News conference where he announces major action in reforming the Vallejo Police department. The attorney general and vallejo leaders are still talking right now. His office announcing agreement with the Police Department that covers use of force and officerinvolved shootings. He says the department has made progress in 20 of the 45 reforms, but it all still needs a lot of work. The new agreement implements additional forms related to bias as well as searches. It establishes an oversight and reform evaluator as well. This work isnt easy, and its fairly straightforward. Id like to thank the Vallejo Police department for their cooperation, their collaboration, their partnership and their commitments. But they need to reflect on their shortcomings and commitment to take real action to improve. The reforms are needed and they are necessary. We need to make vallejo policing more effective, more efficient, more fair, and more just. Californians are hurting. Trust has been broken. It wont be repaired overnight. As the israel hamas war rages on, theres a growing humanitarian crisis that is happening right now in gaza. The borders are sealed, and supplies are dwindling. This is all as theyre refusing a ceasefire to allow Palestinian Foreign officials to evacuate. We expect Israeli Forces to begin a ground attack soon. The red cross is holding negotiations with hamas to release the almost 200 people taken in the last few weeks. The death toll on both sides of the war is 4,200. Nbcs Senior National correspondent jay gray reports from tel aviv as the fighting continues. Reporter well, weve had evidence throughout the day and within the last hour or so that the iron dome over steve still operating. Several aerial assaults have been thwarted by that system, and that has continued really around the clock here at different intervals. But, again, within the last hour or so, a couple of those missiles were diverted and removed from the air space over tel aviv. What weve seen throughout the day here and were in one of the marketplaces in the downtown area it would normally be bustling throughout the day. Its reaching close to closing time now. But throughout the day, many of the shops are not opening because of the situation that israel is involved in right now. Weve talked to people in this area who will tell you that they are tentative, that there is a lot of concern right now about whats going on and whats to come in this situation. Not always do we see those aerial assaults here, but weve also seen throughout the day military helicopters flying across the city at a very low air space. Early this morning, before the sun came up, we had fighter jets rushing across this area, again at a low altitude, toward gaza for more of the bombings that have continued throughout the day there as well. A lot of the focus continues to be on the border, the rafah border specifically, and getting americans out of gaza through egypt. To this point, that border remains closed, nothing going in, nothing going out. Crowds are building with word that may be an area where some can evacuate. We do know that the u. N. Has called for goods to come in, for water, for fuel, and other muchneeded items into gaza at this point, though that has not happened. Egypt has said theyre not going to open the border for people to escape that region and move on if they dont see the goods going in first. So, that continues to be a holdup in negotiations diplomatically. To what we also see is the consistent buildup of troops, munitions, of equipment for a potential ground assault. Thats something that weve been following in the last several days here. It hasnt happened to this point, but there are still indications that we are getting close to israeli troops moving in on the ground into gaza and continuing this fight. The state department estimates there are more than a half Million People with american citizenship in israel. Some of them want to leave as soon as possible. Just this morning, the state department announced it is continuing charter flights out of tel aviv, at least for now. Nbc bay areas kris sanchez has how long that could possibly even be an option. Reporter the state department is urging any american that wants to leave israel to get on those charter flights as soon as possible because its not clear how long those flights are going to be an option. We do know that at least for the end of the week is when those charter flights are going to continue running. In israel, americans can get on those charter flights out of the airport in tel aviv through thursday. The flighting are operating on a rolling basis depending on the conditions. In gaza, the rafah crossing into egypt is open for now to u. S. Citizens and other foreigners. The stapt department sent an email to americans in gaza calling the situation at the rafah crossing fluid and unpredictable, suggesting that people try to make their way to the crossing if it feels safe, because there would likely be very little notice of when the crossing would open and it might not be open for long. Thousands of other american citizens are also leaving israels haifa port for cyprus today by ship. As we have reported, the u. S. Government is only arranging for travel out of israel. After that, passengers are really on their own in order to make it all the way home. Our nbc bay area colleague is one of the american who is made it out but not yet all the way home to the bay area. He got to colombia after the airport picked him up, then headed to portugal, the dominican republic, and finally colombia, where his family is from. He said its been an excruciating wait to get out of israel. When i get out, i see family members, family waiting for their loved ones. Its its hard. Officers now have the option to take firsttime dui offenders to a recovery station rather than immediately booking them drunk into the Santa Clara County jail. Now, the offender is still charged. The punishment doesnt change. The program is meant to save the officers time. Officers still have the option to take the offender straight to jail if they think thats a better option. An invasive snail species now threatening a bay area fish farm. Last month, conservationists found invasive mud snails. Theyre tiny. On the shores of lake tahoe. Officials at the hatchery have found the same snails in the farms people line. Workers say its not yet alarming, the number of snails, but they want to prevent the spread. The bakersfield sky turned black yesterday following a fire at a rail yard. Fire crews were on scene overnight into the morning working to contain a burning pile of wood. Nobody was hurt. Tests found no toxic material. Investigators are not certain if the fire was deliberately set or was an accident. The drugstore chain has been unable to pay the cost of settling lawsuits tied to the opioid epidemic. The bankruptcy file willing put those lawsuits on hold. Kari was telling us earlier, hotter weather ahead. The Pumpkin Spice latte you like, you can get it over ice. It will be too hot for some hot coffee. We have a lot of changes here. It feels pretty nice today, and we actually have a cold front coming through as this storm system approaches. We can see the rain thats pretty widespread across the region. This system is a much bigger deal farther to the north and across the pacific northwest. The tail end of this is bumping up against some dry air. As it moves in, that rain will continue to fall apart. But we are seeing some pretty decent rainfall totals farther to the north, up around eureka and definitely for oregon, as we are seeing some of the heavier rainfall moving through. By the time it gets to the north bay, right at about 5 00 this evening, we are seeing some light showers moving through clear lake and parts of northern sonoma county. As it continues to move closer to santa rosa, not expecting a lot out of this. Were looking at maybe a few hundredths inches of rain. For temperatures, upper 60s for San Francisco, upper 70s toward napa, and some upper 70s for concord. Some of our warmer temperatures are in the low 80s for today. But we do start to feel the boost and the warmer air coming in starting tomorrow. Its a high of 84 expected in santa rosa. San mateo reaching 77 degrees and 80 in san jose. And lets take it to wednesday because those temperatures continue to go up each day as we approach thursday, which will be the peak of those temperatures. You can probably already tell for your microclimate with that sevenday forecast at the bottom of the screen that it is going to feel like summer for a couple days with a high of 93 degrees on wednesday for morgan hill and san martin, reaching 91 in fairfield. Then, after that moves through, that High Pressure build across the region, just in time for the weekend, it starts to cool off. By the middle of next week, we could be watching out for a better chance that the bay area could see some rain. So, with all of this going on, our temperatures are going to take us on a wild ride here within the next ten days. Take a look at san jose going from upper 70s today, low 80s tomorrow, and then peaking at 95 degrees on thursday. But then for weekend, were back in the 70s, and next week it looks like we may not even crack 70 degrees for next tuesday and wednesday. So, as we take a closer look at our sevenday forecast for the inland areas, were feeling nice and comfortable today. Well have to break out the shorts and the tshirts and all of that stuff on wednesday and thursday. The weekend, though, it looks pretty nice with some very season
