Leaders have said theres a humanitarian crisis in the region. Palestinians are without water, fuel, electricity and medical supplies. President biden is headed to israel and will be there on wednesday. Nbcs jay gray reports from tel aviv with the latest developments. Reporter some of the iron dome is blocking some of the missile strikes aimed at this area. Its been quiet there. On the ground, as well. Theres people tense about the ongoing situation. And pleased with the idea that President Biden is on his way to israel. Israelis said never would they imagine a sitting u. S. President coming into this area during wartime. Why the president is here to continue to support israel and to show the u. S. Supports their efforts here, he is also coming with the humanitarian focus, as well. The white house saying at every stop, every time he talks, he will talk about getting aid to some of those 2 million or more trapped in gaza, that have not had access to water, fuel or medicine for the better part of two weeks. Thats something hes going the drive home, as well, during his brief trip here. Lets talk about both ends of gaza. You have the border with egypt, where thousands of nationals have been gathering over the last few days. Thats something that hasnt happened. And talks are work back and worth, to finding some kind of transport for the foreign national. And for the aid to get in. Its stacked up in the border outside of rafah and ready to be transport in to those that get it. On the other end, the southern end, a continued buildup of equipment and troops, the continued talk of a ground advancement at some point. We havent seen that happen, what israeli leaders are saying is that they are going to do this on their terms and on their time. Just because its been delayed at this point, does not mean its going away. At both ends, no removement on the border. Thats the latest in tel aviv. Jay gray, nbc. New at 11 00, mayor london announcing a plan to take Public Safety to the people. She announced a ballot measure for march, to enable police to do their jobs more efficiently. We have a look at the safer s. F. Initiative. London breed was impassioned as she was describing the Ballot Initiative she wants to bring to the people. She is impacted by the changes, she says, will allow San FranciscoPolice Officers to spend more time fighting crime, rather than having to stand by watching because of policies or because they are writing reports. Heres what the mayor says voters will say yes to next march, she hopes. The mayor wants to allow police to install and use surveillance cameras, drones and a. I. And other technology for policing. She wants to change the rules and policies she says prevent sfpd officers spending hours at their desks, filing reports, rather than out on the streets. Heres where the mayor got fired up. She wants to reform the city police commission, which she says continually changes policies and issues the conflicting policies but is not required to explore the cost of said policies or account to the public. No more, no you cant, no you cant. Lets get to yes so we can make our city safer. Mayor breed says that in the sfpd, with the sfpd and with Partnership Like united players and the street violence intervention program, the city has seen a reduction in crime and increase in the number of crimes solved. Clearly, there is going to be another side weighing in on this. I did reach it to the Politician Commission and the aclu of Northern California for their take on this proposed ballot measure. I have not heard back. I pass the baton to our colleague, who will keep asking the questions. He will bring us an update in our later newscast. Sounds good. Thanks, kris. In oakland, a Community Group has harsh words for the mayor. This was before her state of the city address later today. We are outside of the oakland city hall. What are they criticizing the mayor for now, bob . Reporter good morning. Were in franco gallo plaza, waiting for the News Conference we expect to start in five to ten minutes. A Community Group, neighbors together oakland, are holding the News Conference. Theyre a nonprofit, that believe elected officials in oakland have become too beholden to special interests and are no longer accountable to the citizens. To answer the questions, they say the mayor violated the city charter by waiting two weeks to deliver the city address, that hell deliver later this afternoon. Rding of the citys charter, it should have been delivered two weeks ago. Thats our understanding. They a criticizing the lack of oversight and accountability from the mayor and those who vote with her on the city council. This will be her first state of the city address. She is expected to address a numberf issues that our own colleague kris sanchez pointed out. The increasing crime in oakland. Point in ca, this is a map of the major crimes that happened between friday evening and the afternoon on sunday. Three shootings in oakland. Four other shootings and assault. Compared to last year over the same time period, weve seen a 20 increase in violent crime. 34 increase in robberies. 38 increase in burglaries. Increase in 2 in murders, homicides. Oakland is without a Permanent Police chief since the mayor fired armstrong in february. She has been at odds with the police commission. And theres an issue of oaklands 911 system, which was down for 30 hours last month. A large volume of apan ban donned calls. Thats when someone dials 911 and hangs up before getting help. The mayor announced money and will address the fund deficit. Theres hiring freezes, not enough money to grow Public Services without taking from programs. And during her state of the city address, at 2 00 this afternoon, behind me at city hall, the mayor could address the reissue of the oakland as, who are all but gone from the city. Reporting life in oakland, bob redell, nbc bay area news. A rude awakening for one south bay family, before a car smashed into an apartment complex. It happened in mountain view, on california state. No one was injured. We now know one unit has been red tagged. Neighbors went outside to see what happened. They think a driver tried to run from the scene. Thats when neighbors held them down. The driver will not be charged. We know they discovered alcohol containers at the scene. 20 republican members of Congress Said no, they dont want jim jordan as speaker of the house. That ended 15 minutes ago. Scott mcgrew has been following this vote. Historic in a bad way. The house cannot pass any legislation without a speaker. The final vote, 200 republicans voting for jim jordan of ohio. 20 voting for some other republican candidate, including mccarthy, scalise and others. 212 democrats voting for democrat hakeem jeffries. The candidate needs a majority. Jordan needs to change a lot of minds if hes going to be the next speaker. It took his predecessor Kevin Mccarthy 15 tries, 15 rounds of voting before he was elected speaker. Our reporter talked to jordan in the hallway just before the vote. Do you think you have the votes on the floor today . We feel really good. We need to get a speaker today. Im going over to meet them. Whatever takes me to speaker. Reporter zero democrats voted for jordan. Thats to be expected. Its not outside the realm of possibility. The democrats could vote for a republican, get the house moving again, if that moderate republican offered the democrats some kind of powersharing agreement, which is not jim jordan. Heres pete aguilar of california, what democrats think of jordan. The choice is simple. Come together on a bipartisan pass forward, or take us over the cliff. Abandon the extremism that is preventing us from getting things done, or trickle down on division and dysfunction. A vote today to make the architect of a nationwide abortion ban a vocal election denier, and insurrection insider to the speaker of this house, would be a terrible message to the country and our allies. The big question now, is what happens now . All this is about 15 minutes old. And we dont know. Will jordan try to run again . Mccarthy had 15 different votes. Will jordan drop out . And we definitely dont have a speaker of the house. Also, remember, governments could have a resolution to keep the government open. Congress cant fix that if theres no speaker. Congress could shut down with nobody in charge of the house. Thats a scenario that i think the Founding Fathers could never possibly have dreamed of. A lot of things that our Founding Fathers i was going to say that. Thanks, scott. Switching things over to the forecast for you today. This is a live look at the bay bridge toll plaza. And last night, the ceo of whats called California Forever, answered questions in a community forum. He is promising the project will create more affordable housing. Some are still skeptical. Trying to do something about it. I got a job here. That is going to make it. You say landvalues that were 3,500 an acre. And now, weve made it through acquisitions, 10,000, 15,000 an acre. How do you make that affordable . The group is hoping to put the measure on the ballot next fall. I know a lot of folks have taken off for thursday. Theyre ready. It will be a perfect day for that. And in novato, parts of the north bay in the low to mid 90s. This is going to be beautiful beach weather, with San Francisco and Half Moon Bay reaching into the 80s. Once the heat starts to fade, we turn our attention to the possibility of several storm systems coming in. Cooler temperatures. It looks like a lot of the rain doesnt really reach us to bring in some beneficial rainfall. But you can see the change in temperatures. And inland spot like brentwood, going from mid90s to low to mid 70s for the weekend, into early next week. Big changes ahead, with a quick spike in temperatures. Then, it goes back down, as you make your weekend plans. Thursday, the warmest day in the forecast, before San Francisco goes back to 60s and possibly some rain early next week. Now, we turn to our climate in crisis. Studies show that californians are doing a trashy job of reducing the waste, with six pounds disposed per person every day. Thats about 2,200 pounds of garbage per year. While the Waste Management systems are working hard to revert that waste by recycling and composting, the best way to do it is to use items that do not produce waste in the first place. Consider the packaging. Make it easier to improve your citys Waste Management. Waste is most challenging when its mixed all together. If were able to separate our waste into parts, for example, if your organic waste is separated from your paper and from the landfillible waste, its a lot easier to reuse and beneficially reuse the parts of our waste, if theyre separated. Once theyre all mixed together, it becomes trash. It becomes difficult to recycle, to compost, to make beneficial use out of the products if theyre all mixed. Reducing our waste, in turn, reduces bad greenhouse emissions, that are causing Global Temperatures to warm and making our weather more extreme.
