The terror unfolding in rancho Tehama County off i5. Investigators continue to work through the night, searching for more possible victims. Also praising teachers for preventing the slaughter from being even worse. Terry mcsweeney is in rancho tehama with the late details. Reporter the da tonight identifying the gunman as kevin jansen neil. They know what started the shooting, but they cant explain the rampage. And investigators wondering if there might be more victims out there they just havent found yet. Reporter tonight investigators from the fbi, department of justice and local Law Enforcement are still on bobcat lane, where the killings began about 8 00 this morning. 43yearold kevin jansen neil, armed with at least a semi automatic rifle and two handguns, opened fire onnas neighbors, killing a woman he had attacked before. In the neighborhood dispute, back in january of this year, a restraining order had been issued to him. Reporter then he killed another neighbor and stole the truck. Racing from the scene, firing and killing another woman, wounding others, while heading to rancho tehama elementary school. I turned around, went to the school, thought that he was loading up the gun again. I went to jump the fence to go towards my daughter. Thats when he started shooting at me and another person. Reporter School Officials heard the gunfire and put the school on lockdown. The gunman couldnt get into the classrooms. Theres no doubt in my mind based on the video that i saw, saved countless lives and children. Reporter a 6yearold boy was shot in the chest, his sister tonight described his condition. Hes stable right now, but, like, theyre still taking out the bullets. Reporter neil drove off, crashing his car, killing again during a carjacking before being shot dead by police after a rolling gun battle. Investigators say there could be more victims out there tonight. Im saying, there are relatives of his that should be home that are not. And were not able to locate them. Well, he escaped from a Mental Hospital in hawaii and boarded a flight to san jose. Tonight new video and we see the moments after Randall Saito made his getaway. Hed been in a psych ward for decades, described as a violent psychopath. Ian cole is live at San Jose International airport with the very latest. Ian . New information shows that saito landed here in san jose on sunday before authorities in hawaii were even alerted that he had escaped. Now the fbi and u. S. Marshalls are trying to find out where he went from here and where he is now. How are you . Reporter new video appears to show Randall Saito boarding a taxi in hawaii, a short distance from the mental ward he just escaped from. Asking the driver to hurry to the airport, alt one point, telling someone on the phone, its me. Im on my way. Reporter Authorities Say he chartered a flight to another island, then using an al yas, flew to san jose. He was found not guilty by reason of insanity for a murder in hawaii back in 1979. Authorities say he was diagnosed as a sadist and neck row fillback who had fantasies of killing women. Our sister station in hawaii asked a staffer there how long it took for the hospital to report his escape. Theyre saying it was only two hours, but people who were working it say completely different, more like 11, 11 and a half hours. Reporter the prosecutor in hawaii, who has dealt with him in the past issuing a warning. He still has the inherent ability to commit another murder. Tomorrow morning, the wind, tomorrow night the rain. A significant storm is right on our doorstep. Heres the live radar. You can see it developing in the pacific. Jeff, not just the rain, but the threat of flooding. Whats your timeline . It does look like the highest threat of flooding would be the marin, nap a and sonoma counties from 4 00 p. M. Wednesday until 3 00 a. M. On thursday, with the highest flood threat throughout the burn zones where some 245,000 acres burned. Mudslides are highly likely in those locations. We could have localized flooding where the street drains and gutters have not been cleared out yet. So heres what were looking at. Storm system is off to the north, but its the southerly push of moisture that will boost up our rainfall totals. I think some of the heaviest rain begins to arrive by 3 00 p. M. On wednesday and mainly stays over the north bay into 6 00 p. M. On wednesday. So overall, its a slowmoving storm system that will bring higher totals. Tracking the gusty winds. Thank you, jeff. Many of them, you can see there, walked out, by design. Many students say Robert Spencer, the director of the jihad watch is spreading hate. Spencer said hes talking about a National Security concern. Gene ellie is on the stanford campus. Reporter you are against free speech and freedom of society. Reporter Robert Spencer scolds stanford students who stand up and walk out of his controversial talk on campus. Spencer is the director of jihad watch and talks about links between radical islam and terrorism. I will not continue funding hate speech on this campus. Reporter stanford students who continued their protest outside say spencer is spreading hate. It feeds into a narrative that a religion can be blamed for, you know, sort of almost everything thats wrong with the world essentially and can be linked to National Security concerns. Pot sales start january 1st, san jose will begin selling recreational marijuana, the first day of 2018. 16 dispensaries will open to adults 21 and over. As for pot lovers in San Francisco, theyll have to wait a little bit longer. Board of supervisors there voted to hold on a temporary measure that would legalize pot there as well. We investigate whats being done to protect children. And we expose why some pregnant mothers are being turned away from shelters. What will it feel like when my water breaks . Patricia dowel is 24 years old. Nine months pregnant. Beating like a champ. Youve had to spend nights sleeping in this park . Yes, i did. I was in survival mode. Reporter she was just 4 years old when her mothers drug addiction pushed them onto the streets. How would you describe your childhood . Lonely. I didnt really feel loved most of the time. Did you ever get over that . No, its like a pain that stays deeply rooted in you. Your wounds heal, but that doesnt mean they go away. Reporter patricia was placed in foster care, but at 16, started living mostly on her own. She worked several jobs, even attended college for about a year. Is part of you worried that your daughter might have to spend some of your childhood homeless like you did . That is a worry. But, you know, if i have to change around my whole life just to make sure she has a place to stay and that she doesnt have to be homeless during her childhood, i will. Reporter to get to her doctors appointment takes about an hour commute. Two bus lines. I have an appointment today at 3 45. Reporter and a train. Ive been lucky that my baby works with me. She doesnt give me a lot of pain. Reporter her fiance ace has also been on the streets. He now lives at a Drug Rehab Center and patricia lives at a womens only shelter. Where shes been gathering baby supplies for months. Gotta rotate the ankle. Reporter she also attends free Parenting Classes a couple times a week. They look like they like it. Reporter have you decided on a name . Yeah. Her name is faith. Believing that things will get better, even though it doesnt seem that way. Reporter the number of pregnant homeless women is difficult to track, but the crisis is clear in San Francisco. Moms with children, even newborns, begging on the street. One nonprofit tells us its seen at least 224 homeless pregnant women this year alone. And the number of homeless women giving birth has spiked, at least 76 since 2010. There are women who have to spend their pregnancies on the streets. Reporter dana laz rove itch is a registered nurse with the department, on the road daily, providing medical care to the homeless, including pregnant women and new moms. Can homeless parents really provide for their kids . They have everything that a baby needs, but not having shelter makes those things really difficult to provide. Reporter children in imminent danger can be taken away from their parents, but those who lead Child Protective Services tell us simply being homeless isnt reason enough. Because the lack of permanent housing doesnt qualify as abuse or neglect. And while San Francisco shelters boast 137 beds each night for homeless families, most pregnant women arent given priority until theyre at least seven months along. Theres nowhere affordable for them to live with their families when they need it most. Reporter San Francisco mayor ed lee. Is the city doing enough to help not only homeless adults, but Homeless Children . I believe we are. Reporter the mayor recently unveiled a comprehensive plan to eliminate homeless camps over the next two years, and get all families into permanent housing within four years. Were going to literally end family homelessness the way we know it. Reporter the strategy uses a new central database to help match the homeless, including children, with the housing and medical care they need. I believe the child is not in a safe environment when theyre on the streets. Reporter especially new borns. She believes her new found faith arrived right on schedule. Do you ever worry faith could be taken away . That would be the fight of their life. Reporter but patricia will soon lose her housing. Her temporary stay at the shelter, runs out in four months. Do you know where youll go after that . No, i dont know exactly where ill go. How do you deal with that uncertainty . Understanding that this life is uncertainty in itself. And by having faith . Exactly. Reporter the city plans to develop more permanent housing for homeless families over the next five years, enough for more than 500 people. And at the current moment, the estimate for san jose is a lot more than we normally see, threequarters of an inch. Well get a lot more than that for other parts of the bay area. For most of the day. But i really think the best chance of rainfall would be in the north bay and also for San Francisco to start. Lets advance the timeline to which when i think the rainfall is going to pick up. By 3 00, the storm starts to move down into the north bay. The heaviest rain will arrive to the north bay first. Through about 6 00 at night, its still over the north bay. Thats why the flooding threat of isolated flood issues, especially in the fire burn zones will be the highest in the north bay. Even by 10 00, north bay still dealing with moderate to heavy rainfall, and it will start to move into the east bay and peninsula. South bay, going to have to wait a while. May not get the heavy rain until 1 00 in the morning on thursday, likely continuing to about 7 30 in the morning. Thats how we get to some of the higher totals. Heres a look right now, anywhere from half inch to threequarters inch for the south by. North bay, half inch to one inch. For the hills above a thousand feet, one to two inches for the wet weather. So everything is lining up for this storm system to move on in. Temperatures, not overly cold as that system arrives. Were looking at upper 60s here throughout san jose. 69 in concord. In terms of snowfall, its going to stack up. Watch on the wednesday and thursday, 7,000 feet. One to two feet of snow, possibly isolated higher amounts. Kirkwood, 39 inches, donner summit, 26. Wednesday night and thursday, dangerous conditions for the sierras. Wet and windy, wednesday. Rain lingers into thursday morning. Dry friday and saturday. Another chance of wet weather sunday and monday. Temperatures overall remain in the 50s to low 60s here throughout the bay area over the next seven days.
