The news at 11 00 starts right now. Good evening. Thanks so much for joining us. Im anoushah rasta. Im terry mcsweeney. Santa clara county is pulling the brakes. They are comparing the covid crisis to a train about to derail. Among the new restrictions is a quarantine. Will it be enforced . We begin coverage with bay areas Marianne Favro at san joses bay area international. Reporter San Jose International must post the information and also give each arriving passenger a copy of the order. Letting them know that they are required to quarantine for 14 days. This is the last group of travelers arriving at sjc who will not be asked to quarantine. But at midnight that all changes. Thats when a new travel order goes into effect in Santa Clara County requiring people who travel more than 150 miles from the county to quarantine for 14 days. Travelers have mixed feelings about the restriction. For most people that doesnt really that wont really fly with their sort of lifestyle, right. Irk work from home. Some people might not be able to work from home. I dont know if theyll miss out on income or what, you know. I think its a good idea, right. The death numbers picking up. Reporter there are some exceptions, such as people who perform an essential government function. Its not clear if the county will be tracking whether people actually quarantine, but the county is notifying travelers of the policy. Were requiring transit facilities where people may be coming from, greater than 150 miles, for example, the airport or train stations to affirmatively provide the quarantine information. Reporter not only is the airport required to post this sign about the quarantine order, but it must give a copy of the directive to arriving passengers. With new covid cases increasing exponentially, and regular hospital beds in the county expected to fill up by december 3rd, the county is also cracking down on businesses, issuing at least 76 fines last week. No grace period for covid violations. Most of the violations were for failing to submit a revised covid19 business plan. We reached out to Santa Clara County Public Health department to find out the specifics on how theyre going to enforce this new quarantine order, but they did not provide any details. What we do know is that this new order applies not just to People Living in Santa Clara County, but anyone who visits here for more than 150 miles away. In san jose, Marianne Favro, nbc bay area news. Over the past week, tsa has processed more than 7 Million Airline passengers. Sounds like a lot and it is, but its still less than half of what we saw last year. Here at our bay area airports an average of about 18,000 passengers went through sfo per day over the past week. The airport says a 75 below average. San jose International Says it also saw far fewer travelers this holiday week than in a typical year. And with all that travel, Health Officials are warning of an even greater surge in the coming week, something that could overwhelm the states hospital system. Take a look at this. Yesterday the state reported a record 7,415 patients hospitalized with covid19. Just one month before that, that number was down 2,358 patients. The increase there is of more than 5,000 patients in just one month. Now lets narrow even further and take a look at hospitalizations. Hospitalizations within Santa Clara County, this is data from the first of the month. At least 272 patients are currently hospitalized. You can clearly see the number of hospitalizations rising steadily all month long. The San Francisco 49ers opening up after an emotional win and at times getting emotional over the uncertainty of what happens to the team next. The team wont be able to play or practice at levi stadium for at least the next three weeks. Nbc bay areas Anthony Flores joining us now with the teams reaction to these new restrictions. Anthony. Yeah, terry. Head coach Kyle Shanahan called it disappointing when he found out about the countys new regulation on the flight to los angeles. Now, he says the team and the franchise have been working hard to keep everybody safe and follow the rules. For us to be heading out here yesterday, the relationship we have with them for all the players and coaches and everyone on the plane to find that out while were getting on the plane and nobody tell us was extremely disappointing. I have a lot of guys here who, we can handle anything. We understand how big of a deal this virus is, and thats why were so committed and we feel thats why like weve done it as good as we can. Its been a struggle not having my little, my Little Family sorry if i get a little emotional, but, you know, its really tough and i miss them so much. And its a fight out here every day. Youre fighting for your life, and i just want people to understand that, you know. Its not just football players. Its the whole organization, its everybody. You can hear the emotion in both of their voices. The team is working on a new game plan. Now, they have not finalized where theyre going to stay, practice or play, but its clear that leaving their families behind will not be easy. Now, the 49ers next game is next monday night, but theyll have to find a place to practice by thursday. Reports from nbc sports bay area says theyll likely practice in arizona or even san diego and play their games in arizona. But, again, nothing has been finalized by the team. Back to you in the studio. Anthony, thanks very much. Take a live look at San Francisco now. That city and county moved back to the purple tier today. San francisco will now have to abide by the states curfew beginning tomorrow night at 10 00. It lasts until 5 00 in the morning. Also moving back to the restricted purple tier, that means Retail Stores and restaurants returning to tighter rules. They were hoping to avoid. Broadway grill in burlingame one of the businesses adjusting to the new restrictions. The option of indoor dining, forget about it, its gone. The restaurant hopes to get a parklet or tent soon. Even that comes with challenges. The Biggest Issue obviously is going to be wintertime. If its raining, you know, its probably going to be no business at all. And basically were hoping for some takeout. For retail shops, the indoor capacity is being further reduced just as Holiday Shopping season arrives. And then there was one. Marin is the only county in the bay area that has not moved back into the most restrictive purple tier. That means that it also does not have mandatory curfews in effect. It is hanging on in the red tier. Nbc bay areas tom jensen now from mill valley where there are worries about whats ahead. Reporter a busy sunday here in mill valley with diners and shoppers remaining out into the evening. With marin county still in the red tier, but will there be fall out after the holidays and an even bigger surge in covid19 cases . Thats a concern for some. Shoppers and diners enjoy live music in downtown mill valley. Like other marin county communities, theres no curfew in place, so no need to eat fast and rush home. A manager at deangelos restaurant is thankful people have worked to slow the spread of covid here. I think so far everybody has been, you know, very careful like when we have people Walking Around here, everybody is wearing their mask. Reporter he doesnt want any new restrictions to hurt plans to expand seating as deangelos tries to survive the pandemic financially. Diners receipts over the past few days are down about 75 compared to the 2019 thanksgiving weekend. Were trying to open other areas in the restaurant so we can have another section for sales. And were making things happen on the alley way, thats going to be our next step for moving forward. Reporter others worry marin countys red status is about to change. After the thanksgiving break, we still have no idea the cases of covid that will be coming back to the bay area. Reporter and because of that, Stephanie Shafer says the School District should not be moving forward with plans to reopen elementary schools, and Mill Valley Middle School where she has kids, monday morning. And we dont know for probably two or three weeks. Now is the worst time to start. I do understand the concern. Reporter another parent who is also a counselor said hes seen an increase in Mental Health issues in teens who need the social connections at school, so he supports the reopening. I just think as far as their social, emotional growth its really at some point we have to go. Reporter meanwhile, the high schools here plan to reopen in january. After we know if travel and get togethers caused another spike in covid19 cases. In mill valley, tom jensen, nbc bay area news. This week a south bay church will be back in court fighting to hold large indoor services. As we previously reported, the cavalry chapel in san jose has continuously defied the countys orders welcoming hundreds of people inside for services. Last month the Court Ruling Said the church must listen to the county and comply with its order. Another hearing is set for tuesday to determine if those restrictions will continue. The county has already issued hundreds of thousands of dollars worth of fines against that church. Still ahead, it could be just a few weeks before a vaccine is available. This week a critical meeting to decide who gets that vaccine first with some of the countrys Top Health Leaders are suggesting tonight. And president elect joe biden naming more people for his administration. One difference hes made with his communications team, plus the injury he suffered today and what it means for the weeks ahead. And were watching the cloud cover tonight as we get a rare treat. Just after midnight, a Lunar Eclipse seen around the bay area. Reporter with skyrocketing deaths, the National Guard troops deployed to Health Nursing homes at the center of the covid crisis. They may be at the forefront of the solution. Were likely, almost certainly going to be vaccinating a portion of the individuals in the First Priority before the end of december. Reporter a major question, who should be in that First Priority group. Cdc advisers are meeting tuesday to vote. Likely health care workers, but theres debate about residents of longterm care facilities. When we move a new drug into the general population and we look at how it acts in the real world, its so critical that we do so before we move into a frail population. So that is why even though longterm care residents are at greatest risk for covid, there is some consideration that perhaps the vaccine should be delayed for them. Reporter experts have a range of concerns including possible side effects of the vaccine, and that many nursing home residents cant travel to a hospital or outpatient clinic. Major pharmacy chains such as walgreens are prepared to bring the vaccines to Nursing Homes by setting up a Central Location in the facilities or by going room to room. According to an nbc news analysis, federal data this month, more than 1300 Nursing Homes across the u. S. Reported having three or more covid cases. Do you think residents of longterm care facilities should be in that First Priority group . Barring no other choice, yes, they should. The reality is it cannot continue, a treatment of isolation. Reporter 40 of the nations covid deaths have been in Nursing Homes. The mill bra pancake house has been in business since 1959. And now its closing down temporarily. Owners of state opened with shutdowns, they said theyre losing too much money. They cant do it. 44 employees are now out of a job during the holidays. Theres a lot of memories. Theres a lot of loyal customers over the years. You might have noticed that as the winds have backed off and High Pressure strengthens. Were getting kind of close these wintertime spare the air alerts air pollution levels due to wood smoke from lets say wood burning stoves and things like that as temperatures get cold. Notice the north bay 93. South bay 89. If we get up to 101 which were getting closer to, you might see the winter spare the air alerts come back. It may also set the stage for a bit of patchy fog. Why we bring this up, at least the dry weather gives us the opportunity to catch a viewing of the penumbral Lunar Eclipse, full moon out tonight. What makes it different. This is one of the more safe varieties of the Lunar Eclipse. Not the blood moon or darkening of the moon we experience with total elipse. What you get is the faint shadowing effect. In the upper right 1 42 in the morning. If youre a night owl and dont mind the cold, try to see that with some of the high clouds passing the bay area e. It will be chilly tomorrow morning. 30s most places inland, low to mid 40s the rest of the bay area. Heres the nice part of the forecast. For the afternoon, mostly sunny skies, highs rebounding pretty well into the mid 60s. Now,omewhere theres some big storms because we have the surf reaching the coast as youee there. Beach hazard statement, watch out for rip currents and the sneaker waves. Youll have to watch out for that the 10 00 a. M. Hour tomorrow through 10 00 a. M. Tuesday. Notice the storms start to fall apart as they approach the west coast. The High Pressure rirj acting a bit like a shield sending storms to the north and south, no real signs of any rainfall which is real unusual now. All public and private gatherings of people not in a household are prohibited. Church services and protests are allowed since they are unconstitutionally protected rights. They are constitutionally protected rights. Businesses are allowed to be open, just at small percentages of your occupancy. Face coverings and social distancing is required at all times. Just last week l. A. County banned all outdoor dining. This week the San Jose City council is going to be talking about expanding its ban on natural gas. The city wants to move towards a Renewable Energy future so it is proposing no natural gas for newly built homes and buildings. The council is going to talk about it tuesday. Hospitals, addones to homes and restaurants would be exempt from that new ban if it gets approved. In union city, a group of volunteers delivered tokens of appreciation to Union City Police officers. Ten young adults from the World Mission Society Church of god dropped off 90 care packages to the police department, one for every single officer on the force. Volunteers say they have been doing similar campaigns to honor front line workers all summer and fall. Officers say they were impressed. Our ultimate goal is to share love with the community, especially in a time where people are going through a hard time, and were in really Uncertain Times right now so we want everyone to be encouraged with love. Health officials understand our need to see family. They are also issuing public warnings about what do happen next. Urging anyone who did travel to stay away from others or risk spreading the virus further and straining the ability of hospitals to find enough staff to care for the sick. Its sad and its difficult to watch. And so i think that the next couple of months are going to be the darkest and bleakest that weve seen yet in this pandemic. Well, Small Businesses are fighting to stay open as the covid surge hits during the holidays. Each decision made by that respective counties plays a huge role in whether they can stay open. In san joses willow glen neighborhood, the downtown area would normally be filled with people shopping for the holidays. We talked with one Business Owner who moved her boutique online back in june. Well, now her business is 50 50. 50 online, 50 in person. Shes pleasantly surprised at business this Holiday Weekend. Surpassed her expectations. There is a bit of relief that this Holiday Weekend did go well, and hopeful the rest of the season goes well. But i mean, nonetheless, every decision i make is met with i a bit of trepidation. Im not able to just relax and, you know, make Business Decisions the way i used to before. And keep in mind the Santa Clara County had teams out this weekend issuing fines to stores or customers who were not following health guidelines. Part of the reason for these new restrictions is the Positivity Rate. Take a look at this. Statewide, you see 6. 1 of people getting tested for the virus are testing positive. L. A. Countys Positivity Rate is a bit higher than the state average. It is 6. 8 . The number is even higher in San Bernardino county. 13. 9 . Now, here in the bay area, the Positivity Rate stands at 3 in santa clara and alameda counties. Marin county is the only bay area county still in that red tier. Now, its a bit smaller population wise. Positivity rate there stands at 1. 5. San josebased zoom is having a boom year, to put it mildly. Sale growth expected to top 300 for a second straight quarter. The dramatic rise in Distance Learning and remote work this year has translated to huge profits. However, investors like to look ahead. I would have to reserve like how much money we save thats proprietary. And honestly its not necessarily about the money that we save from it. But clearly obviously if were able to save a home thats a loss were preventing. And to your point, those losses go back into our analysis on how much we charge for home insurance. Reporter possibly more stable insurance rates and fewer burned down houses. It sounds like a win win, but there is one group that is vocally opposed to private firefighters. Public firefighters. They hinder the Fire Department response. Reporter brian rice is president of the california professional firefighters association. You want to come in and you want to prep property and get it more fire resistive prior to the fire season, thats great. When the fire season hits, get out of the state of california and let the professionals do their job. Reporter rice said some private firefighters got in the way. A few accused of illegally setting back fires in the north bay. Even if they play by the rules, rice seize an unnecessary risk. They make us take our eye off of the ball a little bit because now its one more human being that we are responsible for. Reporter the Firefighter Union stayed it pushed through a state law to restrict Fire Fighting services. Now its looking to reign them in even more. Travelers said its firefighters are required to check in with incident commanders and follow official instructions without interfering. This does not replace the state and local firefighters who are on the front lines. Reporter chubb also offers private Fire Fighting, but declined to participate in our story. This is the minnesota cabin, the oldest building we have on the property. Reporter opened in 1860, this resort was a destination for well healed San Francisco ans. Hotel, cabins, visitors came to hunt, encampment of, relax, but especially to soak in the natural hot springs said to possess healing powers. It really became a popular destination for those wanting to take the waters. Reporter but the flow of time left the place in decay. The hotel burned down in the 1980s, and the public hasnt been allowed in for more than a half century. Give you a sense of what it could be. Reporter now part of the states parks department, life is trickling back. As you see we have a lot of work to do. Reporter lucy is among a band of volunteers who started the Gilroy Hot Springs conservancy. We would like to basically take the footprint of what this place was when it was the hot springs on the west coast and make that a reality again. Reporter the group is raising money to restore the cabins, camp sites, and most importantly, access to the waters. Ive been in hot springs all over the world, and this is the most healing water that i have ever been in. Welcome to Gilroy Hot Springs, my first home. Reporter the resort has a deeper legacy. A japanese businessman bought it in the 30s and opened its doors to japanese americans released from internment camps following world war ii. Laura dominguez yons whose parents spent time here. Those are some planes on approach at san jose airport. 47 degrees. High clouds over san jose. Thats probably the more interesting part of our forecast for the first half of the night. Were showing you the high clouds passing by the bay area. These are ice crystal clouds in addition to looking for the Lunar Eclipse well see tonight. You may see the halo effect around the moon. Now lets talk about whats known as the penumbral Lunar Eclipse, the phase shadowing of the moon. This isnt the dramatic blood moon or darkening of the moon itself. Its the outer edge of the earths shadow which passes through. What you get is the faint shadowing effect as you see in the upper right. Peak around the bay area should be 1 42. Between those thin high clouds, you may be able to see that. If youre going to be outside, definitely take a nice thick coat with you as our temperatures will be dropping into the 30s around the valleys. For the morning, bay side tomorrow may begin to see patches of fog forming in a few spots. Well be watching that in the next few mornings. The afternoon looking nice. A few areas could see upper 60s for tomorrow. Storms missing us to the north still bringing big waves. Sneaker waves, rip currents 10 00 a. M. Tomorrow into tuesday. Says we look at the forecast moving forward all the way through december 7th, eighth and ninth, most of that staying north into oregon and western washington so what we have to watch for, what is december fire danger look like . It has to do with the wind. And thankfully for the bay area it doesnt look like the winds will be too strong, but we could become a story later this week as Southern California where they could be seeing a very strong santa ana wind event. Thats the danger as we continue with the dry days. Well watch if a pattern like this develops in the bay area. Not really in the cards the next seven days. Might see the winds pickup a little bit. Look at the temperatures in San Francisco staying in the 60s through the week. Mostly sunny skies. Little bit of patchy fog for the morning. And mild temperatures a few spots at times tomorrow and again next weekend. Doesnt feel much like the first weekend of december when you could see a few areas near 70 degrees. So we keep waiting for the rain to breakthrough that ridge of High Pressure. But right now doesnt look all that promising for at least the first week of december.
