This isnt the first time an eviction has turned violent. Back in september 2013 an eviction sparked a shooting and fourhour standoff in contra costa county. When two sheriffs deputies went to serving the eviction near san ramon the man inside fired a gun through the door. A s. W. A. T. Team eventually lobbed tear gas national home. The suspect surrendered. It certainly looks like bad news for bay area raider fans. The raiders are going full steam ahead with a plan to relocate to los angeles. Allen martin with the pitch the team made at a special nfl meeting today. Reporter that meeting was held today outside of chicago and the raiders made it clear in a presentation to the rest of the nfl owners they are ready to move again. Former 49ers executive Carmen Policy is the one who told nfl owners the raiders and the chargers are committed to los angeles. Both of them. The rivals are working together on building a joint stadium in the suburb of carson. That pitch lasted about 30 minutes. It centered around creating what policy called a megamarket for nfl football in Southern California. We were able to put a study up from the league that shows that amongst the fans in the Southern California region, the two most popular teams amongst the fans were the raiders and the chargers. Were doing everything working with the communities to make sure that we understand exactly what they are proposing. We are working with the teams to make sure we understand the circumstances. The st. Louis rams also made a pitch to move to l. A. Their owners spent nearly an hour discussing plans to build a stadium in inglewood. A small group of rams and chargers fans actually made that trip to chicago making it clear to the owners they dont want their teams to leave their towns. But all signs from the nfl point to at least one team being in los angeles for the start of the 2016 season. So big question is, what about local plans to keep the raiders in oakland . A key date is coming up. August 21 a developer is expected to reveal proposal details. Nfl officials have expressed frustration there is no viable proposal from oakland and time is running out. The vote to move the team could come before super bowl 50. The raiders have played in l. A. Before. The rams played in l. A. Before. And still have the fan base. Also, the lure of 15 Million People living in l. A. County. You cant ignore that. The nfl cant ignore it. Its a huge tv market. Thank you. Right now firefighters have zero percent containment of the fast burning jerusalem fire. 12,000 acres have burned. And Widespread Evacuations are in place for people in lake county, many of whom who have had to deal with the rocky fire, as well. And you can see in the distance right here off Morgan Valley road, where the smoke plume is large and is getting larger the jerusalem fire is 22,000 acres, more than 1,000 firefighters fighting it. It is getting larger and so are the costs. The rocky fire, the jerusalem fire, in lake county exhausted firefighters have been at it since july 29 two weeks of nonstop flames. Almost 100,000 acres burned. Just as rocky is almost under control jerusalem appears to be spreading again. Two huge fires in just two weeks. Thats two major disasters. If you are thinking, well, thats got to be expensive, well, youre right. Lake county officials cant give exact figures but say its costing in the millions of dollars. Just to clean up debris will cost 4 to 5 million. How are they going to do . where is the money going to come from . Reporter county officials are working with the california Governors Office of Emergency Services to put together state and federal funding and grants to pay the cost of the Fire Suppression and recovery process. The feds will probably pay about 75 of the cost. Another 19 will likely be reimbursed by the state. Lake county will be on the hook for a quarter million dollars. Thats a lot for a poor county in california, unbudgeted unplanned costs of a double disaster. The rocky fire burned up some homes. The jerusalem fire is encroaching on Morgan Valley road and theres danger to some property toward the napa county line. We expect an update around 7 00. Cal fire has over 1100 total personnel fighting the jerusalem fire right now. This includes crews on both the ground and the air. Three dmv employees are facing federal charges for accepting bribes to issue illegal commercial trucking licenses. A federal investigation revealed 100 truckers paid up to 5,000 each to bribe dmv employees. They were allegedly issued licenses without taking any tests. Two of the dmv workers are from salinas, the other from sacramento. Also facing charges are three Trucking School employees and operators. The defendants bought and sold test answers, test results, both written and driving tests. The investigation included the use of confidential informants who received class a california drivers licenses despite never taking the written test or the behind the wheel test. The fbi, Homeland Security and the dmv all began their investigations months ago. Governor brown signed two bills relating to police misconduct. They come out of the use of Excessive Force by officers during recent occupy movements in california in 2013. The bills make it clear people have the right to record or photograph police in public areas. Another bill signed bans the use of grand juries in cases where Police Officers use deadly force. It comes after grand juries in ferguson and new york made controversial decisions not to bring charges against officers who killed unarmed black men. Oakland is now the hottest rental market in the nation. Thats according to the latest report. Rents have surged 20 in the past year more than any major city in the country. Median price for a one bedroom at 1,980. Thats still much less than what you would have to pay in san jose or San Francisco. The redhot bay area Housing Market has one community trying to protect a certain kind of affordable Affordable Housing. Mobile home park residents measure their rents in the hundreds, not the thousands as is the case in most of the rest of san jose and for that reason, its an Affordable Housing option especially for people on fixed incomes or low wage workers. In this particular park winchester ranch is at the center of a heated debate going on at city hall on how the city can keep these parks from closing. Thats what it really comes down to. Reporter san jose has 59 Mobile Home Parks the most of any city in california but with real estate values skyrocketing, theres pressure on park owners to sell out to developers. Santa clara county has lost nine mobile Mobile Home Parks in the last decade the most in the bay area. Its not about the people. Its not about our lives. Its not about us feeling safe in our homes. The bottom line for Mobile Home Park owners is money. Its good to let everyone take a breath and hopefully come up with a balanced policy. Reporter mayor sam liccardo now wants to push the pause button. He proposing a sixmonth moratorium to fix on outdated ordinance that laid out rules on how parks can close. Right now we have 35,000 residents in this city who live in Mobile Home Parks who are all very concerned about whether or not they are going to have a home. Reporter state law prohibits the city from stepping in the way of Property Owners who want to sell but the moratorium would give the city and residents the one thing they need to solve a complex housing problem. Now, police say that this robbery may be a part of a larger and very troubling trend for them. They say drug addicts are desperate. They say this wouldbe robber bit off a lot more than he could chew today. The robber tried to steal prescription pills from a concord pharmacy. But the pharmacist according to police wasnt going down without a fight or a bite. In fact, he bit the robber repeatedly chomped down on his pointer finger so hard he nearly bit it clean off. Now, after that, the robber scrambled to get away. This is not just in concord. Its in other areas youre starting to see a lot of these suspects go into these pharmacies and try to get prescription medications. Sounds like theyre desperate. Reporter Police Obviously are looking for a robber with a severely injured finger. Investigators say that the suspect was in such a rush just to get away that he dropped all of the pills that he was trying to steal. It shows him lurking around the roadway inn motel. Police say he broke into the resident managers room. He took off running when an employee showed up. Police think this man may be responsible for a half dozen burglaries since june and the Sexual Assault of a girl in her bedroom sunday night. They say he gets into homes by cutting the screens on open windows. People living in san carlos are being warned to look out for a Sexual Assault suspect. Police say he knocked on the door of a house on Chestnut Street on sunday and Sexual Assaulted the woman who answered. Police searched the area after the attack but didnt find anyone. Tonight San Jose PoliceDepartment Finds out if the city will let it use a drone. The city council is expected to approve a oneyear test program. Residents have balked saying it would be an invasion of privacy. But the Department Says the drone would only be used in specific situations such as a search for an active shooter or an explosive device. The plan would need final approval from the faa. A 7yearold girl getting kicked out of an orinda school led to a change in law. The governor signed a bill to allow children to live where their parents work three days a week to go to schools in that city. Last year, orinda expelled a second grader named vivian. Her mother was a nanny and they lived with an orinda family five days a week. But a private investigator hired by the School District said vivians family also lived in bay point.
