Much of todays firefight was done in the air because of the steep terrain and the flames were mostly burning in remote areas. Every few minutes a chop were lower down to the creek scoop up water and fly back up to make drops in the mountains. Firefighting pilots werent the only ones busy working. Shannon showed up to work at markley cove resort an area now shut off to the public. As long as the winds dont shift, were pretty safe here. Im just relying on those firefighters. Reporter she has to keep the resort open because of the visitors who have already rented out cabins. Many of the businesses in the fire zone are closed. At what point will you guys say we got to evacuate folks here . We are just waiting for cal fire to come and tell us. Reporter bob says he is keeping his eye open, as well. Not only for flames, but for looters. Is he helping to guard neighboring homes that have been evacuated. I came down to see who you guys were. You know . I couldnt tell you were tv truck. Reporter now we have a hot spot popping up near where we are and you see the chopper right there in fact there are two choppers, one chopper just made the drop on to the hot spot. Theres another chopper picking up water and hopefully you can hear the wind noise you can see the orange smoke coming to the left of us. Things have really changed here in the last five minutes the winds have really picked up it is quite calm this afternoon now. Now things are all suddenly you see a lot of orange and darker smoke and alex, the photographer, is showing you that smoke. And within the last few minutes, we noticed not just these two but an additional chopper is flying toward this area. So this fire, ken, as you can imagine very dependent on the weather conditions out here and things are changing very fast. And now this area is pretty much covered in smoke because the winds are blowing towards our direction here right now. So we are going to keep monitoring this. Its in the Southeast Side of Lake Berryessa. Flames are plowing through steep and rugged terrain and that smoke is affecting surrounding areas. We are by the Nut Tree Airport and the winds that da was referencing we have had it all afternoon long. Its been 15, 20, 25 Miles Per Hour. Perhaps a touch less strong than yesterday but still, elevated winds not helping out with the firefighting efforts this evening. We will see the winds relax a bit by tomorrow. Thats some good news. Because of the wind and because of the temperature inversion keeping the majority of the smoke at 3,000 feet or lower, down where we are, having some poor air quality. The smoke is not able to waft up into the sky. Instead, its trapped by a temperature inversion, which is common for this time of the year. That leads to bad air quality. Anybody down wind to the north and east because of predominant wind southwest to northeast over the past 24 hours. The smoke so thick we can see it on kpix 5 hidef doppler typically tracking rainfall but any particulate in the sky. Not a raindrop this time, smoke particles being picked up on our radar. And the forecast is a good one for firefighters. Well still have wind tonight gusting to 20 Miles Per Hour but by tomorrow, as a ridge of High Pressure approaches, we all will notice less wind which is a little bit nicer in your backyard. But the serious concern here is less wind means a better chance of getting a hold and handle of this fire and well see markedly less wind by this time tomorrow. But its still breezy in vaccination. San francisco firefighters left today to help fight the flames. A strike team early this morning loaded up and drove north. Two dozen firefighters and five engines joined the front lines. They held a strategy meeting before they left. That team is focusing on protecting homes. And we have another fire keeping crews busy this one in pacifica. Firefighters there are on the ground and in the air at fairway park. A helicopter is dropping water on a thick brush fire some trees as well involved there. That fire is only about five acres right now but there are homes nearby. It doesnt look like any of those homes, though, from what we can tell, are threatened. Suspect in the deadly shooting of a Hayward Police sergeant is expected to be transferred from the hospital to the county jail any day now. 21yearold mark estrada faces charges in the death of Sergeant Scott lunger. The Hayward Police is actually turning to the public for their help now as they continue to investigate the alleged gunman mark estrada as well as the grisly crime of which he is accused. Reporter Hayward Police are rushing to learn everything they can about estrada a young man with no criminal record who is now accused of being a cold blooded cop killer. Kpix 5 has learned that in the weeks before the shooting he was hired at a Roofing Company where his father is a longtime trusted employee. A spokesman for the company said, Mark Anthony Estrada has only been employed with the company for a few weeks as a laborer. This is a tragic situation. The companys thoughts and prayers go out to the lunger family and the Hayward Police department. Reporter neighbors remember the family as quiet and hard working and say they never thought they would find themselves in the middle of a murder investigation. The Hayward Police department is looking for help in identifying the car and driver that was scene in that video. People across the bay area are remembering Sergeant Lunger. Today a motorcade he is scored Sergeant Lungers body from the Coroners Office in oakland to the chapel of the chimes mortuary in hayward. As his casket was taken inside, his fellow officers and those from other bay area departments saluted. Richmond responded to the housing crisis bypassing a rent control law a first for Contra Costa County. Richmond is it not exactly known for outrageous rents. But as kpix 5s john ramos explains, these new rules will have an impact. Reporter by comparison, richmond is seen by most to be one of the more affordable cities in the bay area. But for many who live here, the rising price of rent is making it hard to stay. You get kicked out because you cant pay the rent that they are asking. Then you dont have the money to move to another place. And and and its created a lot of homelessness. Reporter so at tuesday nights meeting the city Council Voted to impose the first rent control ordinance in Contra Costa County history. The new law would limit it to the rate of Consumer Price index currently 2 . By state law the new restrictions would only affect apartments built before 1995. In richmonds case thats about 10,000 rental units. This person was the swing vote for approval. He only agreed to it after some provisions were added to protect the landlords rice to pass on reasonable costs. This is my hometown. I dont want to see people displaced and forced to move out but i dont want to see the city do make a bad decision thats a disaster for our budgets. Im voting no and im also leaving. Those opposed say its a feel good measure likely to have the opposite effect on richmonds overall affordability. A large number of units off the market. Creating artificial shortage. Then the prices are going to go up. Those cities that have rent control including hayward, San Francisco, oakland and berkeley, their rents have skyrocketed. They are way out of proportion. Reporter backers say that may be an incentive for developers to build new Affordable Housing in the city but the question is, what is affordable going to mean in the future . The latest battle in the war for Affordable Housing here in the bay area. Stop the evictions those are Yerba Buena Island renters on the steps of San Francisco city hall. Earlier this year, about 40 families were told by the city they would have to leave. U. S. Navy transferred ownership of about half the island to the city. It was the first step in a major housing plan. A verle is now planning to build close a developer is now planning to build close to 300 condos on the island. Tenants have been given 90 days to get out and many still dont know where they will end up. You know, especially with whats going on in the housing crisis in San Francisco, our options are very limited. Given the unit that were offered, we have to take it or leave the city. Its too expensive in the city. Renters have been offered a deal to relocate to housing on treasure island. But many fear theres still lingering radioactive contamination there.
