Lets head outside in the comfort of being inside. What a lovely live look at downtown san jose this morning. The suns arrival is here but really not warming things up too much, kari. Not at all. Weve had a very chilly morning and you can see from that shot that it was clear. Well, yesterday we had some clouds and that kind of as a blanket to keep those temperatures warmer. Somebody removed the blanket and here we are feeling temperatures in the 30s and low 40s and even freezing or close to freezing in santa rosa. Just one degree above. But when you compare that to yesterday when we have the clouds, it is now 14 degrees cooler in concord, as well as livermore compared to yesterday at this time. A heavier jacket is needed. As we go into today, a nice one as we reach into the low 60s looking at highs reaching up to 62 degrees today in oakland. Well talk more about this and what is ahead as the rain comes in for the weekend. Mike, how is it looking right now for the commute. You know, i was concerned about the dumbarton bridge, kari. Lets look at the map and overall green sensors for and a disabled vehicle reported mid span and eastbound. Most folks heading west and slight traffic and bridge crew should take care of this quickly. Meanwhile, southbound 101 very slow and the exit there blocked one lane blocked by a crash. And while we do have the normal backup at the bay bridge coming from the east bay to the peninsula, the slow down is on the peninsula itself. 101 a crash around the south San Francisco exit. Germanbased start up says it plans to launch flying taxis in orlando by the year 2025. It plans to build a socalled jet unveiled by the company last year will also serve as socalled air taxies. The goal is to have passengers use an app like uber just to hail them. So, there you go. There you have it. Well, you know what, today might be a good time to fly one of those if theyre ready to go. Meteorologist kari hall has a look at the forecast for us. Pretty clear today . It will be clear today. And weve seen also chilly temperatures this morning as a result of the clear skies. But at least we will be slightly warmer by this afternoon. Now were also tracking some rain and by the time this weather system gets here by tomorrow afternoon, were going to see some lengthy rain. Lets go through this timeline as we started to see some of those clouds moving in by tomorrow afternoon. Here we are at 4 00 and were seeing some of those showers moving into parts of the north bay. Were going to see some scattered showers for tomorrow evening and it looks like its out of here by sunrise on saturday. So, this should not affect your weekend plans. Were going to see a mostly sunny sky throughout the weekend, but its still not enough rain and definitely what we need at this point since were talking about drought kig conditions. Most of the bay area getting anywhere from a quarter to maybe just slightly up to 0. 3 of rain for parts of the north bay and going to be dry and then next week were expecting more rain. So, here we are looking into next weeks forecast. And the models are showing the potential of getting another half inch to possibly inch of rain farther to the north. So, some really great news on down the line. Lets hope that holds up. And for sierra snow. Very light snowfall this weekend but just enough to make the roads very slick. Anywhere from four to five inches of snow but then take a look at next week and what could fall between next tuesday and wednesday, it does show the potential of close to two feet of snow in total over the next seven days. So, as we look at our forecast, were going to have some cool weather for these early hours. But then warming up nicely for the afternoon. By tomorrow, the rain moves in and it clears out on saturday. The rest of the weekend is dry. And early next week more rain and possibly more sierra snow headed our way and our temperatures are going to stay mild reaching into the upper 60s. So, a pretty good forecast here. How is it looking right now for the commute, mike . Kari, still thinking about the flying taxies. If that happens, when that happens, i migt might get more complicated. No need for the radar because were basically stopped. The metering lights have been on just before 6 00. But the middle lanes are moving. Thats good. The map shows you where the arrow is and incline moves smoothly just at the toll plaza and maze and east shore freeway move nicely on the peninsula. This issue continuing problem from a crash. I hear two lanes are actually blocked southbound 101 heading down south of the exit there. Be careful if youre traveling south on 101 and 280 an easy alternate. Across from the bay shore, over towards 880, eastbound 84 still reports of that disabled vehicle, but over near the radio tower. So, its on land, not on the actual high rise of the bridge. Thats better news and a smooth drive for the rest of the bay and nothing unexpected in the south bay. Back to you. Good to know. Thanks so much, mike. 6 20 right now. There could be a way to bring back concerts during the pandemic. Well tell you about it next. Nbc responds. Two airlines and refund. A live report just moments away. And a good morning to you. Thank you so much for making us a part of your morning. Im marcus washington. Im laura garcia. Well check in with mike in just a little bit. He has a look at the morning commute. Lets check in with kari. Another cold start. At least were friday eve. We are friday eve. Were looking forward to the weekend and looking forward to a little bit of rain before we get there. Today we are starting out cold, but well have a nice afternoon. And a great day to get out there and enjoy some of the fall colors. But the rain coming in tomorrow evening will be out of here in time for the weekend. And well see a clearing out and some nice, comfortable temperatures for those outdoor activities. Today were looking at highs that will reach into the low 60s for today. And up to 62 in livermore and 63, as well, in napa. And 61 today in san hozai. Well talk about the timeline of that and, mike, any issues for the morning commute . No. Couple slow spots. Actually one issue for the peninsula. Lets take a look first at the bay bridge toll plaza. We know well have the backup and there this morning as all lanes filled in and metering lights turned on just before 6 00. The map shows you no problems getting there and the backup at the toll plaza is only right there. But on the peninsula, that is the other issue. Unexpectedly slow southbound 101 heading towards the south city exit and report two lanes blocked by a single car crash which there may be a couple cars there now and maybe a secondary one. Thats slow for 101 and 280 a lot clearer and connect back over at 380 over towards the airport. The rest of the bay, no surprises. Back to you. Thanks so much, mike. School district and families are trying to figure out what next semester will look like and how long they may have to distance learn after the holidays. Today in the bay kris sanchez is live in san jose where parents are gathering over calls to reopen those classrooms, kris. This is very specific protest. These folks work with special Needs Children who get services through the Santa Clara County office of education. And theyre saying that they just dont have the amount of training to serve students safely and thats what theyre asking for. They say that the students should not be working in classrooms if they are not ready to be there. But they understand that special needs kids especially need to be the in the classroom because they dont understand about social distancing and the masking. Heres a little listen. We certainly believe that our students need to be in school and in person if thats what their parents choose to do so. But we believe we need to have the health and safety training. Thats critical. We need to ensure staffing is appropriate and not just the classes that have one or two students. Those who need to work remotely should also be able to do so. Now, the Santa Clara County office of education provides guidance for 31 districts in Santa Clara County. That includes san jose unified which is moving forward with very limited inperson instruction primarily for students with special needs. Palo alto unified which will return with a hybrid model will not look anything like a regular educational experience. A covid hot spot will continue with Distance Learning all the way through the end of june. The end of the school year because they are in a hot spot. This is all dependent on how the county falls in the reopening tiers by the state. Now, again, this protest is regarding special needs students and how their educational process could work. You might see the speakers are here and they also have what appear to be small body bags. Trying to make the point its not safe for students to return. A very difficult decision for families and for educators. A decision that were having to make in our household, as well, whether to return our two daughters to inperson learning in january. We have to make that decision by monday. In san jose, kris sanchez, today in the bay. Well, kris, before you go. A really tough decision. Especially having to make the decision now not knowing what is going to happen in january. And theres really two sides to this issue, as well. This week we saw a lot of parents in livermore demanding schools reopen. Theyre very adamant about it. Yeah, heres the thing is that there are students who are falling behind academically, even students who are not special needs students. And those are the students that parents say really need to be back in the classroom because theyre going to have so much ground to make up. The problem is if the teachers and the staff dont have the adequate ppe and if they dont have the adequate training and if they cant socially distance, then they just dont feel safe doing that. I understand the parents that are rushing and pushing to get those schools back open and get their students back into the environment where they can learn and away from the Kitchen Table at home, but we also understand that this is very risky. Ill tell you my sister is a teacher in texas and theyve had nine covid cases since they returned to inperson instruction and my nephew is in colorado and they just shut down their inperson learning because there is not enough staff between the covid positive and the quarantine requirement that follow that. A lot of difficult decisions for a lot of families and certainly we can all understand all sides and we have to make the decision that is right for our family. Certainly a lot for everyone to think about involved. Thanks, kris. Now, Bay Area Health leaders are warning the spike in covid19 cases may lead to a surge in something that could overwhelm hospitals. One ucsf doctor says that hospitals have stockpiles of drugs for patients and Safety Equipment for the staff, but with cases surging across the country, supplies could dwindle. On ppe even though we could, of course, run out if the National Supply gets low, which im afraid of. Now, in the south bay, Santa Clara CountyHealth Officials transform the Convention Center into a hospital back in the spring. They are prepared to do that, again. Experts say all their preparations may be put to the test as that virus spreads. As california approaches one million confirmed cases of coronavirus, the Southern California doctor believes we are now in the third wave of covid. This past week San Diego County rolled back into the purple tier after cases started to surge. Covid survives best in Colder Weather making people more susceptible. The uc san diego ear, nose and throat specialist says were now in the first phase of the third wave. You have the colder temperature, you have people behaving differently that people are going to have more time indoors and then after that. He thinks the next phase will be an increase in hospitalizations. More serious cases and deaths. 6 36 for you this morning and the trial of the accused north cal rapist wrapping up and he is scheduled to be on the witness stand today. Accused of a string of sexual attacks over six counties three of them right here in the bay area. Authorities arrested him near his workplace in berkeley with the help of dna evidence and according to a source in the courtroom. Supposed to be the final witness. Closing arguments may begin on monday. Two months of debate should reach a conclusion tonight in fremont when School Board Members will vote on whether the district should continue its Campus Police patrols. The 25member task force earlier this week recommended removing School Resource officers and using that money instead for what supporters call more proactive safety measures. Mammoth mounty ski resort getting a head start on tahoe destinations thanks to a solid storm last weekend and more snow on the way. Mammoth will open tomorrow. If youre thinking about going, you better have your lift tickets in hand because Opening Weekend is already sold out. From here it is a longer drive. Right now north star and heavenly are set to open november 20th. Just in time for thanksgiving. Its always a lot of fun. All right. Well, coming up for you, some call them homeless mcmansions. Complete with the doorbell, shower and tv. Well show you where in california this is happening. Plus. A top adviser to president elect joe biden says we are entering a quote, covid hell. The proposed National Lockdown. Well take a look at how washington currently is handling the covid crisis. How new york is handling stocks thats out to the big board where theyre down slightly after that vaccine rally. And halloween may be over, but theres still tales to tell from that night. Up next, the coyote that went trick or treating. Youre watching today in the bay. Right now at 6 41 as youre getting ready in the east bay we are starting out with cold temperatures. Back in the 30s and if youre going to be leaving a little bit later, its going to feel better with some low 50s. Today were heading into the 60s with sunshine. Well talk about when the rain arrives in the bay area. Thats coming up in a few minutes. And were looking at standard backup for highway 37 out of vallejo and bay bridge traveling west. We have good recovery over on the peninsula. The crash just cleared minutes ago here around the south city exit. We see speeds looking better for 101. More traffic heading south but a live look at palo alto shows you anywhere south of the airport it could handle a little more traffic. Well track it. Sounds good, mike, thanks. 6 42 right now. San francisco election leaders today begin a random manual ralra tally of ballots but get this a really unusual process. Ten sided dice will be rolled to select the ballots amounting to 1 of the vote which is then manually counted to assure Voting Machines worked correctly. You can even watch the process live streamed online. The selection of ballots takes place today at 9 00 a. M. The count begins tomorrow. With three states still left to finalize their Election Results, we want to keep you up to date on the 2020 popular vote. Joe biden so far has more than 77 million votes and nearly a 51 majority. President trump has more than 72 million votes. Thats about 47 with about 6 million ballots left to count. President elect biden has chosen his white house chief of staff. Scott mcgrew, he comes with a lot of experience. He really does. Hes been biden chief of staff before when biden was Vice President. He was al gores chief of staff. So, he knows his way around the white house. Klains biggest job will be the president elect pick a cabinet and other top officials. After that the primary focus will be coronavirus. Were in our second or third wave, depending on how you measure it. Its particularly bad in the midwest. Nationally more than 8,000 americans have died since election day. More than 240,000 since the start of the pandemic. Now, that 240,000 metric is significant because that was the upper range of what the Trump Administration said would be a good sign that they were doing it well. President trump and his Coronavirus Team would often take credit for the low death count saying it could be in the millions, but should be a number between 100,000 and 200,000, maybe 250,000 to indicate they were doing a good job. The 100,000 to 200,000 and we think that that is the range. We really believe and hope every day that we can do a lot better than that. We are beyond that. Of course, President Trump insisted on the campaign trail. All that talk about coronavirus was an intentional distraction by democrats and that we would not be talking about coronavirus after the election. Turn on television. Ccovid. A plane goes down, 500 people dead. We dont talk about it. Covid, covid. By the way on november 4th, you wont hear about it any more. More than 500 people died yesterday from coronavirus. The head of the Republican Party mcdaniel hosted a tweet warning that if democrats add two senators from georgia in a runoff, that would make the senate 50 50 and Vice President harris would break all the ties. She deleted that tweet because she was acknowledging that biden and harris had won the election. The Republican Attorney in arizona says it would appear there is no way trump can win arizona by the time they count all of the ballots. The republican secretary of state in georgia has called for a hand recount. Biden is winning there. Here he is talking to a reporter from the today show. Youre confident that this audit will remove any doubt and answer any questions about the validity of this election. Yes. I understand that some wont like the results and others will like it. But at the end of the day, we want them to have the confidence that these are the results. There are no signs of fraud in georgia so far, but a hand recount is going to reassure people. Were talking about all of those things on twitter and we welcome your feedback. Reach me on twitter scottmcgrew. Thanks, scaott. Staying with politics, president elect joe biden is being advised to possibly lock things down for the week. A National Lockdown is what were talking about after president elect Biden Takes Office in the new year. One that could last four to six weeks long. This isered cooi ereaccording t osterholm who says that the country is headed towards a, quote, covid hell. Right now 110,000 americans are becoming infected with covid19 each day. The rates of infection have increased enough in Contra Costa County and this county has moved back into the red tier reoep sxng tomorrow reoepening and reacting more restriction. Suggested the country go into a lockdown and if the government could pass a relief package that could cover income for people and local governments. He believes cases are rising in part because people have pandemic fatigue. Are tired of Wearing Masks and staying six feet apart. The cold weather is also driving people inside where the virus can spread more easily. Incidental incidentally suggest they dont have to do a full lockdown and still contain the spread of covid. Instead theyre suggesting a model of staggered public activity. Lets say you have a group of people who want to go shopping. They would be divided into sub groups one in the am and the other in the pm. Back out here live in san ramon. C contr costa county not only county seeing the rates climb. Same with San Francisco. Tomorrow as a result, theyre going to stop Indoor Dining and reduce capacity in places like gyms and movie theaters. Reporting live here in san ramon, bob redell, today in the bay. Thank you, bob. Some los angeles Business Owners are sounding the alarm on elaborate homeless tents. They call them mcmansions and they claim its creating dangerous conditions for people who live in or near them. One tent owner installed a waiting pool. Another had its own tiki bar. Some have stoves and heaters installed and that increases fire risk. Critics argue the tents are blocking sidewalks and in some cases blocking fire hydrants. Theyre demanding the city take more control in regulatoring them. A follow up for you. One week after reopening the Santa Cruz Beach boardwalk, it is once again closed. The rides and attractions were open to locals only and this week the county went back into the red tier, meaning restrictions have tightened. Some outdoor games, food and shopping areas will remain open. The masters Golf Tournament calls itself a tradition unlike any other and in a year like no other. I wanted to show you this generic map showing where you see the red and orange leaves, its time to check it out in parts of the santa cruz mountains, as well as much of the bay area. So, were going to have some nice weather for some leaf peeping today and then this storm system will start to move in and it looks like it just continues to fall apart as it approaches the bay area. So, here we are going into tomorrow afternoon. We start to see the rain approaching parts of the north bay at 4 00. And then going into the evening right around sunset well start to see some off and on showers. But look at how it falls apart by tomorrow night. So, only some light rain expected south of the golden gates out of here by saturday morning and the rest of the weekend looking pretty nice with temperatures that will reach into the 60s. Meantime looking at this first wave of rain coming in between tomorrow night and saturday morning. Well only bring a slight amount of rain anywhere from tenth to quarter inch. But then next week will have another chance of some heavier rain and, in all, were looking at the possibility of getting in some spots over an inch of rain, especially for the north bay. So, well be really nice if this actually panned out. Of course, well keep you updated throughout the weekend. In terms of sierra snow, well see some light amount of snow throughout the weekend but then again with the next storm system coming in next week, it could bring in the possibility of close to two feet of total snow for some of our upper elevations. So, were going to be watching that because of the first system coming in and bringing us some rain tomorrow night. Doesnt look that strong and then we go back to some warmer temperatures with some upper 60s in the inland valleys throughout the weekend.
