President trump declared a state of emergency in texas ahead of the storm and he did the same thing for louisiana today. That move allows federal money to start flowing to the states immediately. Tomorrow the president and the acting Homeland Security secretary will travel to texas to get a first hand look at the rescue and recovery effort.
