Reporter the thanksgiving day holiday now less than two weeks away. Travelers tonight telling us their plans to quarantine or not. The advisory comes as californias covid cases continue to increase and more counties restrict activities. The state reported nearly 11,000 diagnosed cases today, the highest since early august. The Positivity Rate continues to rise with the 14day rate jumping to 4. 4 . It was 4 on friday. That number is a strong indicator of the transmission rate of the virus. And nearly 3,700 people are in the hospital getting treated for covid19. And about 1,000 of them are in the icu. Several bay area counties are adding restrictions to combat rising cases. Santa clara and Contra Costa County will stop Indoor Dining starting tuesday. Contra costa will also stop indoor operations at fitness centers. Santa clara county, which is in the orange tier, expects to be bumped to the more restrictive red tier. It is keeping gyms open but only at 10 capacity. Meantime, Solano County, which is in the red tier, could return to the purple tier, and that means restaurants, gyms, churches, and theaters would stop indoor operations. Governor newsom announced that travel advisory friday, asking those coming into california to quarantine for 14 days and asking residents not to leave the state. Health is one thing were focused on as part of our efforts to build a better bay area. Now, that advisory isnt mandatory, just advice with no one tracking you down. Travelers at sfo today told us they werent told about it and didnt see any signs. Reporter inside the very busy arrivals area at sfo, we polled 12 different travelers. Im coming from phoenix, arizona. Im coming back from college from denver airport. Any guilt that youre coming in from a place thats kind of a covid19 hot spot . I didnt know it was a covid19 hot spot. I was just visiting a friend. I was coming from boston, massachusetts. Reporter we promised not to show their faces so we could get the most honest answers. Are you aware youre being advised to quarantine for 14 days . Yes. Do you plan to do that . I will not. Reporter he said he wished he could but hes traveling again in five days. Do you plan to quarantine . I do. The full 14 days . Im getting a test on tuesday, and if thats negative, ill base it on that. Are you aware youre now being advised to quarantine for 14 days upon arrival. No, i was not aware of that. What i plan to do is get my son and i a test. Then dependent on the results, go from there. Its already been arranged for me through my job. I work in health and safety, so im very much aware whats going on. Do you plan to do a strict quarantine . Im not sure. I dont think so. Reporter the final result of our informal poll of 12 travelers was encouraging. Even the yes buts said theyre staying safe, just no strict rules. Do you think advisory is Strong Enough of a message . Yes. Theres way too much gray area for sure. Reporter our poll was just a sample of 12. According to sfo officials, same time last year, more than 4 million travelers came through the airport. This year that traffic is down by about 75 , but thats still a lot of people. State Health Officials say if the advisory doesnt work, theyll consider enforcement. Whats forcing you to do it even though youre not being required . My moms elderly, so i dont want to risk her health. I plan to see relatives who are older for the holidays, and i want to make sure that im safe to do that. Ive got two kids. The spike in covid cases is increasing the demand for testing here in the bay area, but some testing sites are reaching capacity. People testing before travel is also playing a factor. According to abc7 News Reporter cornell barnard, some neighborhood advocates are calling for more testing sites to handle the load. Reporter across california, the need for covid testing is in high demand. In l. A. , hundreds waited for hours in their cars for a covid test. The lines grew even longer into the night. Likewise in the bay area, where you could wait days to get an appointment. There are 19 cityrun testing sites in San Francisco like this one here at pier 30 on the embarcadero. With the surge in covid cases, many are reaching capacity. The lines are getting long and longer. Reporter john ja cobow from the Latino Task Force says demand is unbelievably high at this test site in the mission. Recently 500 people are getting tested every day. We are here to service the Latino Community but not exclusive to. So we take care of the folks that show up, that need that test. Reporter jacobo believes the city needs more testing sites. We need a vast amount of lowbarrier testing sites throughout San Francisco, easy access, sameday walkup. We need them in all the neighborhoods where we know that there is an increase in cases. San francisco currently does more testing than any other city in the nation. Reporter Deputy Health director dr. Na vina baba says than 5,000 tests per day, but many who are lining up are not all high priority. Its for people who are exposed or that have symptoms or are essential workers. If people have other reasons to get tested, they should go to their primary care doctor. Reporter other reasons include traveling for the holidays. Strongly discourage the use of city resources for travel purposes. Reporter the city has closed one covid testing site in soma but plans to open a new site on alemany boulevard next week. Only abc7 news was there when San Francisco firefighters brought the family safely back to shore at the hyde street pier. A San Francisco fire boat got to the family right in time after their small boat tipped over. Family members yelled out to bystanders onshore, who then called 911. Everyone we spoke with seemed to be in good spirits after being rescued. A nice sunday afternoon, and then my dad, hes not very good with boating, so he kind of tipped the boat over, and then the thing filled with water. And then we got out of the boat. Just glad theyre okay. Everyone was wearing life vests at the time. The familys small boat was flipped back up and towed to shore by the San Francisco police boat. So on the storm impact scale, its a level 1 storm we have on tuesday with scattered showers, brief downpours, and it will be a rather windy morning. Well take a much closer look at the winds, how high they will get, how much rain you can expect where you live, and how much rain it will last in the accuweather forecast in just a few minutes. It received threats from mike grant, a local gun Business Owner on facebook last week. That owner posted a picture of the 17yearold organizer and called for counterprotesters. Mcmahon says despite the threats, the turnout ended up being much larger than expected. Its actually very shocking for me to drive up here right now. I knew there was going to be a lot of people there. I just couldnt imagine it. Its very great to see theres so many supporters of this movement. Grant has since apologized after receiving backlash for his post. Mcmahon says he is willing to meet and teach him more about the blm movement. In San Francisco, dozens marched to call on the board of supervisors to Defund Police and reject a contract with the officers association. The group marched from the Police Officers association to city hall this afternoon. Organizers call a recent contract with the association racist. The examiner reports that while the contract will reduce the departments budget, it does not reduce the size of the force. The board will vote on tuesday whether or not to approve that contract. Bicycles are in hot demand during this pandemic, and it appears that thieves are taking advantage of that. A north bay boy was one victim, and now the community is helping out. One final tribute. Sports fans paid their respects to the owner of a legendary bar that many called home a serious hazmat situation is unfolding on the Petaluma River tonight. It all started when a Marine Construction barge began taking on water during king tides. Photos from the Petaluma Fire Department show that barge you see there partially underwater. It had been stuck in the mud overnight, but when high tide rolled in this morning, that barge took on the water. Diesel fuel tanks were drained by the owner, but there are lubricants and other Petroleum Products aboard, and some is leaking into the water. Containment booms are being used to soak up some of those harmful chemicals. Local, state, and federal agencies are now involved to get the situation cleaned up. Tributes are pouring in today for the longtime owner of rickys sports theater and grill in san leandro. Sports fans dropped off bouquets and flowers and shared their fondest memories of Ricky Ricardo in front of his legendary sports bar on hesperian boulevard. He died this weekend of complications from alzheimers. Rickys was a favorite hangout for all sports fans, especially for the raider nation. The raiders left this year for vegas, and i always felt comfort we still got rickys here. This is our spot and to see ricky. So its just hard. This is pretty much like my second home, so hes treated me with nothing but open arms. Hes pretty much accepted all fans from all different teams. While that might not seem like a big deal to you and i, for a 9yearold who rarely leaves his home because of the pandemic, its a very big deal. Sad. Why . Because it was a gift to me. Its been, what, nine months now, and he hasnt seen a single one of his friends. And so the only thing he has is this bike ride. Reporter sal lives in the suisun city neighborhood with his family. His mom, sarah, posted online about the theft only to find that others in nearby communities have been victimized in recent weeks too. On facebook, Melissa Moore wrote, it happened to my daughter on thursday, and she was devastated. I was blown away by how many people have been dealing with the same thing, especially recently during the pandemic. Reporter employees at several bay area bicycle shops say the demand for bikes during this pandemic is through the roof. Adults often have to wait for the bike they want, and certain kids sizes are often limited. Officers say stolen bikes are usually crimes of opportunity and can be common. Sal is hopeful someone spots his mongoose, saying part of the brake system is broken. It has like a little wire popped off from one of the handles. Thats it. Whoever did this, you know, think about the kids before you do this again. Its not fair. Reporter i talked with employees from multiple bike shops across the area who recommend that if someones had a stolen bike, they keep a close eye on websites like craigslist where someone else might be trying to resell that bike. Sals mom told us late tonight neighbors have now raised enough money for them to buy a new bike and a helmet, but sal was particularly fond of his old bike, so he would still love to get it back. A lot of changes coming our way the next 48 hours. Tomorrow well have some very warm weather before the temperatures plummet and rain returns on tuesday. Out there right now tonight, we had a warm front move through today. So this evening were in the upper 40s to a lot of 50s on the board. So its 57 right now in the city. 53 in oakland. 50 in san jose. 54 in cloverdale. Were from 5 to 10 degrees warmer right now than we were this time last night. Tonight will not be nearly as chilly as last night was. Last night we had many cities fall into the 30s. Tonight just a few cities getting that chilling effect. Most of us will only drop into the 40s overnight tonight. 47 in the city. The same in oakland. Dropped about 46 in san jose. 44 in san rafael. 42 in antioch. That Coastal Flood Advisory in effect along our entire coastline. Our next highest tide will come tomorrow morning at 11 25 in the morning and again when we get these king tides, the highest high tides we have all year, we do see some localized flooding along our coastline. Now, tomorrow its a beautiful day. In fact, youll feel changes to our forecast by this time tomorrow night in the form of some gusty winds. By 11 00 p. M. , well see winds gusting over 20 Miles Per Hour with the strongest gusts along the coast. Then tuesday, especially in the morning, its really a windy start to our day as that cold front begins to move onshore. On the storm impact scale, it is a level 1 light system we have here on tuesday with scattered showers. Brief downpours from time to time, and again that windy morning especially as that front moves through. Hour by hour we go. Well time it out for you. There is that rain arriving first in the north bay by about 6 00 in the morning. We expect that line to advance through the heart of the bay area like San Francisco, oakland, parts of the inland east bay by about 8 00 a. M. By lunch, we expect that rain to move into the south bay. Behind that initial line of showers, we still do expect some scattered showers behind the front tuesday afternoon. So rainfall estimates, there you can see. Anywhere from a tenth of an inch to as much as threequarters of an inch of rain with this front moving through on tuesday. Not only liquid, were talking about snow in the sierra. A winter storm watch will go into effect at 3 00 p. M. Tuesday. Above 6,500 feet, six to ten inches of snow.
