are looking into what caused the plane to overshoot the runway killing at least 17 people. Abcs transportation correspondent gio benitez is at Newark LibertyInternational Airport with the latest in that alarming video. Gio, good morning to you. Reporter whit, good morning to you. No doubt at it, investigators will be looking very closely at the weather. Visibility was very poor, and as youre about to see, that runway was especially tough. This morning the dramatic images out of india. A 737 carrying 190 people overshooting the runway and crashing. The images tell the harrowing story. The plane split in two. At least 17 killed including both pilots. Dozens of others rushed to the hospital. In this image you can see the inside of the plane mangled. The 737 completely ripped open. But even with so much damage, no fire. When this aircraft touched down it was at the end of a very long flight from dubai. So there wasnt much fuel on board. This meant that there wasnt a fire which probably saved countless lives. Reporter the Air India Express flight from dubai was carrying passengers who had been stranded because of covid19. Flew into india, it hit torrential rains. After circling the airport, the pilot finally decided to land. He overshot the runway and crashed. This runway is called a table top, a gorge on each end of the runway, making it an incredible difficult landing, especially so in rough weather. Incredibly, back in 2010 the airline had a very similar accident, a pilot overshot another runway in mangalore, india. 158 passengers were killed. India authorities have cited this airport as having too much rubber build up on the runway. When an aircraft touches down and the runway is wet, it makes it extra slick, extra hard to stop. Theyll want to know if that was a factor in tonights mishap. Reporter local officials there this morning say that both block boxes have been recovered at that crash site. At least two investigative teams are there right now trying to figure out what happened here. Eva. A lot of questions. Gio benitez for us, thank you. Now to a dramatic rescue caught on camera.
