Its going to be a while before you get the heavy rain. More like midmorning. So the level one system allowing for some downpours at times spotty showers to follow the gusty winds, but the main rain will push through the bay area midmorning with the heavy winds, and then well look for a break. So the second half of the day is trending much drier. 54 in napa and the winds, well, theyve been breezy along the coast and theyre just going to 7 00 still in the north bay. Here we are, eight 9 00 beginning to push into San Francisco. It doesnt sweep through the north bay until about noon time and then exits the south bay to 3 00. This followed an hours long stand off highway patrol. Investigators say emergency crews revived him at a hospital. The chase and standoff shut down the freeway at green valley road, creating a massive backup. Officers say the suspect was wanted for a shooting that happened around 11 a. M. Along highway 101, in windsor. A bullet went through the back of a car, seemingly chosen at random. The driver was not hurt. Police found the suspects car three hours later in a parking lot. The driver then took off as officers closed in the pursuit, then continued across several freeways with multiple failed attempts at spike strip stops where hes really, avoid the spike strips. This started a lengthy backup for miles as i80 was closed in both directions. Eastbound 680 near the Cordelia Junction was also impacted, a chp officer said the driver was sitting with a gun in his lap as police surrounded his car, officers deployed what appeared to be a flashbang and rounds of tear gas through his back windshield. The standoff lasted about three hours. This morning, the suspect is in Critical Condition because of a reported self inflicted gunshot wound. Developing news now two officers are expected to survive after a shootout in south san jose. It happened thursday night at the extended Stay America Hotel on san ignacio avenue and bernal road. Police say 33 year old Kevin Briones attempted to break into a hotel room where a mother and her three children were. Briones, who had a prior warrant, fired shots at the officers and tried to take off after he saw them. Both officers and briones were injured while exchanging gunfire. He then jumped out of a third floor window to escape, but was quickly arrested after that. Mayor matt mehan says hes grateful for the officers bravery. We got a reminder of the courage it takes to put on the badge every day, knowing you would give your life to protect the city you love. Sapd is trying to determine why briones tried to get into the room. The Woman Told Police he has a Domestic Violence restraining order. New this morning, classes will resume at ucla on monday after propalestine protests shut down the campus for days. And this weekend classes will be remote only. Police will maintain a presence on the campus until further notice, though encampments remain in place at San Francisco state, uc berkeley, stanford and sonoma state, and theyve been mostly peaceful compared to the other locations. Earlier in the week, representatives from the aclu visited the protest area at berkeley. They informed the students what rights they have while protesting and what would be illegal. The First Amendment and california constitutional protections for free speech are incredibly powerful, but they are not absolute. Both sonoma state and uc berkeley say they plan on having graduation ceremonies as normal, but they also say they are prepared for all scenarios. Here in San Francisco, a protest encampment is up at usf this morning. Tents and signs were set up on the lawn near Saint Ignatius church. This comes a day after a number of student demonstrators walked out of classes to protest against the israelhamas war. University Officials Say theyre committed to keeping students, faculty and staff safe on campus. After tense protests this week, Cal Poly Humboldt extended its full campus closure until next sunday , the 12th. No one is allowed on the premises without prior authorization. The university will now hold three Commencement Ceremonies at three off campus locations on saturday the 11th. Those locations are casino, theater and a high school auditorium. Student housing and dining will remain the same, along with move outs, all on campus events have been canceled as the semester comes to an end. California lawmakers are trying to cut down retail theft across the state, and one of the areas theyre targeting is the selfcheckout option. But some are worried this will hurt business. Abc seven News Reporter Tara Campbell tells us more about the proposed state law. The familiar sights and sounds of selfcheckout. I like selfcheckout because its convenient, its fast, whether a fan or not, changes could be coming down the line. The hope is that we can reduce the amount of theft that happens. Thats a much better solution than punishing theft after it occurs. The Prosecutors Alliance of california getting behind senate bill 1446. The bill would regulate selfcheckouts in hopes of boosting employment and cutting down on thefts. Theres data on this that shows there is theft that happens at self checkouts. If voted into law, grocery and pharmacy retailers would have to meet certain requirements or get rid of selfcheckout outs, including upping the number of employees, monitoring the stations. One of the main deterrents from theft is that there are staff paying attention in the store to your activities. In part, its codifying, you know, some requirements that that i think, from our perspective, are a little heavy handed as far as you know, getting down into the granularity of how a business or store needs to operate. The California Chamber of commerce coming out against the proposed legislation, saying it could hurt business, for example, the grocery space where they are operating on pretty thin margins, you know, when youre having to make these drastic adjustments or adjust staffing ratios, that can be a big cost impact. The bottom line a concern among shoppers to, are we as a consumer going to have to pay for that, to take it down and redo it or whatever is decided . I understand the concern for theft, id be concerned, though, that if Grocery Stores were required to staff more checkout aisles, that that would be a huge cost increase for them, and theyd pass that cost on to customers. Now were learning more about a plan to create an entertainment zone. The area would be located in the financial district on front reetetween california and sacramento streets. Local restaurants and bars would be able to sell alcohol during outdoor events, and as abc seven News Reporter luz pena explains, it would be funded by a new grant program. Thousands of people in downtown San Francisco having fun. This was the scene during the citys downtown first thursday event, a scene they want to repeat more often in the financial district, with designated areas called entertainment zones. Were changing everything to yes, not only are we saying yes to opportunities to have nightlife and entertainment and to close down streets, we are actually proposing legislation to waive those fees that people get charged to close down streets. The mayor is proposing to designate front street between california street and sacramento street as the citys First Entertainment zone. San francisco is authorized to create these zones under sb 76, a bill authored by senator scott wiener until this year, it was completely illegal in california for bars and restaurants to ever sell onto the street. In a street festival. So we have now given San Francisco the ability to create these entertainment zones by turning this block of front street into an entertainment zone is still not a done deal. The board of supervisors will have to hopefully pass it. The new coowner of harringtons bar and grill is hoping for the mayors proposal to pass. He says its pivotal to reenergize the area. Its not just about capturing the people, getting people to come back to work. Its also about bringing people to downtown from all over the bay area to make it easier for entertainment zones to happen here. Mayor breed is also offering 500,000 to provide grants for events and activities. With that, half 1 million we can fund between 10 to 20 events and activations. Robbie silver, executive director of the downtown San Francisco partnership, says this proposal will bring the boost they need to turn downtown into a destination for the entire bay area, seeing 22 uh new bars and restaurants open in the downtown, and this is significant to the financial district in San Francisco. Something that so many teens look forward to and see ucsf benioff Childrens Hospitals in San Francisco and oakland have been transformed into a special place for some special teens, many of them dealing with serious medical conditions. I was a patient here. I was here for just over five months and was going through a lot of care and learning how to manage all the chronic conditions that i have. On this friday night, patients and former patients have put those Health Concerns aside. Some of them get a little extra attention thanks to Community Donations and volunteers. They get to pick out a dress. They get to have their makeup done, their hair done before they come down and enjoy prom. They get to take it all in. You remember how nervous you were about prom. Remember how much time you spent getting ready . This is just a chance for teens to be teens. These teens get to be teens having the blast that is prom dancing away the night 16 year old claudia is wearing his cool kicks. Alicia gonzalez is wearing that special dress in her favorite color. Yes, its purple. Its a night to be with someone they care about to have fun. Were excited to be here in this opportunity that ucsf provided for us. This is my first prom that ive ever been to. This years prom theme. Its a yule ball inspired by the harry potter movies. So its going to be dark and mysterious and magical. Staff and volunteers say every prom at ucsf, benioff Childrens Hospital is special. And this year were so happy to be back in person after covid. And its just feels really magical this year because weve been able to increase the number of teens that are coming to prom as well. The hope this special prom is memorable for those who go and inspirational for those who can help. In San Francisco, suzanne phan abc seven news. Star wars fans need no reminding. May the 4th be with you. Yes, some people got an early start at Childrens Hospital in los angeles. The patients and their parents got a visit from some stormtroopers, r2d2 and actor katee sackhoff, better known to some as bokatan from the mandalorian. The star wars crew also brought along toys and clothes, including star wars hospital gowns for the patients. This was made possible by the Starlight Foundation and as lisa has reminded us, the rain will certainly be with us today. Shes tracking the timing. Hows it looking . Yeah.
