Its not a big deal what the report seems to show. Highway 92 over at skyline where it meets with highway 35 and heading over to the Half Moon Bay direction westbound. Thats where theres some debris reported in lanes there, so that may be an issue leaving 280 and heading to the coast. Were going to note that well update you if chp has to close or clear anything. In oakland they still cleared most of the activity at 23rd but the crash may be a distraction on the right shoulder. Dont see a lot of slowing there. We have a little bit at the bay bridge. This is hard to believe but its been a month, this month, in fact, marks one year since historic flooding hit san jose. Remember when this happened . More than 150 victims will file a lawsuit against the city and Santa Clara County Water District. Today in the bays kris sanchez joins us live with more on this lawsuit and what the city is now trying to do to prevent this from happening again. Reporter youll remember when we were here last february the water was up to this point and they are not back to normal. Nowhere near it. Those were the red tagged buildings where firefighters were rescuing people by boat. It was a shocking sight when firefighters had to rescue those folks by boat. Some say they didnt know they were in danger until the water was up to their doorstep. We asked the same question a lot of those folks did which is why werent they ordered out sooner . Why didnt they know they were in danger . The lawyer for those 150 families planned to file that civil complaint against the city of san jose, Santa Clara County and the Water District. That complaint alleges negligence and breach of duty among other things. The mayor conceded almost immediately there was a failure in the system. He outlined some of the changes that have happened in the year since. Now they include an improved Warning System that includes a system to send text notifications to anyone in the area without signup. If youre just visiting the area, you will get a text message. Expanded training for people who live in the flood prone area so they are not caught off guard again. Also enhanced communication with the Water District clarifying who is responsible for what. There was a lot of finger pointing on that day last year. The Water District made flood improvements including raising the levee height in Anderson Reservoir which was part of the problem. And there has been an ongoing clearing of coyote creek to improve water flow. It is unclear whether or not all of this addresses what those residents want to hear but we are going to hear from them. If that doesnt happen, the government will shut down for the second time in two months. There are hopes this morning that an agreement can be reached. Lawmakers are working on a bipartisan deal that would increase military and domestic funding, wildfire victims, but not all democrats are onboard with this one including House Minority leader nancy pelosi. Critics say the deal leaves out immigration reform. We will remember who was for us and who was against us. It doesnt have everything democrats or republicans want but it has a great deal of what the American People want. Now the senate is expected to vote today. If it passes it would move to the house and hopefully be passed before midnight, the deadline. It is 5 08. Canadian Prime Minister Justin Trudeau visits San Francisco. Hes on a fourday tour. Speaking of numbers, i have some Silicon Valley stats for you and i know statistics are normally boring. You might like these. Theyre interesting. The average salary in Silicon Valley, 130,000. Half the people in the bay area speak a language other than english in their homes. Most immigrants come from asia. Twice as many come from mexico. The number of homes sold continues to fall as it has for five years. People arent selling. A vast majority of people who retire in Silicon Valley stay in their homes instead of downsizing. There are fewer houses available if tech buses were a Transportation Agency theyd be the seventh largest in the bay area, about the size of cal train. There would be that many people on the roads. Interesting. A lot of people there we go. A lot of people travel up to tahoe from the bay area and the tug of war over shortterm rental units in South Lake Tahoe is heating up. A recent town hall meeting reportedly drew such a massive crowd they had to end the meeting early. Fulltime residents say the problem is getting out of hand, that despite a new set of rules that took effect in december, residents say tourists and vacationers are leaving behind trash crowding driveways and throwing loud and disruptive parties. Now longterm residents are pushing for a ballot measure that would cut shortterm rentals 75 . What does mayor liccardo see as the biggest challenge ahead . Reporter good morning to you, marcus. The housing shortage. When i spoke with mayor sam liccardo of san jose in an 18th floor office at city hall he noted while Silicon Valley in recent years not many people have benefited at all. Anybody scraping by paying highpriced rent. The mayor will acknowledge the from degrees made, the rebuilding of the police department, the fast growth, and the opening of b. A. R. T. Stations at san jose later this year to name a few but will call attention to the affordability crisis. If you think about it you need to make more than 200,000 a year just to afford a median priced home. The mayor will focus on his plan to build more than 25,000 Housing Units over the next five years. 10,000 of which will be priced for lower income households. I heard stories of kids whose families were evicted from apartments because they couldnt pay rent. Worried they cant go to college, about the widening gap. We have to do more to ensure. The man accused of driving drunk, then high, killing officer Andrew Camilleri in hayward returns to court for his arraignment for a third time. The original arraignment for mohammed ali last month didnt happen. Mondays hearing was postponed to today. Several chp officers were there as well as officer camilleris mother. Camilleri was in a chp when ali allegedly crashed his cadillac into the suv. To our continuing coverage of School Closures in san jose. Couldnt the oak grove board of trustees will discuss where to draw the new lines to determine which schools a child should go to. You can see where those schools are right there. New this morning we know how many citizens and local governments weighed in on the stanford expansion. The county is addressing the concerns. The school went on record. Santa clara county Planning Department got 184 comments from private citizens, 1 letters from private agencies and 12 letters from nongovernmental organizations. Aaa studied drivers over several years and the research is eye opening. I got you at ten over. When you changed lanes you didnt signal. Is it just because youre tired . How much did you sleep . Reporter this is video of an officer pulling over a drowsy driver. Aaa put dash cams in more than 3,000 cars and studied about 700 crashes. The study found that 10 of drivers had been dozing before the crash. Aaa says thats much higher than estimates. If you cut that time by two to three hours aaa says the risk of you getting into a crash while tired at the wheel is four times higher, equivalent to the risk of drunk driving. Drowsy driving affects all of us. The increased awareness and getting out the message people need to try to prioritize sleep. Reporter some signs to look for if youre tired while driving, drifting from your lane or forgetting where you just drove minutes ago. Take a break if you see those signs. Back now to our coverage of the 2018 winter Olympic Games. This morning we know who will carry the American Flag during the Opening Ceremony. Aaron hamlin will lead the American Olympic contingent. Weve grown up watching the olympics and were like who will be carrying the flag, and to actually be that person is insane. What an honor. She is 31 years old, her fourth trip to the olympics. Shes the First American athlete to win an olympic singles luge medal. Good for her. Talk about an honor there. Not only are you going to the olympics, youre there and get to carry the flag. So were going to be so excited watching all of those games kicking off and the Opening Ceremony tomorrow. We are going to have some very warm weather here across the bay area. It shows you just a few minutes ago and i wanted to dive deeper into this because this was released just a few minutes ago and we now have abnormally dry conditions across the bay area and also there has been an increase in severe drought for southern california. Weve had the lack of rain so we knew this was coming. As we see the yellow outline that shows the areas including the santa cruz mountains. Now in abnormally dry conditions and also for solano county, napa county and also extending into parts of marin county where we are abnormally dry and we are going to continue to possibly have to watch that and also our record high temperatures as we go throughout the day. Now we are heading into the mid70s for napa, san jose and livermore, and we should stay just a couple degrees below that record high but if we go a couple degrees above that we are going to set some new records again today and in oakland were going to be up to 71 but the record high today is 79. Santa rosa, 75 degrees with a look at all of our high temperatures reaching into the low to mid70s this afternoon. As you get dressed, you do need a jacket as you step out the door because, of course, it is a cool start but then later today some short sleeves and then getting out the door for school this morning in livermore, 44 degrees to start but look at those 70s were heading to by the time you pick them up from school. Our sevenday forecast shows more temperatures that will be cooling off but still a lot of sunshine as we go into early next week, inland areas cooling off but gusty winds as well. Mike, you are checking a slowdown in san jose. A little alarming as i looked up and saw a stack of headlights, stopped for just about a second but then things started to move again. I saw some flashing lights and they have gotten that disabled vehicle cleared over to treasure island. Bradshaw says he hasnt taken a dime from the womans trust and tells us he doesnt even own a Construction Company. So is the state bar just making all this up . I cant speak to their understanding of the law. Theyve made an allegation. Its false. Reporter the state bar is expected to wrap up next week. Its not a criminal case. The worst discipline bradshaw faces is losing his license to practice law. He may be the subject of a criminal investigation led by the contractor state license board.
