Police were waiting for todd and shipman to surrender overnight, an event that certainly was avoidable. The brawl erupted when a riverboat coach captain tried moving a pontoon boat parked in the designated spot for a commercial ship coming in. The cocaptain was doing his job. He was simply trying to move the boat and just enough to where the cruise ship can park safely. And its and its identified location. However it quickly escalated into a fist. You can come in these videos that are part of the Police Investigation in a shirtless man confronts the cocaptain and a fight breaks out. Several people then jump in, outnumbering the captain.
