The agency has already handed out more than 4 million. Is fema doing enough to protect these people . Were changing every day looking at every process we have. Every single step of the way were looking at every single process to try to stop it, but were also trying to give out benefit to fire survivors. Its kind of a balance. Reporter and fema says local Law Enforcement in conjunction with federal Law Enforcement are already on the case looking into this, but they are also urging anyone who lives in one of these burned out areas to call this 1800 number on the bottom of your screen right now, 1800621 fema. Give them your information and ask them if there is already a claim in process and they can help you in clearing all that up. Have you spoken to any actual residents, anyone who tried to file a legitimate claim through fema . Reporter i have spoken to someone who has had their identity stolen, but they didnt have a burned out home. She actually lives in napa county. She said three of her co workers in her one office have had this happen to her where they arent involved in the fire. Everything is time, but someone stole all of her identifying information. They filed a claim. A check actually came to her mail bock and she has no idea why or how this happened. So thats another aspect of this whole fraudulent claim process and fema says if you get a check in the mail, which apparently is happening quite a bit, also, to also call fema. Do not cash that check. Sonoma county supervisors just set deadlines for homeowners to decide how they want to clean up damaged properties. Now so tar about 1,400 people have signed the right of entry forms to let fema clean up their property, but another 6,000 homeowners have not made up their minds. Today supervisors set a deadline of november 13th for choosing the fema option and november 22nd for doing the debris removal on your own. Unless i know what the cost is to do my property, remove the trees, get rid of the foundation, i cant compare whether to do it myself or allow fema to do it. So i think theres a lack of information on what my actual costs are going to be to do it through fema because they want reimbursed through my demolition policy with my insurance. I can tell you that there is a tremendous opportunity that residents have to eliminate that headache and heartache of doing it themselves. In terms of money for wi more than 5,000 homes were destroyed in Sonoma County during last months firestorm and in terms of money for wildfire relief, Governor Brown is now asking for another 7 billion from the feds. The governor and all of californias members of congress are seeking a third appropriations bill. Right now the San FranciscoPolice Commission is getting ready to vote on whether officers should carry tasers. Lets take a live look inside city hall right now. The special meeting has been underway for about an hour. The u. S. Justice department is recommending stun guns after its recent review of sfpd. Outside city hall dozens of protesters are gathered to speak out against this move. Many of them are now waiting for their chance to speak out against tasers inside that meeting and they say tasers can easily lead to deaths. People tend to think of tasers as nonlethal, but theyre actually classified as less lethal because they do kill. Tasers dont reduce the incidents of shooting, its just another weapon on top of them theyll be using on baltimore residents. Police chief scott has been pushing for months to get tasers into the hands of his officers to give officers another option when trying to deal with unruly suspects. When you look at our use of force process, it goes from how you verbally speak to someone all the way up to deadly force. This fits in there. We are expecting a lot of Public Comment at this meeting. At this point its unclear when the commission will vote. So theyve come a long way and a lot of the caltrans workers say that they still have a lot of work to do. We just gave you a glimpse of just some of the projects going on now. New at 6 00 google has scooped up another big piece of land in downtown san jose at the corner of san carlos and montgomery streets. Kpix5s devin fehely is there for us live. Devin . Reporter yeah. So googles new headquarters will take shape in the area behind me near the existing train station and while negotiations with the city have not gone as quickly as many hoped, the tech giant is still quickly buying up land for blocks around. Ty all around its proposed downtown campus. Including most recently this home on west san carlos street. Manager while google and Santa Clara County try to hammer out a deal to buy 16 pieces of government land, the tech giant has been quietly snapping up private property all around its proposed downtown campus including most recently this home on west san carlos street. I think its no secret google has been buying other property in this area, the area that is in front of the current deerdon station. Reporter google is planning to build a Massive Office complex on the western edge of downtown san jose near the existing train station. According to a recently released city memo, negotiations with google are going slower than expected with a deadline for setting a sale price for 21 acres of governmentowned land now delayed two months until the start of next summer. We are working with the city and with google and the county and the Successor Agency to the Redevelopment Agency to determine the fair market value for the properties that google wishes to purchase. Reporter but that hasnt stopped the tech giant from buying nearly two dozen Properties Around its proposed campus, a project with the potential to transform the citys downtown. This plan which was always for mixed use, urban, walkable, transit oriented area that expands our downtown westward. Reporter so theres a number of things that are going on simultaneously. You can imagine them like trains on parallel tracks. There is some negotiation for the city and county. There is the purchase of private property in this area and there are also plans to bring b. A. R. T. And high speed rail into this area. Thats why its going to be 2025, perhaps as late as 2027 before google really starts construction in this area in earnest. Kpix5s melissa caen live at Franklin Elementary School in oakland with reaction for us. Melissa . Reporter allen, were here at Franklin Elementary School where School Supplies are in short supply and here just like across the nation often its the teachers who reach into their own pockets to make sure that their kids have what they need. Now since 2001 teachers have been able to take a 250 Tax Deduction to recognize the fact that they spend their own money on these things, but the new republican proposal for tax reform would eliminate that deduction. Its petty, you know. Reporter bonita yeager is a 4th grade teacher at Franklin Elementary School in oakland. She said she doesnt buy supplies because theres a Tax Deduction, but its nice to have and taking it away for a Corporate Tax reduction doesnt make sense. Its just a petty little thing, another thing youre taking away from kids and education and teachers. Reporter a 2013 study showed that on average teachers spend nearly 1,000 on School Supplies in every school year. Now bonita said much of what she spends is for students who cant afford basics like paper and pencils. Every couple weeks every month you have to get more. You have to get more. Kids eat the pencils. You have to get more supplies. Its just a continuous thing. Reporter the need for School Supplies is so great that while we were at the school today we witnessed a Company Called youbie giving out free supplies to classrooms, 40 boxes worth. It includes all the fundamentals, pencils, crayons, markers. Reporter allie mat docks said when people purchase u. P. Supplies the Company Also Donates to schools. Its not fair teachers have to foot the bill. Reporter if the legislature does repeal the teacher tax reduction, bonita said shell still spend her own money on the kids. If i continue to teach, ill continue to spend money just whatever it takes to get through the day. Just knowing that, you know, kind of stings a little bit. Reporter we reached out to the California Republican party for comment, but they did not respond. Ill point out, though, the reason that the teacher Tax Deduction exists is because two republican senators pushed it through. Now one of those senators is no longer serving, but one is, senator Susan Collins of maine. So ere may be some republican support for leaving that Tax Deduction just like it is in the final version. Kpix5s da lin reports the question is should his family have to pay for it . H r this year reporter the foster mother of a cop killer had nothing to say outside of court. Inside the federal courtroom in San Francisco her two attorneys asked a judge to not take her house. Nicole little cloud had earlier this year put it up her Castro Valley home as collateral for her put up her Castro Valley home as collateral for her sons 100,000 bail. Thomas little cloud never showed up to court. When officers in august tracked him down in the sacramento area, he killed Deputy Robert french and wounded two chp officers. Federal prosecutors say even though thomas also died in the shootout, the government should still take the house. Prosecutors say nicole knew the risks when she bailed her son out and as a result of him being out, a deputy is dead. They also believe if the government showed leniency, it would send the wrong message to other families, but nicoles attorneys argue thomas had a tough childhood. His birth parents were drug addicts and abandoned him. He was abused and bounced around in the foster care system. Nicole little cloud and her husband roberta doted him when he was 10 robert adopted him when he was 10. By all accounts, they gave him a lot of love and resources to help him. Nicole said her husband now has dementia and taking her house means theyll go homeless. Her nextdoor neighbor agrees. I see the pain on their faces when i see them and i feel it. Reporter the judge said taking away the house wont bring anyone back or bring any kind of positive. I dont think removing someone from their home is going to be beneficial in any area. Reporter the judge did not make a ruling today, but she is leaning toward allowing mrs. Little cloud to keep her house. Reporter tell you what, guys, if you were to ask the question what do san jose and burning man have in common, the answer until today would have been not so much, but now the answer is this. Welcome to sonic runway. Its an amazing art and music installation that will be here through the end of january and tell you what. Its drawing quite an impressive crowd considering its been open about 45 minutes. This is part of a three year long program the city of san jose is in a partnership to bring more art installations like this, big scale art installations, to get interest going, to get more people into downtown san jose and id say on night one it absolutely, positively is working.
