Reporter yeah, the increase tax on diesel was most dramatic climbing 20 cents from 12 to 30 to 166 increase that many are concerned could send a Ripple Effect through the entire economy. The car was found off skyline boulevard just south of bear gulch road. Our len ramirez was near the scene and said the car was not found until hours after the accident. Len . This was just a horrific crash up here on skyline boulevard and authorities this afternoon identifying the three fatalities, 19yearold Ricardo Torres of redwood city, 18year old Andrew Gonzalez of menlo park and 18yearold matthew cruz of redwood city. Investigators have been on the scene all day gathering evidence to try and piece together how this accident happened. This was the fatal accident scene as investigators found it at about 7 a. M. , but the wreckage had been here for hours. The chp said sometime overnight the silver hyundai with three young men inside left the southbound lanes of highway 35, struck a tree and rolled down a steep embankment. All we know is that the three occupants all suffered fatal injuries. That 19yearold driver and two 18yearold passengers. Reporter witnesses tell kpix a frantic search began before the crash was located. A search and rescue reportedly used cell phone data to zero in on the location after one of the phones pinged a tower at highway 84 and then dropped off. It happened tuesday night and their family was probably worried sick that whole time not knowing what happened. Reporter word of the tragedy stretched to nearby shopkeepers who say this part of skyline boulevard has a dangerous reputation. The curves attract motorists and motorcyclists, many of whom ignore the 40 mileperhour speed limit. At this point no one knows when led to the accident, wet knows what led to the accident, whether drugs or alcohol was involved, but there are hazards for plenty of drivers. They say 19yearold brian zavala was antioch was wanted for shooting and killing a man over a dispute about reckless driving sunday morning in discovery bay. This evening more north bay residents are taking legal action against pg e over the devastating wine country wildfires. An attorney representing a santa rosa family says more than 100 people have filed complaints saying the utility companys power lines caused the fires. That number has grown since a couple first sued pg e days after the tubbs fire destroyed their home. The exact cause of the fire is still under investigation, but state regulators reveal pg e reported at least 17 Electrical Safety events in eight counties the weekend the fires first broke out. At least four of those locations included areas in Sonoma County, three in napa county. Richmond is along the water front, so city leaders are saying why not utilize it . They talked about Ferry Service for decades and now its coming to fruition. Its a 30 minute ride one way and the mayor says this is a game changer for the city of richmond. The bay area in the future will proclaim itself to have the most robust, the most successful water Transit System in the world. Reporter a waterfront vision now becoming reality in the city of richmond with this groundbreaking ceremony. [ cheering and applause ] reporter the vision, a local Ferry Service built next to the Ford Building in richmond along harbor way that takes commuters to the embarcardero in San Francisco and back. Given the congestion on our roads, why wouldnt we use our waterways . [ applause ] reporter the goal is to attract more people to live in richmond and visit richmond when the ferry launches early next year. The mayor says it cant come soon enough. You know, richmond has had a bad rap for a long time. Thats not accurate, but it has a reputation as a city thats plagued with crime and violence and pollution and poverty and so on, so forth. Reporter city leaders are determined to change that reputation around. They say richmond should and will be recognized as a vibrant waterfront city. We have more miles of shoreline than any other city on San Francisco bay, 32 miles. Reporter and the big attraction, Affordable Housing for people who work in San Francisco but dont live in San Francisco. So its going to bring i think great cultural improvement, business improvement, environmental improvement. Its an investment in our future. Reporter this Ferry Service will cut out commuters having to go over the bay bridge or the Richmond San Rafael bridge and its funded by some of the gas tax from s. B. 1. So it is a 30 minute commute one way. The only drawback is there is no Public Transportation near the Ferry Service. People without a car cant take b. A. R. T. It left an officer in critical condition. The suspect was also shot and is in the hospital. Youre about to hear the dispatch calls moments after the shooting. Officer down. Officer hit. Officer assistance, please. I want this block blocked down. Officers working foot patrol on special assignment for halloween were flagged down by someone concerned about a suspicious vehicle in the neighborhood. The car in question, a gray chrysler, did turn out to be stolen. Thats when at least one sfpd officer and a suspect exchanged gunfire. A car was carjacked nearby. That is also being looked into. The carjacking occurred shortly after the shooting. I dont have the exact time frame, but its being investigated to determine whether or not it is linked. Now the officer who was shot is not typically assigned to patrol, but the Crime Scene Investigation unit spending most of his time in the lab but was put on the streets because of the holiday. The officer is listed in critical but stable condition from his gunshot wounds. The suspect is said to have life threatening injuries. Live in the newsroom, im andria borba, kpix5. A Sunnyvale Police k9 has been killed in the line of duty. Officers responded to a report of a stabbing yesterday afternoon. They say the suspect would not cooperate and then stabbed this German Shepherd named jack, killing him. Thats when an officer shot the suspect. He died at the hospital. Jax was on the force for two years and helped make 26 arrests. Flags have been lowered to half staff in sunnyvale in his honor and there is a memorial to him outside the department. A dramatic transformation is now planned for one of the bay areas historic piers. San Francisco City leaders have approved a massive Waterfront Development for pier 70. Kpix5s john ramos gives us a look at the plan. Reporter on tuesday San Francisco supervisors voted unanimous to approve a large new development at an old, difficult happen dated industrial dilapidated Industrial Site on the edge of the bay called pier 70. Pier 70 really is an opportunity to transform a portion of the citys waterfront. Reporter a Company Called forest city will develop this old world war ii ship building site into a 24acre mixed use project with housing, retail and office space, but its unique because pier 70 is the first Waterfront Development to be first approved in a citywide election as required by proposition b passed in 2014. The project won with 73 of the vote. Ultimately, you know, when we went to the ballot, having the neighborhood supporting the effort made all the difference. Reporter pier 70 got the support of its neighbors by agreeing to save and refurbish old Historic Buildings and maintain the industrial feel of the area. There will be park space and public walkways and 30 of the 3,000 new Housing Units will be below market rate. And the historic old building 12 will be converted into a gigantic market and workspace for artists and crafts people like kim austin. She believes including a Creative Space will add vitality to the project. It will make it cool and fun and interesting and something to see and experience. Reporter former San Francisco mayor art agnos loves the way pier 70 is taking the communitys wishes into account. He helped promote proposition b and said it has changed the Way Developers Design Projects on the water front. Because they make a Campaign Contribution and they can usually get what they want, but when you have to come to the people of San Francisco to get a vote for your project, its an entirely different chemistry. Reporter construction should start as early as january or february with housing and the artist marketplace in the first phase. Forest step says the entire project city says the entire project will take about 11 years to complete. In San Francisco, john ramos, kpix5. Now pier 70 has been in the planning stages for more than a decade. Thats why it was ready for the ballot just six months after proposition b was enacted. The Sonoma County water agency is trying to keep potentially toxic ash out of the water heads including more than 600 streams. The county is working to get organic material out to the site to prevent erosion. Santa rosa public works crews have also placed thousands of gravel bags around storm drains. The watersheds feed local Drinking Water supplies and provide habitat for local water species. Just the time of year, paul, when we see the rain.
