Its on the verge of equipping its officers with body cameras and while that might sound like a major milestone, a watchdog of this Department Says this new policy has major problems. After years of false starts and food dragging San Jose Police will begin field testing body cameras on monday a reform that watchdog groups have long hoped would provide greater accountability and oversight of officers. Theres not going to be two versions. Its not going to be a complaint saying he is rude, he used Excessive Force versus my version of events and what i have documented in a police report. Theres going to be one story captured on this camera. The chief has said this is a living document. Reporter but some critics including the former independent Police AuditorLadoris Cordell says the departments body camera policy has loopholes leaving officers wiggle room about when the cameras are on and off. I think thats absolutely problematic. The deactivation of the camera, when to turn it off, should not be left to the discretion of an officer. Reporter a spokesman for the Police Department says the policy is clear. The cameras should be on for example during traffic stops or when officers think someone may be committing a crime. Or even during more routine interactions with the public if the person is getting upset or combative. While the camera is an important tool, i think at the same time, we have professional officers and we still need to allow them to have some discretion in how they perform their jobs. Reporter but cordell says the ability to turn the cameras off as well as how the video is used to resolve complaints seriously undermines the purpose of having them in the first place. These are two problematic provisions that have to be rectified if were going to have a bodyworn Camera Program that the community will trust and believe in. Reporter now, the Police Department says they will use the next few months to meet with the mayor, the city council and members of the community and revise and hammer out this agreement. But cordell says its more important to get this right than to implement the wrong policies right now. In san jose, devin fehely, kpix 5. As if the new bay bridge needed another highprofile problem, now its spontaneously bursting into flame sort of. There have been two fires on the new eastern span in just the past three days. Kpix 5s joe vazquez shows us the problem appears to be where the rubber meets the road. Joe . Reporter ken, behind me you see that beautiful bright white span to the left. Thats the new bay bridge heading into oakland. And on the right, thats the yerba buena Treasure Island span. Right where they connect, thats where these fires have happened. This is actually an unusual set of circumstances for both these fires occur in relatively the same area. Reporter caltrans is still trying to figure it out how two fires could happen on the bay bridge in just three days. This is a snapshot of the first fire sent to us by a viewer. On monday evening, approximately 6 feet of steel was actually burned and damaged to a degree that we are not very clear yet as to what degree. Reporter the steel she is referring to is a rubber covering on top of the joints called seismic joints. The seal is a rubber covering. The seal caught fire monday night and a small portion was aflame again today. About noon or thereafter, one our engineers discovered the fire that was in relatively the same spot as the fire from monday evening. He immediately called chp and the San Francisco fire department, who came onto the scene immediately and put out the fire within minutes. Reporter traffic stopped for about an hour and a half. But then opened back up. You can see the evening commute proceeding as about as smooth as you might expect. They are still trying to figure out the cause of the fire. They initially said it may have been a cigarette on monday night, ken, but now they are saying thats not likely. They are looking at possibly getting some new equipment in to protect those seals. All right. Joe vazquez near the bridge, thank you, joe. State highway 84 in livermore is expected to be shut down for about two more hours after an earlymorning wreck closed it in both directions. About 4 45 this morning, a big rig crashed into three cars on highway 84 right between vineyard and vallecitos. One person was killed. Two others were taken to the hospital. Traffic snarled for more than 12 hours. Again, it is supposed to re open after the investigation at about 8 p. M. Mike honda is being investigated for possible ethics violations. It has to do with last years elections. San jose inside reports it centers on coordination between the Congressional Office staffers and Campaign Team members. Investigators are looking at whether invitations to a state Department Function were reserved for potential campaign donors. That would be a violation. San jose inside also published this email that says, came from hondas longtime chief of staff, the message appears to refer to the guest list part of it saying, great list, how are we doing outreach to them pour for money . The campaign put out this response. The congressman and his staff have fully cooperated with oce in its review of allegations that the Campaign Says was first raised by a disgruntled staffer. More details about the bizarre vallejo kidnapping case. Matthew muller worked as a lawyer in 2011 with a San Francisco law firm. The Orange County register reports that he resigned after six months and was sued by his former employers. They accuse him of stealing computer files to try to start his own law firm. Muller was then hired and fired by another attorney after a year on that job. The family of one of the victims in the vallejo kidnapping is speaking out. It was aaron quinn who reported Denise Huskins was kidnapped. I knew aaron and denise were innocent of this hoax and i knew they were victims of the kidnapping. Also a teenaged boy was found critically wounded but it appears he will survive. And then about 90 minutes later, more shooting at these townhouses less than a mile away. Three teen boys arrived at the hospital with gunshots to the legs. They wouldnt talk. But richmonds murder rate has dropped dramatically of late as the public has become more willing to tip off police. I think they tend to take a little bit more responsibility of that. As a result of things that have been going better over the last couple of years. We havent had a killing in four, five months. Yes.
