Chp reports the collision happened just before 1 00 am on the east bound highway 4 off ramp at lo independent e tree way. The victim has not been identified. Tomorrow state legislature meets in a special session to decide how to improve transportation. Thats a tall order to fill. A lot of talk will revolve around how to fix existing highways and bridges. The current fuel tax is not doing the job leaving 5. 7 billion in unfunded repairs. Lawmakers need to come up with some sort of sustainable cash flow. There are several options. One proposal has drivers cutting gas use in half however at the same time when we are trying to raise money from the gas tax to get roads done. That has critics fuming. You think you can cut your gas use by 50 . Never. I wish. Reporter that is just what a law making its way through sacramento would do, commit the state to cutting the gas and diesel use by half in the next 15 years. Theyre aggressive. Theyre goals we need to set because our environment depends on reducing Greenhouse Gases. A noble goal but how lawmakers plan to make the big cut in gas use however is not being spelled out in the bills. How we get there baseball a combination of human behavior, technology, a factor of market forces. The lack of specifics has critics in Petroleum Industry organizing protests and raising questions about Economic Impact of setting goals in stone. We are asking for a recreation of not moving the bar so high so early. Bank rolling ads like this one on what they see down the road if state regulators get to call the shots on gas and diesel use. Regulators limiting how far we can drive by rationing gas, increasing cost or penalizing drivers for using too much. Changing regulations on the kind of cars we drive, how much gas we can buy. If you can afford a tesla, this wont matter to you. What does the average person get . They hopefully will have a world for their kids. That will be an interesting debate in sacramento. At the same time we are trying to reduce our use of gas and even mandate it we are trying to get more money from the gas tax for the roads. Well be sitting down with state senator mark leno and saying how do you balance these out. There are proposals. One is maybe taxing drivers on how much they drive. It will be interesting to see where lawmakers fall on this debate because it is so wide open. There so many options on how to get money. Nobody wants to be targeted on that one. There is one transportation project going forward. It is in store for Richmond San Raphael bridge. Not a moment too soon. Traffic has been heavier and heavier. Traffic is up by 1. 5 million vehicles since 2011 because since many people cant afford to live in marin they like to work there. The jobs are better. You get benefits. A lot of people transport from east bay to marin county. The traffic increase is linked to the eek on than me which is a good thing. They plan to add additional commuter lane and bike pedestrian path. This project will be fully funded with Bay Area Toll Authority fund. One bay area city about to talk about the birds and the bees. Moraga is holding a hearing on legalization of backyard chickens bees and other small farm creatures. The proposal is modeled after rules adopted last year in lafayette allowing barn yard livestock to live in Single Family home zones without a permit. There are plenty of bay area cities that allow backyard chicken but this would go further, allowing owners to slaughter the livestock. Thats the ugly part of it. But there are benefits. My friends are doing this. You have all the fresh eggs, fresh fertilizer. You dont have to deal with factory farming eggs. There are benefits. Does it get noisy in the backyard . Roosters are not allowed because theyre noisy obviously. Halved animals like goats and sheep are not allowed. A mystery in martinez. Something is killing the beavers. Five baby beavers called kits turned up dead last week. Department of fish and wildlife is investigating. Neighbors who have been watching the beavers are wondering if the deaths could be drought related. Contra costa county could be getting new housing for inmates. Sheriffs office will propose the idea at the board of supervisors, adding units to West County Detention Facility in richmond. The plan is to use housing to provide treatment programs for inmates. We are trying to replace cells not add to cells and shift a population out of the martinez jail. The money would come primarily from an 80 million state grant. Tuesdays vote by supervisors could authorize the grant application. There is some opposition. Prison reform advocates dont want to see this. They say we dont want bigger jails. We want fewer people in jail. The sheriff says they will use the beds for rehab, education, Mental Health programs. They say we need the space to get this done. Critics atheyre not sure the sheriff will come through with the programs and this might be bait and switch. Part of the problem is we are talking about getting money from the state grants to actually build housing but its a county that has to fund the programs which are fairly expensive. You get starter money but you have to sustain it and do you have the money to sustain . Red hot bay area Housing Market has a community trying to protect a certain affordable housing. An unprecedented moving to protect Mobile Home Parks, one of the few Housing Options people can afford. San jose has 59 parks, more than any other city in california. With real estate sky rocketing there is pressure on park owners to sell to developers. It is not about the people. It is not about our lives. It is not about us feeling safe in our homes. The bottom line for mobile park homeowners is money. The mayor is proposing a six month moratorium on Mobile Home Park conversions in san jose to fix an outdated ordinance that laid out rules for how they can close. State law prohibits the city of stepping in the way of Property Owners who want to sell. It seems like this is buying time for people who live in mobile homes to maybe find an option and also for the city to possibly change the rules. These moratoriums are bandaids on a bigger problem. Satisfy than a clara is considering allowing homeless tent incampments as a solution to combat homeless problems. It really is a sad state of affairs. Advocates say the crack downs we have been seeing on homeless incampments are traumatizing and lead homeless to build incampments elsewhere. Theyre urging supervisors to allow a policy of so called tent cities sanctioned by county. Take people used to living outdoors with no organization whatsoever and bring them to an incampment where you have rules. They have responsibilities. They have to clean their own trash. One proposed tent city in sunnyville would house 100 people a night. If all goes according to plan that can open by november. Friday is the deadline for the plan to build the raiders stadium. The clock is ticking. Plans are underway in the Los Angeles Area to bring at least two teams to the second largest tv market. The raiders could share a home with san diego chargers. Raiders have one season left on the o dot co. Fans who came friday say the absurdity of the teams future is hanging over the entire upcoming season. To me this team belongs where it is at. We have been to l. A. For 14 years. We dont belong anywhere else. This is our home. Unlike san diego and st. Louis which are offering public funds to keep the respective teams in town oakland is not making such an offer. The city is offering to lease public land to a developer and also to support Infrastructure Improvement such as roadways but not money to actually build a new stadium. Thats because theyre still paying off the last debt they had to rebuild the stadium to the raiders to the tune of 20 million a year. When you are spending that kind of money when you need more services the idea of putting more money in is tough for the politicians because they know voters arent going to go for it. It is tough for the voters. We were talking about this a couple weeks ago. I had made the comment that people find it difficult for taxpayers to be funding a multi billion dollar industry such as nfl. I got a lot of email comments about people agreeing with that mindset. Thats not what taxpayers money is for. In the meantime of course the down side is we could lose the raiders. Moving on. San francisco sheriff jones us next to talk about his future when we come back. ,,,,,,, the San Francisco sheriff Ross Mirkarimi has one praise for rehab and realignment programs at the jail but they are overshadowed by deputies different allegations. The sheriff himself has had his drivers license suspended but everything is back. But he still faces a tough reelection. He joins us this morning. Okay ross ive got to ask, you do these programs with jail but they get overshadowed by other things. What were you thinking when you got the fender bender and didnt report it to the city . I reported to my drivers Insurance Company because i thought that would handle it very quickly, very swiftly. I learned when the press informed me my license had been suspended on a limited basis. As soon as i heard it, we corrected it immediately. We are looking at public officials. There is an old saying if politics. A Million Dollars for a big program will bore the voters but something small can grab their attention. You seem to have a knack with that. Even if my socks are mismatched i think you will find a story about it. Its true, a fender bender like that did get everybodys attention. I think it was a healthy distraction away from the real corruption in the town especially after weeks of news about ed lee and potential allegations of corruption. You have said that do you feel these hits on you for the fender bender and stuff are fair game . I do. You are coming in fair game but get the story right. There is i think the sensationalism and the amount of press real estate attributed to this is disproportioned compared to anybody else. When you look at people in the Administration Whether its the police chief, fire chief, or many of his commissioners you never see this level of attention. I think we do. But yours seems to repeat itself. Thats part of it. We had the fight club as well. What is the latest on the investigation of that . Has there been any proof that it happened . As you know, i called in the fbi and San Francisco district attorney. They have a joint investigation. They havent released any updates at all. One deputy that was implicated in the fight club has been terminated and others are still under investigation. The very union, deputy sheriffs union, characterized the incident as horse play. I disagree. I think we take these matters extremely seriously. I have to defer to the fbi and da. Hopefully they will have updates soon. Lets take another issue that grabbed national headlines. Sanctuary policy in San Francisco. You are under a lot of criticism because you had orders not to communicate with the immigration authorities. My question is do you have plans to change that . I have actually been vindicated especially as of the last week in a case in santa maria, southern california. There were other sheriffs and law enforcers encountering. This shows how schizophrenic local laws are. Its unconstitutional what ice has been asking. Weve got to rectify. So you do not plan to make changes. Not unless we get legal clarity and i have read in a three page letter to the mayor. He has not responded. I look to the board of supervisors that the city gets honest. Its not cool i think and not politics to say theyre for sanctuary city and on the other hand they want a wink and a nod to practice something else. This is about 4th amendment constitutional consistency. I dont see San Francisco trying to stay true. Do you think the mayor is being hypocritical . I do. How so . He profess Like Police Officers association has professed of the law 20 years ago but theyre forgetting about the law in 2013 called due process that stipulates prescription of how we should interface with ice. But i want that to be the board of supervisors. No more Law Enforcement by a wink and a nod and profess to be something else. I think thats what this administration is doing. I think other cities are going through the same motions. 50 out of 58 counties in california have adopted law similar to San Francisco. When you take positions like this, you are out on a limb. Very true. It makes our department a progressive leader nationally. Thats why it is important to retain an independent sheriff in San Francisco. So you are on a limb trying to be independent and you have these incidents, Ross Mirkarimi are you your own worst enemy . No, i dont believe i am my own worst enemy. But i will certainly address and overcome i think any mistakes that i have made. I think an error becomes a mistake unless you refuse to correct it.
