Almeida and the city of berkeley, monday at 12 01 a. M. Marin county begins tuesday at noon. Theyre nearing the states issues. Must close. Schools with waivers, critical structure can remain open at 20 capacity. Restaurants have to shut down outdoor and Indoor Dining so they can only operate by takeout and delivery services. A lot to unpack. Joining us is dr. Susan phillip. Thank you for your time. Thank you very much. One move ahead before you have to . I mean our region wasnt supposed to hit this until two three weeks. Thats exactly right. These are the exact order we found ourselves prepared to be under. What we also see as they explained was how quickly are case riegz. With the same level of rise, in a few weeks our Hospital System would be completely threatened. We would no longer be able to take care of people, not just with covid, but with anyone drks car accidents, heart attacks. We have to try and maintain the Hospital Capacity just the way San Francisco did in the spring with our first surge. If you have a question you can ask on our facebook lye stream. Amy wants to know if this order affects gyms. Yes, i believe that it does impact gyms as well. Well really are for indoor activities. We are limiting indoor activities. Its different from the order in the spring in that well know a hot more about this virus. We knoll that outdoor is safer. Activities like hiking and being outdoors, those things are completely permissible and encouraged for peoples mental health. We know this is a another thing to fight. If i understand, i think gyms can operate outdoors, if they were to have a few classes outdoors under 12 people, that would be ok. The Public Health faef said if you have a social bubble, it just popped. Does that mean we should cut out interaction with people outside our households immediately or is that a rule or recommendation . What were saying is this is an incredibly dangerous period because were now in cold weather. The virus, its easier to spread indoors. We dont have as many opportunities to do everything outdoors. That means our behavior, we have to be more vigilant everything in were doing. Yes, i think we have to think about if we were gathering with a few households but doing it in what we thought was a safe way, its better not to do that right now. Whoa dont see the impact of things until weeks later because the virus takes two weeks to really see the impact, so what we do now is important and we all kneeled to be hunkering down and trying to too as few things as possible outside whats immediately necessary for our family. Walk us through the key things that will be closed and the things that will stay open must perhaps with capacity changes. Right. I mean, you said it very well. Its really that bars are closing, restaurants are shifting to takeout only. We are really encouraging outdoor activities, retail can continue to open but at 20 capacity and Permanent Services are not going to continue for the time being. You know, our goal is to really do this early, take possession now as we see the slope of cases going up so that we tonlt have to have the prolonged misery of having people get very sick and we dont have the capacity to care for them and to have a very prolonged time where we have very, very high case rates and were not able to do any of these things simply because of the number of people we have in our hospitals. What about hair cuts and salons . Isnt the message that private gatherings, thats biggest culprit . We are doing, you know, what we can to try and limit the number of our interactions, and certainly for each of us as individuals, we should be limiting our social interactions, thats part of it. Part of it is sper actions that we have in businesses, and so we are focused on that now and again were hoping that this is a time limited intervention. We all are adjusting our behavior. We can try and once again open up safely. Also important to say that we have that we see that vaccine on the horizon. It is coming. This is the last time that we will need to do that but we need to cooperate to get to that place that will be the game changer. Catherine wants to know does this affect elek active surgery. See, i was wondering that myself. You know, i will need to go and double check and double check that. I dont know the answer to that offhand. Yeah. If you can get back to us, we really appreciate it. There are so many questions coming. You be enforcing this . Whether its the new metering capacity at 20 . How are you going to go after beam say tagss . The residents in San Francisco have wanted to do the right thing for their city, for their neighbors and thats always been the premise we started from. We want to give people the information. We know this is a hard thing for businesses to hear. Weve found that businesses are willing to partner with us. The first thingst making people understand what are the changes and what does that require so that actually doing any kind of citation or retime is a resort but it remains. Amy wants to know can Liquor Stores stay open in San Francisco . Retail, i believe, can stay open under that 20 rule. Bars are not allowed. Is San Francisco airport, the sarpt operations affected . No. This should not affect the normal operations at the airport. We are encouraging people do not travel. Particularly rethink. If you have plans for holiday travel, do not do that this year. Its so hard, i know we all miss our friends and family. I can completely empathize with that. The ditches is unlike in the spring, every county almost in the state is under the same stress. Everyone is in the purposeling tier. 99 of us californians were in purple. Theres nowhere else to go. We cant ask for help from anywhere eliminates. Its really, really important. It would help people to know how rapid the spread is. How quickly have you seen the flies San Francisco and how stressed are the hospitals here . Because dr. Graham colfax said the city would run out of icu by what . December 26th . By third week in december at this late of increase. What weve seen is that cases of people who test positive have quadrupled in the past month. This rate of increase is more than we saw in the spring. Coupling that with winter, with us being indoors and the fact that the virus spreads more easily, it is very dangerous time. So this is not a small action to take by the mayor and by dr. Colfax but it is done because were at such a Tipping Point and we dont want to wait. By the time we notice that the hospitals are having trouble, it is too late because of that lag i mentioned. It takes a while for cases to come up. How are you harping up Contact Tracing . Were asking people to change their behavior. Were putting these orders back in place and were getting ready to help with more tracing. Were prigge in a hundred more staff to our diverse, Skilled Group of 200 people that work on this in the city. Weve got a new tool that weve been rolling out, which is a text that comes to everyone that tests positive. People can start knowing what they do right away, even before you get a call, go ahead and respond to that text. It will ask for contact. Id confidential and that information comes back to us at dph. So please, everyone, if you get tested and you do, in San Francisco we test at a higher rate than any other city, go ahead and answer the call, answer the team, work with our team and we decrease the chain of transmission. How does this help contract traitors prioritize . Some people need the information. Tell me what i need to do to isolate. Im positive, i need to stay away from everyone else so i dont accidently infect them. I also need to tell us who are the people in i was close to and the that means within six feet for 15 minutes. They need to get a test and they need to stay home because they have a good chance of staying positive. That is called quarantine. This process allows that to happen very quickly for certain communities that are at highest risk or has been impacted the most by covid, we will also be calling. The Virtual Assistant will be great for most of us. It will get to us faster than a phone call. I want to ask you what parting thoughts you have or our viewers. If theres one thing you would ask them to do what would it be . I think we should hope. We have reason to hope. We have to change our behavior now, though. It is so hard, but please do it. Please hold on, San Francisco. Youve done so well. Youve been a model for the country. Please keep it up for a little while more and well get to that turning point together. All right. Deputy Health Officer of San Francisco, thank you so very much. Appreciate it. Thank you. All right, much more coverage on the bay area stay at home orders senate the state senator co were back. Two counties affected by the regional stayathome order beginning sunday night are almeida and contra costa counties. Senator glazer includes those counties. Thanks for being here. Great to be on the show with you again. Thank you. Do you support this move to implement the stay another home early before your counties actually need to by the state metric . I do support the Public Health officers. Their job is to kill this virus, be in front of this virus, you have to look around the corner. They have looked around the corner and seen very ugly sight. Icus being every run. Do you think its enough . I remember up advocated going to a full lockdown. Is this much to get us out of the crisis . My criticism early on was that we went out of our lockdown in way too early before the virus had been put down to a lower level and we had a substantial spike in july and august. I think we could have moved a little sooner than this. Obviously, there are a lot of consequences in waiting. I think this is the right move. I think it could be tougher but i think its the right thing to do before its too late. I think thats the key. If you wane to get the coronovirus, you have to make sure you get out of health care, all you need to take keep you alive. That is integrated with the icu units and we need to make sure that that great care you can get is available to everyone. Right. Or even if you dont have covid, you want beds to be available in the hospital. Right. Im sure youre getting a lot of calls from nail salon owners and gyms, what are you telling them . Im telling them that this is a tough situation and that no one hikes to be in it. But the sooner we get out of it, the sooner we lock people down and keep people separated to keep this super spreading. We have to take the tough medicine in order to have things get better before that vaccine comes. That vaccine is a wonderful thing. Its just not going to be available for most of us for many months. But a lot of people are says, hey, show me the money. The frustration comes from certain misunderstanding about how is my Outdoor Dining causing transmission. Where is the data on infection and transmission . Its a legitimate question. Theres a data desert out there. The state is collecting the data but theyre not sharing any of it with us. Theyre not sharing it request schools, theyre not sharing it with businesses is particularly problematic where they are not. People get frustrated because they want to skill this virus but they want to know the rules have been established in an objective way. People are having trouble seeing and understanding that and thats unfortunate. Right. And a lot of people are asking show us the data with kids and transmission, the schools that have been open there havent been a lot of outbreaks. Theres an equity piece here, too where if but go to a private cool youre more likely to have some kind of hybrid. Theyre not logging into their daily zooms anywhere. Do you think theres been a failure to advocate for students in the state . I think youre right. There is a serious equity problem that has come out of this pandemic. It hasnt been rectified by government leaders at any level. So yes, kids that are in lower social economic areas have been discriminated against in how the state had responded and its very bad. It shouldnt have had but unfortunately thats the case right now. So let me just ask you, is there anything the state legislature can do to bring about some movement, like get doctors, parents, stake holders to come together and sit down and figure it out. There are a thousand districts but is it something you all can do . I met with 12 superintendents from schools in the east bay earlier this week and they are equally frustrated. Theyre not Public Health experts. They have need the state Health Experts to provide the guidance so they can implement it with the safety of their teachers and their staff and it hasnt happened. We can control some Purse Strings in terms of whether it gets allocated. We can provide oversight but we cant tell them what to do and we cant force guidance out of the administration if they dont want to invite it. Thats be the case, unfortunately. You mentioned the same time that cheryl is asking, why isnt the state sharing the data. Its a appointment of great frustration for many of us in the senate, because they are collecting it. Every time they take a test, theyre collecting data. Theres a track and trace after you bing effected. Thats data being collected. Its been collected by the state, by the counties, but its fwhogt aggregated and scloeszed so we can all see from it, not just Public Sector but private researchers can. It hasnt happened. Id a great concern of mine. Id why im considering legislation to mandate the collection of that data so we can learn from it going forward. Not just in this pandemic, fwhur one that might come down the road. Please do keep us posted. See if we can turn that data desert into not a flood but a popped, a pool. Good to talk with you as always. All right. Take care. Folks, well take a short break. Well interview the Restaurant Association about how this new order wil welcome back. The new stayathome order means Outdoor Dining will once ben be banned. Restaurant will be able to do takeout and tlify only in these San Francisco, San Francisco, contra costa, marin and the city of berkeley. Lori thomas, the owner of two restaurants in restaurants joining us now. Thank you for request your time. Thank you for having me. How many restaurants does the association represent . Roughly 800 right now but really this year weve opened it up to everybody. So weve waved the dues. We rep anybody that needs help right now. The 800 restaurants or so, what is the reaction, generally, to the no more Outdoor Dining again . Well, everybodys update, as you can imagine, again at a devastating time of year. We left hand to the goirp yesterday and thought we had another week or two before we might be moving closer to the criteria he announced. And isnt december the busiest time of year typically with holiday parties and such . Usually it is. Up know this year because we couldnt do any private parties of more than six, that we were going to see drop in business due to that, normally we would book out the restaurants or our private dining rooms, so we were already anticipating a drop because of that but yeah, this is a devastating time of year. We need to think of not only the customers and the owners but certainly the employees and their families. Is this going to mean more layoffs, do you think . Absolutely, absolutely. Ive talked to several business owners, myself included, who are going consider hibernating, especially for the period of december. Shut it down completely . Yeah. Hibernating, temporarily. Close down like we did in march. For many of us, takeout and delivery, we would lose thousands of dollars a day just to stay open. We dont do that much delivery business. The salary open i just did my average. Im averaging about 490 a day in togo business and it would cost us between 1500 and 2,000 a day to stay open. Youve been through this before an youve invested in a lot of equipment to keep people safe, the little glass appear tigs partition and dividers. Are you losing a lot of things already committed . First i want to thank the city for dpraeg to do it at 10 00 p. M. Sunday. There was original discussions of it going into effect sooner, which would have been devastating. Many of us placed the orders wednesday morning and are delivered friday and cant be called back. The fact that it goes through sunday night is of some help but i was hoping we would have a longer notice, which is why what we heard from the governor was encouraging because its sat a goal and kind of explained how you were going to get to that goal so that you so of watch and see where it was coming. On the other hand, i guess now we have certainty, right, and people can make their decisions. How can people help their local restaurants right now . Well, i think go out this weekend as safely as possible, you have till 10 00 p. M. Everybodys going to be open and try to do as much business as possible before sunday at 10 00 p. M. Number two, check with your restaurants. I would call them, certainly. I dont know if everybody will have time to update their websites or certainly google will be updated. Colin c, are they going to be open for takeout and dlifry . Ideally if you can order directly from the restaurant, then the restaurant keeps all the dollars. If you cant, we have that 15 Percent Commission cap in place in San Francisco still. Thats what youd pay for every order. Then email sure for like some of these businesses, mine included, well look at a short term temporary closure to christopher cash and well look for the federal money well, thank you. Well see and thats going to do it for now. Thank you for joining us today on this interactive show getting tonight, americas Coronavirus Crisis hitting record highs. The cdc now saying the virus has reached a phase of high level transmission here in the u. S. The stunning number more than 235,000 new cases in just 24 hours. More than 2,800 deaths. Hospitals across the country running out of icu beds. Front line workers saying its like a tidal wave of sick patients. New york now seeing the most cases since april. California with five counties issuing stayathome orders. In the south, an alabama exhausted healthcare workers forced to stay on beyond their own shifts. Tonight, the new warning, the cdc urging people to wear a mask indoors anywhere you go. And at home, if a loved one has been exposed, wear a mask at
