Those first cases now it appears were the first cases in the entire country, not washington state. Scott budman is tracking the story. Reporter we now know there were three covid19 related deaths in Santa Clara County earlier than we thought. The first on february 6th, two others on february 17th and march 6th. Previously, the first death in the south bay was thought to have happened march 9th. Dr. Sarah cody says the newly known cases are likely the tip of the iceberg. What these deaths tell us is we had Community Transmission probably to a significant degree far earlier than we had known. Reporter she also says while the three victims didnt seem to travel much before they got sick, their symptoms were probably similar to the seasonal few. Robert morales of san jose thought the same thing. He thinks he may have had the coronavirus. It quickly escalated from there to really severe fatigue. Fatigue like ive never, ever felt before. Reporter some say this could explain why Santa Clara County has had more cases of covid19, because it likely landed here first. There must have been somewhat significant degree of Community Transmission. Reporter officials also say one of the reasons it was so tough to distinguish when covid19 and the flu at the time is that testing was so limited. In san jose, sbudman, nbc bay area news. But here in the bay area, things have slowed down. Roughly 100 new cases for a total of 6800 cases in the bay area and 238 deaths. Santa clara county, still in the hot zone with just under 2,000. As for lifting shelter in place order, this map shows when each state should lift shelter in place orders. California, very light. It can open in the next couple of weeks. But there are other states, including georgia, the midwest, arizona, its recommended they open much later. Were talking in june. But for example, georgia has already said they plan to reopen part of the state this week. So theyre going against recommendations by the cdc. They plan to open much earlier. Jessica . The new health order came bsh dame enforceable at 8 00 this morning. So if you go to the store or get on Public Transit without a mask or a Face Covering, expect to get turned away. The order requires businesses to put up signs and they refuse entry and service to anyone without a Face Covering. Health Officials Say its going to get a little tricky for all of us to get used to it. But this is the new normal, so get used to it. This is a fundamental change to our lifestyle. And its not a sprint, its not even a marathon. Its an ultramarathon thats going to last months, seasons, maybe even into next year. So people who went out today and didnt have one, people had to get creative. This guy found a shirt he fashioned into a Face Covering and got to go into target. Kaiser is rushing to build a lab to produce more tests. It can handle up to 10,000 tests a day. The hospital says test result also be available within 24 hours. The lab should be up and running by june 1. The overwhelming majority of local Business Owners we have spoken with said they were left high and dry in phase one. Now more money is coming and theyre hoping to get that n that cue. Tomorrow, the house of representatives is expected to pass a second stimulus bill from the federal government. This time a chunk is set aside for small Business Owners. How much money . 310 billion, thats the plan right now. Its intended for main street and not wall street. Weve heard that before. Hopefully this time it comes true. And yes, i would like to think that people can take a hard look morally and say has my business suffered . Should i do this . We could ask people to do that and have a moral debate. Or congress could set tighter rules to make sure that money gets to those neediest, smallest borrowers. Well see what happens now. He was only there for a year and all the fire victims, the bankruptcy cases, whats happening now . Reporter well, we know between now and june, its long time away, because it requires that the bankruptcy go forward. He was promising to stay long enough to get this bankruptcy through. The regulators have given the nod that theyll accept the deal. So right now, he basically has said the commitment he had was to make the company work through this bankruptcy. And what about nor the fire victims . They came to a deal that those victims get paid. Is that still going to happen . Reporter yes. The fire victims will be paid as part thof bankruptcy. They are going to, what they like it or not, they are essentially stockholders in this company. So right now the idea is that the big promise that has to come forward now is the trimming of the tree, as we face a new fire season. He made a lot of commitments about that, and the fire victims, of course, are waiting to get their money. And thats going to take some time, including the regulatory approval. Hes done a lot in the past year. Hes had his hands full, with all the fire victims. Where do we go from here . Whats next . Reporter you know, bill johnson made an emotional impact. He spoke directly to victims at a hearing, a regulatory hearing, and he promised they were going to trim their trees. And thats a critical point. We dont know how long thats going to take. Thats been a fluctuating number. The promise of trimming the trees Going Forward is the key to avoiding the power shutoffs he had to go on every night and talk about. That made those shutoffs are likely going to happen in the foreseeable future. And well see what the new head of the company talks about related to that. But we havent heard of anyone getting any of the money. Not Small Businesses. Well, until now. Robert handa has this story and joins us from santa clara where a popular pizza shop just got some muchneeded financial aid. Reporter were here on Stevens Creek boulevard, here after they applied for a ppp loan and other grants and loans. At that time, everyone was very concerned. But suddenly, after weeks of worries, theyre rolling in dough. Thats a new ingredient in the air at a slice of new york pizza relief. The restaurant employees 34 workers, a payroll of 6,026,00 week. The owner applied for a loan and this direct deposit appeared. It just showed up in our account, 245,000. Im like, my wife jumped up and down. Reporter the ppp loan is that 1 interest and the first payment suspect due for seven months. Then the shop found out it will get a grant of at least 10,000. No matter what the economic condition is, we can pay our guys. Reporter workers say theyre relieved. I feel incredibly luck kri and grateful and my heart goes out to friends who have been laid off. Reporter customers are happy, as well. Its nice to get out and enjoy these smaller businesses again and just give us a sense of that normal life we once had. Reporter the shop found out if it can show the money was used for payroll, rent and utilities, most of the loan will be forgiven. Thats a nice combination. Robert handa, nbc bay area news. Thank you, robert. Its not just about putting food on the table, the need for diapers is booming, as well. Theyre so expensive. Today, volunteers at East San Jose tried to address that need with a diaper give away. The School District says with those job losses, a lot of parents are having to reuse old diapers because they cant afford new ones. Doctors and nurses say the practice is leading to an increase in diaper rash patients at emergency rooms. When parents have to reuse the same diaper, theres a tremendous health risk for the child in terms of infections and brushes. And they want to stop that. They have distributed more than 1200 boxes of diapers to needily families in just the last week. That is really scary having to reuse a diaper. The risk of infection is just so high. We got a little respite from all this stress and got to see some of that blue sky. Tonight on this 50th anniversary of earth week, and you can see we do have unlimited visibility down here in san jose. And not really a lot of traffic on those roads and a lower, happier screen. Always great news with our shelter in place. Temperatures in the south bay for the most part were in the mid to upper 70s. And a few isolated low 80s. Up to 76 in san jose right now, dropping to 71. We get some clouds moving back in tonight and low 60s. Tomorrow morning, well have a few clouds well be reintroducing. I dont think it will be thick fog, but expect partly cloudy skies throughout parts of the bay area. And by the afternoon, we get that sunshine returning. And look at these temps, going into the low and mid 80s. 83 in santa rosa. 85 concord. San jose going up to 81 and morgan hill, 82. The coastline will remain cool in the 60s. Whats ahead . My forecast has our next change by saturday with increasing cloud cover. So not as sunny on saturday. But we have this warm weather continuing as we head all the way into next week.
