You dont need fossil fuels like coal or natural gas for backup anymore because solar energy has come down in cost. Batteries are coming down significantly as well and when theyre combined together, theyre actually very efficient at providing electricity. It started off as a small hole, but it continued to grow and grow and grow. Reporter on a rainy sunday in march, 2016 a storm drain collapsed and a sinkhole opened up on rheem avenue in moraga. The main intersection was blocked off and thats how it sat for a very long time as the town searched for the money to fix it. Its been a real challenge. Unfortunately as a small town we dont have that much funding. Reporter moraga asked the federal government for help but was denied because storm drains are not technically considered an emergency utility, but then the city lucked out. Because el nino rains caused the damage, the repairs qualified for disaster funding. So now 18 months later moraga had a ground filling ceremony. Fixing the street cost more than 3 million and all but depleted the towns reserve fund. The feds say they will reimburse the money, but no one seems to know when that will happen. Town leaders say theyve learned they need to raise the cash to upgrade their 70year old storm drains. Unless this happens during an emergency, a nationally or state declared emergency, youll have to be selfreliant when it comes to storm drains. Reporter and the mayor learned a lesson about politics. Reporter it was a wild afternoon out here on sunset, but the only thing to show for it is this dent in the side of the house at the corner of 26th avenue and santiago. Now a white pickup truck began rolling down backwards toward 26th about a block and a half, hit a parked prius and the force of that collision caused it to take a 90degree turn and hit this house at the corner. The mother and child inside the vehicle were treated on scene and taken to the hospital. We were just told the mother has been admitted to the hospital. The child is fine. Now after all that sf fire suddenly had a truckload of dogs to deal with. Ironically the timing could not have been better. Coincidentally yesterday we got 70 animal canine care kits donated to us by the sfspca which includes a modular that we were training our crews on how to care for animals, specifically canines that are mostly injured during a fire event with smoke inhalation but also goes into other injuries such as traumatic injuries and so forth, but also goes into detail on how were supposed to care for them and be aware of how they could become agitated or defensive after an incident like that. So were happy to see that we were able to deploy those measures today. Reporter now there were nine dogs in the truck. Three of them ran off after the crash. A hawaii fugitive deemed a violent psychopath is speaking out from jail. He said he escaped because he was never going to earn his freedom. Reporter in a jail jumpsuit at the san hoe equip county jail, Randall Saito talked freely about almost everything, his escape, his 72 hours of freedom and the murder he committed. The woman i murdered in 1979, god bless her soul, i have regretted it every day since the day it happened. Reporter saito has been at the Hawaii State Hospital on oahu since being acquitted by reason of insanity in 1981. On sunday he casually walked off the property, took a charter flight to maui and hopped on a plane to san jose before making it to stockton. He said he escaped to prove to hospital staff he should be released. The only reason why i did it was because i was desperate to have some kind of existential tool, unequivocal tools that i could be in the Community Without messing up, that i could go back to hawaii and say you know what . You guys said all this crap about me. Now what have you got to say . Reporter at one point saito even appears to look for sympathy. Why would you do this to me . I mean im contrite for what i did. Today saito denied that. Necrophilia is my fault. I used that as an excuse to get in the State Hospital from the get go in 1979. Reporter there was one thing saito didnt want to discuss, how he got the money to escape in the first place. I cant tell you. Thats my big secret. Reporter one of the other things saito talked about was that he admitted to having past relationships with hospital staff in hawaii. There is a brief break from the rain but no breaks for the city of santa rosa tonight. Crews will be working around the clock to repair storm drains in the Fountain Grove neighborhood after fires damaged at least 30 of them. Overnight the drain opened up a small sink hole on the side of stafford court. Crews shut the road down to remove part of the pavement. They will replace the melted storm drain underneath it. Its one of many projects crews are working on ahead of this winters rains. This is a small drop in the bucket when it comes to the amount of rain were going to get.
