And again were waiting for the News Conference from pga. 21 Northern California counties are bracing for blackouts but it doesnt have to do anything with the stressed power grid. This time it is about fire danger and winds. Pg e may intentionally cut off power to reduce the threat of new wildfires being sparked. Most of the counties are in the sierra foothills. Napa and sonoma all at risk at power shutoffs. We see how people are preparing and one napa county town is hoping to aid vot worst of it. In callistico, a temple for emergency items. Flashlights, batteries, people coming in over the last couple of months and buying generators. Reporter for now the shelves hold batteries and flashlight but the manager knows that will change quickly if pg e goes through with a Public Safety power shutoff. It is amazing how much flashlights we do sell. Reporter pg e could shut down power between now through wednesday in response to extreme fire conditions. The store has its own generator just in case with instructions if the lights go out. It said counts to ten. Reporter but some are hoping the calistoga downtown could prevent wildfires. The utility just installed a micro grid of generators at the edge of town aimed at keeping lights on even if the power is turned off. That will be used to keep 600 customers on in the event we need to initiate a power shutoff. And that include shops and restaurants and emergency responders. Our goal is to impact onethird fewer customers this year than last year. Reporter but for residents like jon arent taking chances. Today he bought the biggest generator he could find. Pg e has been on and off and you lose stuff in refrigerators. They hope to restore power within 12 hours after the fire threat is passed. Some say either way they will be prepared. Nbc bay area news. Were waiting for the News Conference to start any minute. As soon as it does well take you to it so we know about the next couple of days going forward. Lets talk about ocean beach. It looks like a precovid holiday. With a dj and a thousand people on the beach but no masks. It was everything the city hoped to avoid. Tonight the mayor is trying to rein the whole situation in. And roz, it looks like there were a lot of people out there today. What is the situation now . Reporter it is growing a little bit by the hour. Weve seen more people come in. But take a look. It is still not that crowded. And i promise you even though Somebody Just started playing music it is not a party atmosphere. It is more of a family with kids crowd. But of course the night is still young. Ocean beach on this labor day, a balmy 80 degrees with the breeze off the ocean and dozens of families trying to beat the heat. Oh, my gosh, we live in the east bay, concord and it is really hot there. So we came outside to escape the heat. And for the most part they seem to follow the new covid19 rules, stay with your pod, wear a mask and keep good physical distance. I plan on being away from everybody from im more down there. Reporter it is a far cry from two nights ago when more than a thousand people packed the beach for the version of a burning man celebration complete with bonfires. The 34th annual art and Music Festival usually held in the desert was canceled because of the coronavirus pandemic. Few were wearing mask london breed called it reckless and selfish and ordered the shutdown of the beach parking lots. We were surprised by why on the weekend. But that is a good reason. Reporter but it made it awful inconvenient for beachgoers trying to play by the rules. Burning man, theyre trying to have their fun too, so i get it. It is unfortunate for us with no parking lots. But hey, it is what it is. Reporter and a lot of the families did come early. Some are starting to leave now but it is filling up. That is a good idea. Well see what the night brings. And try to give everyone an opportunity to be able to ask questions. And with that, id like to turn it over to scott, our chief meteorologist to give us a weather update. Scott. Great, thanks lindsay. Im scott, im a meteorologist closely tracking this event and here to provide you with a quick summary of the upcoming fire concerns we have. As most of us know, we did have a major heat wave unfold over the weekend which is continuing today. We saw many historic temperature records shattered during the heat wave and unfortunately the continued hot and dry weather will continue to dry out vegetation across california and make that vegetation even more susceptible to new ignition and large fires. And so there is also a strong weather system now dropping south through idaho and it is expected to pass just east of california tonight through wednesday and it is at the stage for diablo and santa ana winds to develop across california. The wind event is expected to start near midnight northern and central Sierra Nevada and in the bay area primarily in the north bay and other locations around the territory and the elevated terrain will be quite breezy as well. Were expecting strong winds in the elevated terrain in southern kern county as the santa ana winds sets up across southern california. And unfortunately this wind event is occurring on the heels of the current heat wave and will produce critical fire potential conditions due to that combination of the strong winds and the low relative humidity is expected with the winds and the dry vegetation i spoke of earlier. In order to prepare for this event, the Meteorologist Team within pg e used the best Global Weather models, High Resolution models and our inhouse High Resolution weather model capable of 2 kilometer and subkilometer measure solution. And one notable trend i would like to mention is that all of the weather models that were tracking as we head closer and closer to this event have trended stronger over the past 24 hours and as we know these events are dependent on the weather, particularly wind speeds and other forecast information we use for this event. So for the past week we have been collaborating with other meteorologists across the state of california. Notably the National Weather service and other federal forecast agencies on upcoming period of risk to verify that this is a risk period to be concerned with. And eventually all forecast agencies that we talked to are aligned this is a significant event. The National Weather service has issued red flag warnings for most of Northern California, that are going to begin to go into effect this evening. They also indicate peak wind gusts at this event could be near 50 Miles Per Hour in many areas in that kind of sierra footprint i mentioned as well as elevated peaks and ridges and the north bay and elsewhere. But some local areas could see higher gusts than that. So that is quite possible at an event like this. And then other federal forecast agencies said the northern and southern Geography Center and the noaa Storm Prediction Center, and so there is alignment across agencies that this is a high risk event. I want to touch on a few areas where we made some improvement this is year over last year. The first is that we partnered with some external experts to develop a new High Resolution model that provides more than twice the resolution this year compared to last year. So were using that data to better pinpoint where the winds will materialize and then we also use the Cloud Computer resourcing to cross that weather data because it is quite massive in size and we process the several weather models that he mentioned earlier in the cloud environment. And then the last thing ill leave you with is that weve also installed 246 weather stations in high risk areas so far this year so that brings our total network up to 846 weather stations that we have. That helps us monitor the wind events in realtime and provide that critical intel of when it is safe to begin the restoration process and well be tracking that closely 24 7 throughout this event. And so all of that information that weather station information is publicly available as well and so you could find it online. And so with that, id like to conclude the weather briefing and turn it back over to you, lindsay. So just to recap, we have a red flag warning, we have extremely dry fuel on the ground and we have diablo winds coming in so this is a high risk event that you described for us. That is correct. They call conditions critical, it is a significant event in the past 24 hours things just seem to be getting worse with the system moving in causing gusty winds up to 50 Miles Per Hour in some of the bay area peaks. This red flag warning and these possible Public Safety power shutoffs looking more and more likely starting tonight through wednesday morning. Specifically in the north bay and parts of sonoma and napa counties and the other counties are in the Sierra Nevada to prevent the gusty winds from blowing over power lines and starting fires which we have seen in years past which have turned out to be deadly and defendant stating. Well as of tomorrow at least three local counties, may take another step toward reopening. Santa clara, marin and santa cruz counties appear ready to move spots in the multi tier reopening system. Moving from purple to red, which is substantial. That is a Major Development for thousands of businesses. Damian trujillo is in downtown san jose with more. Reporter it is been a devastating five months for most of the restaurants in downtown san jose. But now theyre watching this next move with cautious optimism. This restaurant has seen better days. Right now theyre scraping by, limited to outdoor dining. It is very difficult. Quite frankly, were barely breaking even. Reporter but it appears improving covid numbers could mean a new lifeline for the restaurant. Santa clara county looks like it qualifies to change tiers in the governors new reopening system. A change from the purple to red tier would mean limited Indoor Seating at restaurants, 25 of capacity. Here is a county council giving a possible time line for that change last week. We would then be able to move into the red tier on september 8th. Reporter once the state changes a tier, the local Health Officer must decide whether to loosen restrictions which could happen in a matter of hours. Many merchants are optimistic that could happen quickly. It is a good sign for you will of us. Reporter red means School Classrooms could reopen if the county stays red for two weeks. Nail salons could open indoors and while the owner of blossom nail spa in the prune yard thinks that is good news, she wont believe it until she sees it. But even as a county appears ready to open more business, theyre beginning an enforcement sflts. They could be issued violations or even fines. Reporter more businesses following the rules, reopening cant happen fast enough. We want to be open and give people their jobs back. Reporter in san jose, damian trujillo, nbc bay area news. Lets talk about our red flag warning. We have a couple of dangerous days ahead and after the pg e News Conference they say it is appearing to get worse with gustier winds. What are you seeing, rob . In that press conference, the diablo winds keep temperatures warm on the higher peaks and the models have been trending to the higher gusts of 45 to 60mileperhour range like mt. Saint helena. It is a sea breeze moving into the bay area. You could see the smoke in San Francisco with the visibility improving and the temperatures dropped down now. 74 degrees after a high of 91 earlier. Well take you inland toward dublin. Still seeing 102 degrees, wind out of the west at 12 Miles Per Hour and in san jose numbers above 100 degrees, still 95, northwest wind at 14. So, currently the wind is on shore. You could see the arrows pointing inland across the bay. That is going to change as we approach midnight tonight. So the red flag warning gets started at about 10 00 tonight. For all elevations above a thousand feet but the focus of the worst fire weather conditions will be across the north bay higher peaks of lake county and sonoma and napa county. You see the areas in purple, those are locations to see the gusts at about 45 Miles Per Hour up above 2,000 feet. So the target there is the Higher Elevation peaks. The north bay, that is one location that the deab low range and along the santa cruz mountains. Notice temperatures tomorrow not as hot as today and we dont have an excessive heat warning assigned to tomorrow. But still inland temperatures across the valley and those dry and breezy conditions will still be in the 90s to near 100 degrees. So in terms of the temperatures, technically it is cooler but in terms of fire danger with the increase breeze and offshore wind and humidity, this is the 36 hour window into wednesday, look at San Francisco starting to see the temperatures cool toward thursday and friday. And the temperature drop youre seeing there from near 100 degrees to the upper 80s thursday, north winds should subside by thursday morning. In fact, we should see a little bit of a low cloud to make a comeback. So once we pass wednesday, cooler changes which should include increasing humidity levels and low clouds to make a comeback. But the issue with this red flag warning is two days with 100 to 110 degrees temperatures during the day and 80 degrees at night and this is worst you would see and ongoing hot temperatures tomorrow as well. Okay, yeah, rob, it is just unbearable. We have to keep our fingers crossed for the next couple of days. The recordbreaking temperatures along the coronavirus restrictions, they have people searching for places to beat the heat today. Well show you what turned out to be a couple of the most popular spots to escape. Okay, it is a trifecta on the hot weather, the mall, is the cool spot for a lot of people today considering they are airconditioned, and they have sales going on.
