We have a start of the day where we are going to have sunshine and low 60s, but then as we go into late this afternoon, eventually some clouds will start to roll in. But taking a look at our highs for today, 73 in hayward and 78 degrees in concord. Well see low 70s, and it will be a cooler day, so you might want to make sure you have that jacket, because we are going to have a lot more changes ahead. Ill talk about that coming up in a few minutes. Thanks, kari. Developing this morning, hopes appear to be dimming for congress to avert that federal shutdown that will affect so many people. Any deal would have to come together before the sunday night deadline. Today in the bays drew petrimoulx is in washington, and its certainly clear at this point that lawmakers just cannot seem to get on the same page. Reporter yeah, its looking more and more likely that the government will shut down as lawmakers are running out of time to reach a deal. Over the next two days, both the house and senate plan votes on separate shortterm funding plans to keep the government open, but neither bill is expected to pass the opposite chamber, making the prospects of a shutdown increasingly likely. As ive said for months, congress has only one option, one option to avoid a shutdown, bipartisanship. I call on Senate Democrats and senate republicans, for that matter, to join us in cutting our spending, addressing our fiscal situation, and securing our border. Reporter with no deal in sight, the paychecks of 4 million federal workers are on the line. You have single mothers of three worrying about what theyre going to do when they cant pay their bills. Ious dont work. A check is a check. Reporter while there is little progress on avoiding the shutdown, the house did start an impeachment inquiry into President Biden. The committee has uncovered a mountain of evidence revealing how joe biden abused his Public Office for his familys financial gain. If the republicans had a smoking gun or even a dripping water pistol, they would be presenting it today, but theyve got nothing on joe biden. Today lets be clear reporter for his part, President Biden delivering a speech in arizona thursday, calling maga extremists, he says, are running the Republican Party a threat to democracy. Now, in the budget showdown, another Sticking Point is aid to ukraine. The senate wants any shortterm plan to include money for ukraines defense, but some republicans in the house want to scale back or even support for the country. Scott mcgrew continues our coverage now. Student loans come due over the weekend on sunday, and that wont stop just because the government shuts down. Some people had been hoping for a reprieve, they will not get it. After three years of suspended loans because of the pandemic, payments are back. That was part of the demands President Biden agreed to back when the government was close to default back in may. As he negotiated with Speaker Mccarthy to raise the debt ceiling, biden promised not to delay payments further. Americans will start paying about 60 billion a month collectively between an average of 400 to 600 a month individually. You should have gotten your first bill in the mail. The government says there will be an onramp. If you miss a payment in the first year, they wont report you to credit agencies. But its better to make a payment. Most definitely. And certainly this will have some effect on the economy. 60 billion a month is going to be spending somewhere else, a payment on a new car, the familyowned restaurant on the corner, maybe you frequented that, traveled to tahoe. 60 billion is a fraction of american spending, but its 60 billion that will not be spent in the local economy. Not circulating in the economy. And of course probably some political ramifications. I think there will be. Because President Biden was trying to forgive as much as 20,000 in loans per american, the republicans blocked that in court. And some americans may remember that at the ballot box. President biden was able to push through something he called the save plan, though, which reduces payments based on income. Thats going to save the typical borrower around 1,000 a year. It will give them more breathing room. I think its telling he release had statement in an iphone friendly format. The white house very much trying to reach out to young people. Understandably, for those votes, too. Although its not just young people that hold these Student Loans. About a quarter of the Student Loans are held by people under 35. Americans between 35 and 49 actually hold the bulk of american loans, but a quarter of all loans are held by americans 50 and older. Wow, okay. Its going to be interesting to see how it all plays out. Thank you. Continuing coverage now of the fallout from the tragic accident that killed a construction worker in San Francisco. This morning, were learning more about just what happened. The drama unfolded yesterday when a trench gave way a little after 10 00 in the morning on oak. The still unidentified worker became buried under eight feet of dirt and concrete, and rescuers just could not reach him in time. His family is still not ready to speak publicly. By understand that. The citys Public Works Department says the project was part of a sewer upgrade and an outside contractor was hired to do that job. Anything like this is just a tragedy, everyone is shaken by it. Were going to make sure we find out what happened and do whatever we can to prevent it from happening again. Repairs are under way to fix the trench. Cal osha is investigating. 5 07 right now. Oakland Police Commissioners this morning seem further apart than ever in their search for a new police chief. It follows an unusual meeting last night billed as a town hall that included debating the reinstatement of former police chief leronne armstrong. The problem was, several commissioners boycotted the forum, citing internal division and problems with the selection process. The Commission Chair even admitted everything is now at a standstill. Folks who, for whatever reasons, decided to abstain from participating could possibly prevent us from voting to recommend any chief. Armstrong supporters tried to remind the board a state arbitrator recently exonerated armstrong of wrongdoing following his firing in february. The mayor, sheng thao, still stands by her decision. The commission is expected to provide a short list of candidates less than one month from now. We do have a reminder, if you plan to travel along the peninsula this weekend, because happening tonight the start of a full closure on southbound highway 101. Lanes will be closed in san carlos, so caltrans can replace the bridge with a single span bridge. Dela a expected to be heavy at times and people flying out of sf are being advised to take into account the chance of a slower drive time. You dont want to miss your flight. All southbound lanes will be closed between britainvenue and whipple avenue, and the closure starts at 10 00 tonight. The plan is to reopen in time for monday mornings commute. In the east bay, hayward has valero with 5. 37. Thats todays low in alameda county. And in larkspur, marin countys low of 5. 45 at marin gas on magnolia. The american equal Employment Commission is suing tesla, accusing the company of rampant racism in its fremont factory. This case has dated back for quite a while. The eeoc has been working on a settlement with tesla, but tesla appears to want to take this to court instead. In its lawsuit, federal regulators say black employees were subject to, among other things, swastikas, threats, and nooses on desks and other equipment, in bathroom stalls, within elevators, even on the new teslas rolling off the production line. Spotty rain for parts of the bay area, and were tracking our first snowfall for those upper elevations in the sierra, next week its going to be dry and those temperatures will be heading back up. Take a look at what to expect temperaturewise, were in the mid70s for a high today. Were going to reach 73 in cupertino and some mid70s for gilroy. For the east bay, a lot of these temperatures lower than the past few days. Were going to start to see some clouds rolling in by the afternoon, so it wont be all clear and sunny throughout the day. San mateo reaching 73 degrees and some upper 60s in San Francisco. For the north bay, were headed for 77 in santa rosa, and 73 in sonoma. And were also tracking the potential of rain as a storm system moves through the pacific northwest. By the time it gets here, a lot of it just falls apart. Were only looking at some light, spotty rain here and there during the overnight hours, and you can see that, once again, its not a whole lot to this. But if you are in solano county, napa county, farther toward north and east, parts of the north bay will have a better chance of seeing that rain. Elsewhere, not expecting a whole lot. There is a potential of a few hundredths of an inch of rain, but just depending on where we see showers, you may have up to a tenth of an inch of rain. So this will not ruin your weekend plans. And then as we take a look at the sierra snow this weekend, it is going to be very light, but its the first of the season and its nice to see, especially this early. So were watching out for those rain chances tomorrow. Its clearing out on sunday and highs reach into the mid70s, and look at how warm its going to be next week. Reaching into the upper 80s inland. Then San Francisco will see temperatures going from mid60s this weekend to mid70s next week. Mike, so far it seems like its pretty quiet out there. Friday. So bay bridge toll plaza, moving smoothly. I dont think well have a problem because things are moving nicely. No slowing on highway 24. There is a slower drive in contra costa county. We continue with highway 4, the Speed Sensors starting to break up from that solid red. The caltrans report says all construction crews have cleared from the westbound direction, heading up as far as san marcos, starting back toward bailey. I believe thats why they are still slow, because crews are still in the area even though the full closure looks like it has picked up for that one section. Northbound 680, crews there. They should be clearing from just north of the dublin interchange. The interchange itself is moving smoothly. South bay, no major problems but a fire reported. Slowing around bailey, but the construction crew, i believe, has finally cleared and the distraction has made things better. In the south bay, everything does operate smoothly. This fire is reported around 101 there at 680 and 280. We have a camera in the area and i dont see any smoke. Well continue to follow that. I dont think the fire is a big issue. Back to you. Thank you, mike. Well, right now at 5 30, developing now, President Biden says it is not inevitable that the government will shut down over the weekend. Scott mcgrew, you are one of the people who do not share his enthusiasm. Perhaps im talking to more republican congressmen and women than the president does. Mainstream republicans are saying theyre pessimistic and saying the government will shut down sunday. They cite Kevin Mccarthys inability to get republicans on the far right to vote with the rest of the party to keep the government open. Earlier this month the rebel wing was blocking the most simple votes from going forward. Some measure of progress, the house was able to push through a defense bill, and even more remarkably, funding for ukraine. More than 100 republicans joined all democrats in approving the measure. On paper, republicans have enough votes to do anything they want in the house. They have more votes than democrats. But its these 20 or so defectors in the gop that means republicans cant pass their bill, unless mccarthy reaches across the aisle to democrats. But if he does that, those 20 defectors can get him kicked out of the speakers office. All of this is causing frustration over in the senate. Here is mitch mcconnell, leader of republicans in the senate. Shutting down the government is not like pressing pause. Its not an interlude that lets us pick up where we left off. The shutdown is distracting americans from the one thing republicans had hoped that you would Pay Attention to, and that is the impeachment inquiry. Theyre looking for something to accuse joe biden of. Now, the first hearing was thursday, and it did not go well. Despite promising a, quote, mountain of evidence, chair james comey did not. In fact, one of the witnesses, jonathan turley, says that out loud. This is a question of an impeachment inquiry. It is not a vote on articles of impeachment. In fact, i do not believe that the Current Evidence would support articles of impeachment. Turley said he did support continuing the inquiry to discover if the president had done something wrong. So you have three major issues in washington, all of which may upset american voters, according to polls. A Government Shutdown that is opposed by twothirds of voters, impeachment inquiries opposed by about half, and then the return of Student Loans as well. Well talk more about that, laura, in the top of the hour. Well check back with you. Happening today, a south bay man accused of killing two family members is set to return to court. Their death shook up a neighborhood and left many wondering if red flags may have been missed. Today in the bays Ginger Conejero saab is live in san jose outside the courthouse, where he will appear today. Ginger, so far the Court Appearances in this case have really been anything but normal. Reporter good morning, kris and laura. That is correct, the accused, Nathan Edwards addison did appear in court, but his original arraignment he refused to leave his jail cell. Hes facing murder charges for a 71yearold woman and a 6yearold boy. The victims also happened to be his own grandmother and his nephew. When addison did make it to court a little over a month ago, he did so from the doorway of department 23 here at the hall of justice. Thats where he stayed for the duration of his arraignment, standing behind his public defender. Now, San Jose Police made the horrifying discovery on august 4th, during a welfare check on the 1600 block of parkmoor avenue. He was released for a Mental Health diversion program. He had been charged with other crimes, including burglary, attempted arson and other threats. Addison is believed to be staying at the psych ward at the main jail. The prosecutors on this case say they will fight any attempt to have him released before trial begins. Now, his plea hearing today is set to start at 9 00 this morning. Well be following that closely and bring you updates. Heartbreaking loss for that family, too. Thank you very much, ginger. A new call from republican state lawmakers urging Governor Newsom to lower soaring gas prices, with some spots reaching 7 a gallon. We showed you one gas station in San Francisco earlier this week. Aaa this morning put the state average at 6. 07 a gallon, more than 2 above the National Average of 3. 83. Overnight San Franciscos average jumped 22 cents. Republicans now calling on Governor Newsom to suspend the gas tax, but newsom says the tax is not the issue. He says that amounts to about 86 cents or so. Oil companies are the problem, he says. Now newsom is calling for a new oversight body with the power to subpoena those Oil Companies. Asking about information that now we have access to because of that legislation, that we can subpoena from the Oil Companies, to get to the bottom of why theyre ripping you off. They are ripping off taxpayers of this state. So the Oil Companies say this is a different story, some say the prices are higher in our state because of what they have to pay in taxes. The industry is also citing refinery issues in western states. With the rising gas prices, we have you covered. Stick around, because at 6 00, mike will track some of the cheaper gas prices you can find across the bay area. Not like they really need it, but the 49ers offense may get a start this sunday at levis. The receiver Brandon Aiyuk should be back from a shoulder injury, but Deebo Samuels sat out and is listed as questionable. The 49ers will shoot for four in a row, while the cardinals seem to be turning a corner after losing their first two games. Here is the niners fred warner and the head coach. Theyre coming in with a lot of confidence, being a really Good Football Team last week, and they want to do the same, especially in the division. Any time youre playing in the division it means twice as much. The team really should be 30 right now. The cardinals have beaten the niners six of the last times theyve played at levis, something fans can mull over as they tailgate ahead of the game. This sunday, were looking at pretty good weather to tailgate, i would say. I dont know if it could get any more perfect. Its going to be sunny, really nice and mild. Well be in the low 70s and well see temperatures only reaching into the mid70s throughout the game. I think the beautiful weather is going to be, also, one of the things that commentators talk about throughout the game. We also have hardly strictly bluegrass happening in San Francisco. Its not going to be too bad. Especially not today. Sunday is looking good. Tomorrow may be a little soggy at times, especially with the mostly cloudy sky and breezy winds. We will have a system passing by that could bring in some spotty showers off and on throughout the day. So just be prepared for that. Pretty nice, with cooler temperatures, even there reaching into the mid to upper 60s. If you do plan to head to the coastline, santa cruz today reaching 69 degrees, starting out with sunshine. But then starting to see more clouds. It will be mostly cloudy tomorrow as well, a high of only 64 degrees, with gusty winds. On sunday, well see temperatures in the upper 60s. For tahoe, if youre going there, heads up there will be off and on rain, potentially some thunderstorms, as we reach up to 48 degrees for a high. The museum says its power had been shut off due to a nearby construction site and that allowed thieves to get away without any alarms going off. We have a look at some of the items that have been lost. Museum leaders call them irreplaceable, and tied to the history of rancho san pablo. So many of these items are personal to People Living in san pablo, many of them were donated by portuguese families that were some of the original settlers of san pablo. The original Alvarado Adobe was torn down in 1954 after it fell into disrepair. Then in 1978, a replica was built as a reminder of san pablos place in the early history of california. New this morning, some schools, including one in the south bay, are starting to rethink how to face a future with artificial intelligence, ai. The future arrives with the arrival of chatgpt and now educators are trying to decide how to handle this, rethinking policies. While some schools have been chatgpt, others Like Mountain View High School are taking a new look at the power of ai, looking at it as a possible additional learning aid. And of course pivotal to San Francisco as well, serving as a supervisor, a mayor and, of course, serving as a trailblazer in u. S. Politics. We are expecting a special report from nbc news at any moment now. Weve seen her fall ill recently. She had not been well, she was 90 years old. She said she was not going to stop doing what she was doing for the state of california and for our country. She is going to be remembered for a long time. Lets take a look back at her life. And the first and only public official who endorsed me at the time was willie brown. She was different than anything on the political spectrum. She had been a part of helping me at a time when no one else with any titles were doing it. After being elected to San Franciscos board of supervisors, feinstein became a force and a trailblazer. She was the first woman to serve as the boards president , a position she held until fate intervened. Im in my Little Office and i see dan white come right by, and i say, dan, and he says, in a minute. He goes by me, and i hear a door slam. I hear the shots, and i leave my office and go out in the hallway, and all of the doors are closed, everybody is gone. Well, i actually walked in and found harveys body and put my finger in a hole in his wrist, which a bullet had gone through, to try to get a pulse, and it was just a terrible time. First elected in 1992 representing the state of california for more than 30 years. She faced Persistent Health problems in recent years, leaving quite a legacy as well. November 1978 the San Francisco mayor and board of supervisors member were assassinated in city hall. Then board of supervisors president Dianne Feinstein tried desperately to save milks life. Both have been shot and killed. The event cementing her passion for gun reform. She was elected mayor and became a national figure. Ive had an opportunity now to be the first woman and the first mayor to be asked to go through an interview process. And i view that as a major opening of the door and something thats very important to do. It was the Clarence Thomas hearings before an all male Senate Judiciary committee in 1991 that got feinstein to the senate as she recalled in 2018. And what did i see but an all male Senate Judiciary committee grilling anita hill. And it was not nice. And it was not what one would like to see. And that was my incentive to run in 1992. After a win, then senator joe biden made her the first woman in the judiciary committee. She led the charge for an assault weapons ban. She took on the cias water boarding of prisoners. But colleagues faltered her performance during Supreme Court confirmations praising Lindsey Graham for getting Amy Coney Barrett confirmed weeks before the 2020 election. This has been one of the best set of hearings that ive participated in. But through political and personal trials, her legacy as a trail blazer endures. And andrea joins us now. I know, of course, you have known senator feinstein for many, many years. Before we talk about her legacy, she clearly had been struggling with health problems. She was 90 years old. What do we know about her passing . Well, we do know that it happened overnight. Her closest friend in congress, nancy pelosi was at a celebration for another wellknown washington figure, a 90yearold woman at cafe milano into the evening last night. It was quite celebratory. A lot of elderly washington people, washington icons were there. Lindsey banes johnson, people from texas and Dianne Feinstein would have been invited to that. She was not there. I was supposed to have lunch with her ten days ago. As she has frequently done in recent months, at the last moment she didnt feel well enough to come, so the people were there. It was a small group of people who have known her for a long time. You know, we were waiting on her, but she didnt come. Im not sure whether she voted and was in the senate yesterday. It is something we can obviously check. But savannah, shes really been failing. We just want to point out the legacy. In 1992 she was elected in the socalled year of the woman and she really almost single handedly pushed through that assault weapons ban. After the experience of witnessing the assassination of two of her colle we are back here, of course, this is impactful for the entire country, but its especially impactful here in the bay area because senator feinstein did serve in so many offices and led so many people through the years. She was a mayor, supervisor. Supervisor, and then moved into the mayor position as well. Witnessed the assassination of then mayor George Moscone at the time, just a huge imprint in the bay area, and obviously across the country. Let take a look back at her life.
