Dozens of protesters chanting outside Oakland Police headquarters, expressing anger over the floyd, a handcuffed black man who died after being held down by a white police officer. African people see ourselves with that foot on our neck. We feel that knee on our neck every single day from living in oppressive conditions in our community. Reporter communities around the country are showing their anger, and its turning into violence, like these scenes playing out in louisville. You can see that was an execution. It was a pure execution. Reporter the four officers involved have been fired from the department, but prosecutors have yet to charge them with a crime. If you dont like somebody, a human being, because of the way they look, you shouldnt be protecting the masses. Reporter in the bay area, chiefs are speaking out against this killing. Oaklands interim chief releasing this video message. We stand with our community in denouncing this incident and all incidents of police brutality. Next monday, child care, outdoor museums, and more retailers will open for curbside pickup. On june 15th, shopping indoors and Outdoor Dining like jean mentioned will reopen. Also religious services can resume as well as outdoor workout classes, summer camps, warriors and giants games without fans. In july, Indoor Dining can reopen. So can hair salons and barbershops. In midaugust, schools can reopen as well as bars, nail salons, and massage parlors. Also gyms, playgrounds, and swimming pools. Still no word, though, on concerts, Sports Events with fans, nightclubs, festivals, and hotels for tourism. New at 11 00, defying orders. The sheriff in Sonoma County says beginning next monday, his department will no longer enforce the countys stayathome order. In a statement, the sheriff said the curve has been flattened, and testing has verified the infection rate in Sonoma County is under control and decreasing. This move already being blasted by the board of supervisors. The board tweeting, while we acknowledge the communitys frustration with the situation and desire to return to some normalcy, the sheriffs message has had the unfortunate effect of creating confusion in our community. And in the south bay, one city in Santa Clara County wants special consideration to reopen. Were talking about gilroy. Heres nbc bay areas ian cull. Reporter like all cities across the country, gilroy has been hit hard financially by the pandemic. The mayor says its time to let them reopen like other counties in california. Our intent is not to be some sort of outlier, but our businesses are hurting. Reporter he points out gilroy is geographically removed from the denser parts of Silicon Valley and says theyve only seen two positive covid19 cases in the past 37 days. Ideally we would like to be able to open up a lot of things, including our retail outlets. But, you know, at this point were willing to take what we can get. Reporter gilroy is 33 miles from downtown san jose but only 12 miles from parts of san benito county, where restrictions were eased two weeks ago. Customers there can dine in restaurants and visit shops. Santa cruz could do the same soon. Were losing business even more now because other counties around us are going into an expanded phase two. Reporter gilroy businesses like this restaurant have seen it too. We have a lot of competition in other counties. Reporter it opened back in 1885, but the owners arent sure they can make it another month. So its seen a lot of horrible situations, and its survived it, but i dont know if its going to survive this one. Reporter any decision on reopening lies solely with the Public Health officer. The county tells us they are still monitoring case and hospitalization numbers since easing restrictions last week. They will wait a full 14day incubation period, and if numbers dont spike, more can reopen next week. San mateo county, 59 new cases. Santa clara county, 17 new cases reported in the past 24 hours. So why the spike in Alameda County . We spoke to dr. Peter chinhong, Infectious Disease specialist at ucsf. He says it could be a number of factors. People are a bit confused. Is it because theres more testing done . Is it because people felt more relaxed . I think well have more info if there are more cases going into the hospital. He says its just bet to control your environment. Youve heard the recommendations. Watch your hands. Practice social distancing. And wear a mask. Well, the new unemployment numbers highlight how devastating this pandemic has been on the u. S. Reporter President Trumps executive order zeros in on a section of the Communications Decency act that basically shields social Media Companies from liability for anything that their users publish. They have a shield. They can do what they want. They have a shield. Theyre not going to have that shield. Reporter School Closures and Distance Learning have made it so millions of students no longer have those face to face relationships with trusted adults other than their parents. Were talking about teachers. When it comes to child abuse and neglect at home, teachers are often the first ones to notice and report it. One morning i was greeting kids, and this child just blurted out, you know, oh, my face, my neck really hurts this morning, mrs. Dorsey. Reporter brannon dorsey, a bay area first grade teacher, says it was the worst teaching day of her life. I looked down, and i could see his face was swollen. He had visible marks on his neck, and im like, oh, my gosh, you know, what happened . And then he told me how he was hit at home. Reporter dorsey says she and her principal determined the child was in immediate danger and called 911. They says this kind of abuse may happen more often than you might think. There was a time that a student just shared out in the morning, oh, my dad was beating my mom last night. Do you think she would have been able to do that over a zoom call . Absolutely not. Reporter our Investigative Unit compiled data from multiple bay area counties showing calls to child abuse hotlines have dropped since california has sheltered at home. During april, the first full month of the stayathome order, contra costas numbers dropped by about 50 compared to the same month last year. 42 in Santa Clara County. 46 in San Francisco county. And 27 in alameda. Statewide, child abuse hotline calls fell 45 . It was so abrupt. It was so massive at every angle. Reporter kathy marsh is the director of Child Family Services in contra costa county. So with the shelter in place and children not being seen at school or not having inperson visit with their therapists or even medical providers, theyre not able to report because theyre not seeing the same things. Reporter across the board, teachers and School Personnel as mandated reporters typically call in the most child abuse reports. Is there still the fear that some of the most dire cases of abuse are still falling through the cracks . We worry about that because without being out there to know who are these children, where are they. Reporter marsh says this change in report sk more worrisome when family pressures at home may be building. We know theres a correlation between Domestic Violence and child abuse. Parents are struggling. Families are still struggling. Reporter Carol Carrillo is exclusive director of the Child Abuse Prevention Council for contra costa county. She says like so many things have changed as a result of covid19, so will the way we detect and report abuse. For instance, teachers doing Distance Learning may consider asking students different questions. Like who all had breakfast today . Who all had lunch today . How are you feeling today . Reporter or neighbors, carrillo says, can be more vigilant. She doesnt advocate for overreporting or tattling, but if there is concern about a childs safety, she says you can call your countys child abuse hotline to figure out the best course of action. If you believe the child is in immediate danger, she says call police. We never tell people they do more damage. You always want to err on what is the safety of the child. Reporter after teaching for 20 years, dorsey says nothing can replace classrooms. Its just really difficult to know that part of our job is to help kids, and thats taken away from us because of this crisis. Reporter as a neighbor, it can feel uncomfortable getting involved in someone elses family problems, but experts say when it comes to a childs safety, everyone is considered an essential worker. About 100 people showed up this evening in front of the Hayward Police department to protest an officerinvolved shooting. The angry crowd demanded a stop to police brutality. Body cam footage was released today of the encounter with police. This was yesterday when officers confronted that man right there in front of his yard after a disturbance. Police say the man approached them with a knife, and thats when one officer shot him with a taser and another officer shot that man with his gun. The man survived and is now at the santa rita jail. The cleanup is nearly done at pier 45 in San Francisco following that massive fire last saturday. Flames destroyed a warehouse that held thousands of crab, shrimp, and black cod traps worth millions of bucks. Because of that, the fire has taken a devastating toll on the citys fishing industry. Still no word on the cause. Like so many businesses, a neighborhood bookstore might go out of business. But people in willow glen are trying to save it. Hicklebys childrens bookstore was started by four moms back in 1979. Over the last 41 years, the store survived recessions and even the loma prieta earthquake. But when the shelter at home order went into effect theyre getting to meet authors and just because were missing out on those connections, its just a huge loss of revenue for us. A gofundme account has been set up to help the bookstore. Heres a reason to smile. We are celebrating the class of 2020, and this time in an untraditional way. Up next, social distancing in schools. How will it work . The new guidelines from the state superintendent that describes what classrooms are going to look like for our kids returning back to school. And happening now, parking lots and restrooms at the beaches in Half Moon Bay and pacifica will reopen this saturday. Theyve been closed since march. Neighbors in the surrounding areas were complaining that visitors were parking in residential spots. Were back in a moment. Motorcycle riders love the open road. We will then be submitting our recommendations to the Public Health department and also the county office of education. Whatever the new guidelines are, its going to be challenging.
